Prospective/Potential administrator: We understand these written criteria are bare minimums, and candidates are judged on an individual basis, but as a basis for cross-wiki comparison, we are relying on written criteria, guidelines or other publicly available advice.

This is quite wrong. 10,000 mainspace edits is wildly inaccurate as is also the need to be well known by the community and/or 'regular' voters. The voters are in fact largely a transient pool of people as previously demonstrated by our own structured research. The actual practiced criteria are laid down by a synthesis of the regular voters' criteria. See Advice for RfA candidates which I wrote in 2011 appebded with sources, and is still today the most visited and cited advice for wannabe admins.
