Increase in user talk pages activity in August 2006

There is a huge increase in user talk pages activity in August 2006. What is the reason for this? Is there a bot that we haven't identified yet? Was there a significant policy change?

I believe this may be related to the use of substitution on each of the "Welcome" templates, increasing considerably the number of bytes in the wikitext. For details see:
