This proposal has been approved.
The Board of Trustees and language committee have deemed that there is sufficient grounds and community to create the new language project.

A committee member provided the following comment:

  • The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
  • The community needs to complete required MediaWiki interface translations in that language (about localization, translatewiki, check completion).
  • The community needs to discuss and complete the settings table below:

Settings
Project name Wikipidiya "Wikipedia" in your language
Project namespace Wikipidiya usually the same as the project name
Project talk namespace Wikipidiya gomde "Wikipedia talk" (the discussion namespace of the project namespace)
Enable uploads no Default is "no". Preferably, files should be uploaded to Commons.
If you want, you can enable local file uploading, either by any user ("yes") or by administrators only ("admin").
Notes: (1) This setting can be changed afterwards. The setting can only be "yes" or "admin" at approval if the test creates an Exemption Doctrine Policy (EDP) first. (2) Files on Commons can be used on all Wikis. (3) Uploading fair-use images is not allowed on Commons (more info). (4) Localisation to your language may be insufficient on Commons.
Optional settings
Project logo File:Wikipedia-logo-v2-mos.svg This needs to be an SVG image (instructions for logo creation).
Default project timezone Africa/Ouagadougou "Continent/City", e.g. "Europe/Brussels" or "America/Mexico City" (see list of valid timezones)
Additional namespaces For example, a Wikisource would need "Page", "Page talk", "Index", "Index talk", "Author", "Author talk".
Additional settings Anything else that should be set
Once settings are finalized, a committee member will submit a Phabricator task requesting creation of the wiki. (This will include everything automatically, except the additional namespaces/settings.) After the task is created, it should be linked to in a comment under "final decision" above.

The Mooré language is the most widely spoken language of Burkina Faso, spoken by over half of the 20M+ population. As this population becomes more and more online it is important to make educational resources such as Wikipedia readily available in the language.

Hello friends, I wish to submit an official request for the approval of the Moore Wikipedia incubator. Mooré is spoken as a first or second language by over 50% of the Burkinabè population and is the main language in the capital city of Ouagadougou.
I am a steering committee member and project lead for the Wikimedia Language Diversity Hub, and as part of our efforts to support more indigenous and low-resource Wikipedia languages, we provide technical support to incubator projects such as the Moore Wikipedia and other Mabia languages. In my capacity as the executive director and co-founder of the Dagbani Wikimedians User Group, I established the Moore community in Ghana to ensure that the Moore Wikipedia incubator joins the Dagbani and the Gurene Wikipedias as one of the approved Mabia language wikis in Ghana and Burkina Faso. This community has great potential to become one of the most active communities in Ghana, and I strongly support the approval of the Moore Wikipedia incubator.

Looks like a worthy project. A good point raised by Andrew Gray at English Wikipedia's village pump though: English Wikipedia often uses shortcuts such as MOS:ACCESS for links to the Manual of Style. There are over 2000 of these shortcuts, and they are very commonly used in discussions and edit summaries. Using mos: as the interwiki prefix for this project would therefore be very disruptive, is there an alternative? the wub "?!" 23:22, 30 July 2023 (UTC)[reply]

My feeling is that this is probably going to be a problem for enwiki to solve (though it will be a pain) - eg switching to use WP:MOSACCESS or MOSACCESS as shortcuts - and that would probably be preferable to breaking the ISO-code standard for site prefixes. Would be good if someone could give a heads up in advance of the interwiki prefix going live, though. Andrew Gray (talk) 21:56, 1 August 2023 (UTC)[reply]
Unfortunately I don't think breaking all those links on en.wikipedia is viable. Even if you could convince the community to start using longer WP: style shortcuts (good luck!) and update the documentation everywhere, you'll still break all the uses in past edit summaries. A quick query suggests that's around 42,000 uses of MOS: in June 2023 alone. I also dislike the idea of using a non-ISO code, but it wouldn't be the first time. the wub "?!" 13:16, 3 August 2023 (UTC)[reply]
These two goals aren't mutually exclusive - it would be technically possible to call the site https://mos.wikipedia.org while at the same time having "MOS:" not be an interwiki either only on enwiki or on every WMF wiki. There's already special logic that makes https://sv.wikipedia.org/wiki/s:t a valid title ("s:t" is an abbreviation for Saint in Swedish), whereas s:t here, or https://en.wikipedia.org/wiki/s:t are pointers to wikisources. @Pppery: Maybe there is an earlier reference but it seems like this was added at the same time the "s" prefix for wikisource was added as I found svn:11443 (or if you prefer git:219094e) from 2005-10-22. One thing that would definitely work would be for the English Wikipedia to convert its pseudo-namespace for MOS into a full namespace, since full namespaces override interwikis (which is why the project namespace exists at all). Otherwise it would look like I would need a patch to core to support undefining interwikis from lower scopes in higher scopes, in addition to the WikimediaMaintenance hack above. (The s:t system on Swedish Wikipedia works because each language has the project interwikis defined specifically for it, producing a line like 'aawiki:s' => '1 https://aa.wikisource.org/wiki/$1',, which can easily be modified, but languages have a line line '_wiki:aa' => '1 https://aa.wikipedia.org/wiki/$1', which automatically applies to all Wikipedia wikis.
