Requests for comment/Support collaboration on Pashto Wikipedia

Prior related RfC: Requests for comment/Possible Homophobia on Pashto Wikipedia.
Continued comments on Stewards noticeboard are being moved to the old RfC by another user, which might be equivalent to moving them into a black hole. I request that no comments be moved into this RfC except by a user who is personally filing a request, which should be filed on /Requests and which will be facilitated from that point. If any user needs assistance, please ask one of the /Facilitators.
This RfC is created to support Pashto Wikipedia. Local administration was removed because of the breakdown of community process. Complicated requests are being made for action on Stewards noticeboard, with extensive argument, which is not appropriate there. It is apparent that we need a focused place to receive requests and handle them. We will need those who know Pashto to support this. The essential task is to set up a functional, collaborative Pashto community, that is inclusive of various points of view.
That community can then create policy for handling issues such as possible content restrictions, according to the needs of the Pashto community. Global intervention has only taken place because of a local breakdown. The intervention is not a decision that any local faction is "wrong." I will facilitate this RfC, as permitted by the global community. I may, pursuing this, refactor comment here. I will create subpages to handle specific issues; this top-level RfC page will be a summary page.
We will need translators to support this work. If you can read Pashto, please sign up on /Translators and indicate what other languages you can read.
Please do not use this top-level page for requests or debate about the Pashto wikipedia. File such requests on /Requests and I or another will create a subpage to handle them, or will add them to an existing subpage. If you are interested in an issue, please watchlist the subpage created.
Please maintain civility here. Be polite. Assume good faith, there are difficult issues to resolve, and resolution by consensus is difficult to obtain when people are shouting at each other.
I will ask for interested global sysops and stewards to watch this page; I or another will report, here, requests that seem to be ready for action. Pashto users, please do not bring requests to this page, but first find support from a trusted global user, at a minimum, on the subpage. Be patient. This may take time. --Abd (talk) 17:51, 22 April 2015 (UTC)[reply]
File requests on the Requests subpage. Please do not file them here. This RfC page will be used, for now, as a coordinating page, and should have low traffic. --Abd (talk) 17:51, 22 April 2015 (UTC)[reply]
Discussion of this RfC
This is a facilitated discussion space, and I have never seen that on meta, outside of user pages. Because there has been some objection,[1][2] I am asking here for support or opposition or other comment on the RfC process, as I have set it up and am operating it. If there are any questions about my intentions or operating methods, please ask.
Any user may volunteer as a facilitator for this RfC, at /Facilitators. The goal of a facilitator is to support finding consensus, not to make decisions personally. Facilitators make process decisions toward the goal of supporting clear communication and maintaining civility, and may make suggestions and ask questions, always with the goal of supporting all users in finding agreement.
