Movement Charter/Skills etc needed in the committee

From the second SWAN call on 25 April 2021 emerged a subcommitte to work on ratification ideas. A separate issue was to further develop the ideas for skills etc needed in the committe, that is the Interim Global Council (IGC) for drafting (only) a draft of a Movement Charter.
