Possible to escalate a Wikipedia complaint about unsourced info to here?

I mostly edit on English Wikipedia as that is my native language, but occasionally on Turkish Wikipedia. Occasionally I tag uncited info on Turkish Wikipedia and after a few weeks or months delete it, but for some years now another user has been undoing those deletes, contrary to the verifiabilty policy at https://tr.wikipedia.org/wiki/Vikipedi:Do%C4%9Frulanabilirlik
I complained at https://tr.wikipedia.org/wiki/Vikipedi:%C5%9Eik%C3%A2yet/Ar%C5%9Fiv/2023#Kaynaks%C4%B1z_%C5%9Feyler_geri_konuldu
but as you can see by using google translate my complaint was closed with waffle such as “It takes some experience to delete unsourced information. These processes require a comprehensive knowledge of Wikipedia policy and even subject-based expertise.”
The same user has continued reverting my deletes of info which has been tagged unsourced for months or years.
This is annoying and time consuming for me, but more importantly readers may be misled by wrong information, which could at best waste their time and at worst have bad consequences in the real world.

Block error
[edit]When I try to log in to commons it says Zindra Lord is blocked from editing. I am not he/she/it. Music Air BB (talk) 13:17, 20 October 2024 (UTC)
- They were blocked on Commons so they have created a sock puppet account which is acting in the same way as Zindra Lord now. And has written some extremely creepy things about that subject. Unable to solve banned IP

My current IP is apparently banned on July 11 with block ID #24970551 by @Ivanvector However, I was able to edit en.wikipedia pages prior to monday (November 2nd): https://en.wikipedia.org/wiki/Special:Contributions/Ail_Subway
Turkish ISP's uses IP blocks due to congestion. And I thought that might be the reason.
I filled an appeal and it says "Looking at our logs, it appears the IP address that you are editing from belongs to a proxy service. Open or anonymizing proxies, including VPNs, iCloud Private Relay, Tor, and web hosting services, are blocked from editing Wikipedia. While this may affect legitimate users, they are not the intended targets. No restrictions are placed on reading Wikipedia through an open or anonymous proxy. Although Wikipedia encourages anyone in the world to contribute, open proxies are often used abusively. MediaWiki, the wiki software that powers Wikipedia, depends on IP addresses for administrator intervention against abuse, especially by anonymous users. Open proxies allow malicious users to rapidly change IP addresses, causing continuous disruption that cannot be stopped by administrators. Several such attacks have occurred on Wikimedia projects, causing disruption and occupying administrators who would otherwise deal with other concerns. Unfortunately, you will not be able to edit while using this open proxy."
However, I'm not using VPN or any other extra network services. I've already restarted my modem but my IP didn't changed (I've talked to the network service, they told me the modem typically selects it from only 4-5 options.)
I've contacted stewards and they told me "Only the English Wikipedia volunteers could help you with one of their blocks.". Unfortunately I'm not sure where I can contact them.
I don't want to buy static IP service since it's extra.

- Hi Ail Subway, sorry you're having trouble editing Wikipedia. I could not find a block on English Wikipedia corresponding to that block ID, and I did not issue any blocks on July 11. The IP addresses you were using when you last edited English Wikipedia are not blocked, and I only found one block in that IP address range which expired over the summer, so I'm not quite sure what's going on here. I also couldn't find your appeal - were you logged in when you appealed, or did you appeal on a different Wikipedia?

When I see that then I can investigate and should be able to find a solution for you. If you are not able to edit your own talk page, then please see the instructions at en:WP:UTRS, submit an unblock request, and describe just what you said here (and a link to this discussion would be helpful), and a UTRS volunteer should be able to get the ball rolling on helping you. - Sorry for the inconvenience.
