Agenda for PGC meetings

Stealing this format :-)

I am about to set up some structure for giving out grants for Wikimedia technical events, and I think I am just going to steal this format, set of templates, etc. (This is for events that WMF sponsors, where I am going to be the person who decides who gets travel subsidies and the like.)
