Thank you for your application. From your application, I see that you have done some important reflection on your work and I appreciate it very much.

  • In our recommendation text from the last cycle. We had spoken about involving experts to help with your work with the indigenous groups. I was wondering if there was any discussions and decisions in that direction ?
  • We had also spoken about transparency about this program. Is there documentation to speak to this? I cant see any links currently.
  • Thirdly, from your reflection you indicate a lack of acceptance of the programs from the communities. What are the kind of issues you are facing ? How do you plan to navigate through them?

  1. Experts are involved with the indigenous program since the beginning. Right at the inception of the Atikamekw Project in 2017, we had involvement of two professors from the Université du Québec en Outaouais (UQO) including one professor in indigenous studies. Also, I would like to point out that the project was supported by the band authorities, including the local band and the tribal council, before going on and that strict ethical procedures were followed, including a research ethical agreement that was signed with the participants.
  2. We have procuded different documention to share about this project: [1], [2], [3], [4], [5], [6]. We also gave presentations at Wikimanias 2017 and 2018 and we plan to give a presentation in an indigenous languages symposium in Canada in 2019.
  3. The kind of issues that are faced is that we are a "project" within many projects that the indigenous communities get approached with and that it is also viewed as another case of "the white men come to save the indigenous". Our plan to alleviate this issue is to follow what we did for the successful Atikamekw Project and to first seek approval from the indigenous authorities for the project and to make sure that their Wikipedias are lead by speakers of the language from the beginning, with local coordinators involved. Also, for the future projects, we plan to invite our Atikamekw partners to introduce the project to other indigenous communities so they have first hand experience to share.

The amount requested here is above the limit for the transition year, which must be equal to or less than the sum you received for H1 and H2 of 2018 combined. In your case, the limit would be 71795 CAD, before the contingency fee is added. Please adjust your application form and budget accordingly.

Wikimedia Canada's grant is approved in the amount of 78,975 Canadian Dollars for 12 months

Congratulations! Wikimedia Canada’s grant has been approved in the amount requested of 78,975 Canadian Dollars for 12 months, including a 10% contingency fee of 7,180 Canadian Dollars.

Along with this approval, we would like to take note of the concerns raised by the committee on the discussion page of this grant, and in the previous year’s recommendations, particularly regarding the involvement of experts in the work on indigenous knowledge. We have gone forward with approval during the transition year, because we believe WMCA’s work with indigenous communities is being maintained rather than expanding, and that is in line with what the committee has recommended. We do not believe that all of the relevant questions and concerns related to this work have yet been addressed, and so we would like to caution WMCA that this work may not be perpetually funded through APG.

Future decisions are likely to depend on the outcome of discussions around our movement’s direction in this area, as this is a theme that touches several groups and organizations in the movement who are working with indigenous knowledge. We realize this work is of the utmost importance in WMCA’s context, but we also do not think it is a good idea to increase funding for work on indigenous knowledge in a piecemeal way, before recommended practices in this area are understood.
