Questions from I JethroBT (WMF)
[edit]Hi Jnanaranjan sahu, this is Chris Schilling, a program officer at the Wikimedia Foundation. and thanks for your proposal. It is especially interesting to see the prototype, so thank you for providing it to illustrate how this app would function. I had a few questions in order to help make a funding decision on this proposal:
- While the tool does appear to be useful for gathering and uploading media from Twitter accounts under an appropriate CC license, we want to have a better idea of who wants this app. Can you show me a discussion or some evidence that there are contributors who would use this tool?
- The usefulness of the app depends on both 1) Having a twitter account under a CC license, and 2) having an OTRS token. The second requirements seems like it would not be typical unless someone went out of their way to use OTRS. Is it common for government officials or other social media users in your community to acquire an OTRS token?
When you're able, please respond to these questions. Thanks, I JethroBT (WMF) (talk) 05:22, 22 February 2019 (UTC)
Hi I JethroBT (WMF), thank you for considering this application.
Regarding your first question, as I have written in the grant application. We(Odia Wikipedia Community) have collaborated with local Govt. to bring many of their social media handles in CC license. As this involves a lot of steps, Currently, [[User:Saileshpat[]] is only giving his time to upload the images from social media accounts to the Commons. The content generated on Twitter handles of these accounts are new content and are mostly used in different Wikimedia projects. If you see, in the last 18 months near about 70% images from commons: category: Content donated by Government of Odisha has been used and has received a near about 25 Million page views.
Currently, users have to download the images and then upload them manually, this tool will help them save their time and remove hassle. Anyone will be able to use this tool also. Regarding the interested contributors, in Wikitungis we organize each month we had this discussion many times. You can see these are the files uploaded Content donated by Government of Odisha.
The list of Twitter handles that are in CC license and have obtained OTRS token are:
- CMO Odisha
- Naveen Odisha
- IPR Odisha
- STSCdev
- CTOOdisha
If you notice one thing, though the files are in CC licenses people are not uploading them because of the technical work as you have to right click and save the image to pc. Search for the template and upload to commons. This tool will definitely bridge that gap. In future if anyone want their handle to be included in this tool is also possible.
Regarding the second question, it is not usual to obtain OTRS token but when govt social media handles make their content under CC license for solid proof we ask them and help to obtain an OTRS token. Though this tool doesn't need an OTRS token to work, but for authentication and better content acquiring someone who wants to make their twitter handle content to be uploaded using this tool they need to provide an OTRS token. Currently, we are working to bring more GOVT social media accounts under CC license and we are helping them get an OTRS token. CIS-A2K is drafting an Open Content Policy for the state to adopt Open Access, which will help us to add more images to Commons. Note--Jnanaranjan sahu (talk) 19:22, 3 March 2019 (UTC)
