This was supposed to be a grant request submitted before the event, but a number of personal reasons prevented the grant request from coming through, whereas the event, after some confusion and with last minute WMF approval, nevertheless took place without grant funds, funded by a Wikipedian out of pocket. It is unfortunate that it ended up bypassing GAC evaluation, but that was never the intent. Asaf Bartov (WMF Grants) talk 02:11, 19 January 2012 (UTC)
