Vandalism and harassment?

A large proportion of reverts are of vandalism, some are of harassment. It would not help counter harassment to require that all harassment stands for at least 10 minutes. A ten minute delay before reversion would be a good idea for goodfaith edits, and sometimes it would enable the "whoops cleanup" edit that makes sense of the first edit. But I don't see how one can require it programmatically, encourage it as good practice perhaps. But don't build it into the system, especially don't if you can't differentiate between reverting harassment and reverting low quality or biased additions. I think you should have a flag for abuse. When someone raises that flag, then this protection system should kick in. Repeated attempts can be blocked using such a method. Being able to see results instantly can give a sense of accomplishment to an abuser. People hate long wait times. Apart from this we need to check if such abuses are performed by bots as well.
