Pursuit of Wikimedia mission

I fully agree that "the FDC should ensure that funds are put to their best use to achieve the goals of the movement". Yet how will the FDC determine 'best use'? It is critical to have some consensus on this - unless movement actors agree on what constitutes 'best use', funding allocations are likely to be seen as subjective, and perhaps even challenged on this basis. On the one hand the strategic plan is a good indicator of what we want to achieve, on the other hand the proposals that have been submitted should include specifics on how they hope to forward those goals. Jan-Bart
