  Context
For the second half of 2018, on the recommandations from the Wikimedia Foundation's grant staff, and based on Wikimedia Canada's 5-years strategic plan as well as the new strategic direction for the Wikimedia movement, the chapter changed its focus compared to the last 12 months from being based primarily on conducting programmatic activities to the work needed to bring the organization to a more sustainable level. This mainly translate in developing and implementing an effective communications plan for the chapter, putting in place fundraising activities, and to conduct the steps necessary to obtain charity status with the Canadian government which include to bring the chapter to higher corporate standards, especially in bookkeeping. This last point is very important since it will allow the chapter to be able to issue tax-deductible receipts to donors and to receive grants from governments and different institutions in order to support the programs and the growth of the chapter. That being said, Wikimedia Canada is not abandoning its programs for the covered period for this APG, but only reducing the number of activities and delay some activities to 2019. The chapter will continue to conduct its three programs as detailed in this APG request with targets adapated to the new focus of the chapter for the upcoming period.

Wikimedia's Canada priorities for July-December 2018:

Content, outreach, education and communities

Develop free knowledge about Canadian cultures, languages, history, geography, sports and other fields of knowledge, and increase the diversity of contributors.

This program aims at increasing the quantity and quality of content on Wikimedia projects by increasing the number and the diversity of contributors, the number of partnerships with Galeries, Librairies, Archives, Museums and Universities (GLAMUs) in Canada, and conducting education with the Canadian public, mainly through universities, colleges and schools, as well as developing the contributor communities across the country.

Objectives
  • Augment, improve and diversify free knowledge about Canada, especially on Wikimedia projects.
  • Increase the number and the diversity of contributors from Canada on Wikimedia projects.
  • Increase the awareness and the knowledge of the Canadian public and institutions about Wikimedia projects, free licenses and open knowledge.
Activities
  • Hosting contribution workshops, education programs, outreach events and local activities
    • In October, Wikimedia Canada will again organize the National Contribution Month in Canada.
    • Wikimedia Canada will continue its successful collaboration with Bibliothèque et Archives nationales du Québec (BAnQ) to host regular monthly workshops such as "Mardi c'est Wiki" in Montreal and "Jeudi c'est Wiki" in Quebec City, and expand it to the other BAnQ's centres in Quebec, which is already started in Gatineau.
    • Wikimedia Canada will further develop GLAMU partnerships that were initiated in 2017 and the first half of 2018, namely with Library and Archives Canada (LAC), the Canadian National Museum of History, the Musée de la civilisation de Québec, the Bibliothèques de Montréal, etc.
    • Wikimedia Canada will conduct outreach events to new GLAMU partners.
    • Wikimedia Canada will conduct training sessions about Wikimedia projects open to the public.
  • Providing individual support to improve content
    • Wikimedia Canada will help Canadian contributors to have access to references necessary to improve content on Wikimedia projects through a microgrants program.
  • Provide support to attend conferences to represent Wikimedia Canada
    • Wikimedia Canada will provide financial help to volunteers to participate in and represent Wikimedia Canada at the WikiConference North America in October.

  • Limited coordination at the national level due to the lack of volunteer time and the size of the country

  • Strong interest from Canadian GLAMUs to be involved with Wikimedia projects and new partnerships being developed including with the National Canadian History Museum, the Musée de la civilisation de Québec and Library and Archives Canada
  • Strong interest from BAnQ to expand Wikimedia activities to its other locations in Quebec which is already started in Quebec City and Gatineau
  • Development of new WikiClubs to promote local volunteer engagement across the country, already started in Quebec City, Ottawa-Gatineau and Manawan
  • Good relationship with other open knowledge communities, such as OpenStreetMaps, to conduct activities together

  • No volunteers are available to meet with partners and participate in the planning and management of activities, would be mitigated by the hiring of a paid staff that could meet and communicate with partners during working hours and take care of management, logistical and financial aspects of activities to let volunteers focus on delivering the activities themselves
  • Exhaustion of volunteers due the load of work that is put on them for coordination, planning and management, which would also be mitigated by the hiring of a paid staff for the same reasons

Indigenous peoples on Wikimedia projects

Develop Wikimedia projects in the indigenous languages of Canada and increase quality free knowledge about Canadian First Nations, Inuit and Métis.

This program aims at increasing the quantity and quality of content on Wikimedia projects in Canadian indigenous languages and about Canadian indigenous peoples by hosting outreach events, training sessions and contribution workshops with indigenous communities.

Objectives
  • Augment and improve free knowledge in Canadian Aboriginal languages, especially on Wikimedia projects.
  • Augment, improve and modernize free knowledge about Canadian indigenous peoples, especially on Wikimedia projects.
  • Increase the awareness and the knowledge of indigenous communities about Wikimedia projects, free licenses and open knowledge.
Activities
  • Host outreach events, training sessions and contribution workshops with indigenous communities
    • Wikimedia Canada will continue its successful partnership with the Atikamekw First Nation to support the continuous growth of the Wikipetcia Atikamekw Nehiromowin.
    • Wikimedia Canada will continue to seek new partnerships with other indigenous communities in Canada, which is already started with the Innu First Nation in North-Eastern Quebec.
    • Wikimedia Canada will continue to use Lingua Libre to record Canadian indigenous languages and upload the files to Wikimedia Commons to be used on Wiktionaries and other projects.
    • Wikimedia Canada will seek and support new initiatives to develop content about Canadian indigenous peoples on Wikimedia projects, such as IndiginizeWiki in Yukon.

  • Strong partnership with the Atikamekw First Nation, including an active school program and WikiClub on the Manawan reserve
  • A comprehensive toolkit on the creation of new Wikimedia projects in indigenous languages has been published by the Institut national de la recherche scientifique (INRS), in collaboration with Wikimedia Canada, under a free license and translated on Meta-Wiki

  • Some languages have very few speakers and most speakers are not technologically inclined
  • Indigenous languages are mostly only oral
  • Indigenous communities are often located in remote locations

  • Strong interest from the Atikamekw communities to continue to grow the Wikipetcia Atikamekw Nehiromowin
  • Interest from the Innu First Nation in the Lingua Libre project

  • Lack of acceptance of the projects by the indigenous communities, which is mitigated by going often in-person to meet those communities and develop strong relationship which is very important to the success of such projects
  • Lack of coordination with other organizations working with indigenous communities in Canada with the same goals due to the lack of time of volunteers to meet and communicate with those organizations, would me mitigated by the hiring of a paid staff that could keep regular contact with those organizations and coordinate the efforts to achieve the same goals

Photographic content

Increase free photographic content about Canada and educate Canadian photographers communities about free licenses.

This program aims at increasing the diversity, the quantity and the quality of free photographic content about Canada on Wikimedia Commons by organizing national photographic contests and supporting photographic activities about specific events and thematics in Canada. In this optic "photographic content" also include videos.

Objectives
  • Increase the quantity, quality and diversity of free photographic content about Canada.
  • Increase the number and diversity of photographers in Canada sharing some of their work under a free license or in the public domain.
Activities
  • Organize Wiki Loves Monumnets
    • Again this year, Wikimedia Canada will organize the very successful Wiki Loves Monuments contest to document the heritage monuments in Canada.
  • Host local and thematic photographic activities
    • Wikimedia Canada will support local photographers to host targeted photographic activities such as WikiExpeditions and Wiki Takes Your City.
    • For a third edition, Wikimedia Canada will organize a WikiCheese.

Institutional Advancement Manager

    Following the inclusion of a budget for contractuals in January 2018 to assist the Board of Directors and the chapter with administrative and logistical tasks, Wikimedia Canada is planning to retain the services of a contractor in July 2018 to support the development of the chapter in terms of capacity building, institutional advancement and communications strategies. The focus of this contractor will be on developing the chapter to bring it to the level of obtaining charity status with the federal government and to develop and implement an effective communications plan.

He/she will lead a full range of fundraising activities with a focus on developing multi-stream sources of revenue to support the existing programs and the growth of the chapter. The Institutional Advancement Manager will oversee all Wikimedia Canada’s fundraising, reporting, communications and partnerships efforts.
