Goals

General: Impact in the consolidation of the Wikimedia Movement Charter from the vision, interests and discussions to Wikimedia Colombia’s local community.


Specific:

  • Identify issues of interest to the Wikimedia Community in Colombia within the Wikimedia Movement Charter.
  • Build an argumentative base that evidences the position of the local Wikimedia community in Colombia on specific points of the Charter.
  • Propose contributions/alternatives that represent the needs of the community in Colombia.

Activities included in the project

Session I: Comprehension (virtual)

Date: April 2, 2024 - 6:00 pm Duration: 1 hour and 30 minutes The first session was dedicated to present the key issues to understand the Movement's Charter and its relevance for Colombia. Collective readings of the main sections of the charter were conducted. Since the last version of the charter was published until that day, we used the previous version. The group was subdivided into the three thematic areas: Hubs, Global Council and Roles and Responsibilities. The community read and discussed some of the points of each reading, finally, they socialized the points discussed and made a brief presentation of the issues addressed by the section read. In plenary, some questions were raised and the information gaps that they had as a group were identified.

Optional session: Final draft of the Charter

Date: April 04, 2024 10:00 am The Movement Charter Drafting Committee presented the last version before the Summit. This activity is not part of the program organized by WMCO but the invitation was extended to the participants of the project.

Session II: Resolution of doubts (virtual)

Date: April 6, 2024 - 10:00 am Duration: 1 hour The doubts identified in the first session were resolved with the support of a guest-letter writer. The guest was solving the blocks of questions. While the attendees identified the advantages and disadvantages for the movement in Colombia of the clarified postulates.

Session III: Positioning (face-to-face)

Date: April 13, 2024 - 10:00 am Duration: 2 hours Attendance was arranged for the participants at Wikimedia Colombia. The session begins by reviewing what has been learned so far from the letter. Emphasizing the points that so far were most discussed and that resonated among the community. Using a color convention, three major work themes were chosen. Subsequently, they were divided into subgroups, identifying the specific problems of the corresponding theme and the recommendations they propose to address these problems. Finally, the information was written up, constructing a narrative coherent with the parts developed. The information is socialized and discussed until final agreements are reached on the information in the manifesto. There are three main sections of the final manifesto: Disparity of conditions for participation, representation and contribution; guarantees against the values of diversity, inclusion and equity through the Wikimedia movement statutes; meaningful representation and transparency in decision making so that the freedom and autonomy of each member of the movement bodies is maintained.

Session IV: Post Summit (Virtual)

Date: April 29, 2024 - 6:00 pm Duration: 1 hour Although this phase was not contemplated, the community requested a final session to listen to the main discussions that emerged from the Summit 2024 space. Evaluate the similarities and differences between the approaches of Colombia and the rest of the movement. Therefore, a final meeting was held to hear the impressions of the two representatives of the community on the discussions around the charter at Summit 2024. In addition, the reception of the proposals built by Colombia and the place of incidence of some key points such as underrepresentation of sectors and support in resources prioritized by regions were also discussed.

Communication of the plan

Communication was handled through media such as Telegram, WhatsApp and mainly email. Materials and updates of relevant information were provided to better understand the design and communication process that the Charter has had up to the moment when the project starts, guaranteeing the community all the necessary information to decide whether or not to participate in the initiative. The process developed as well as the results were documented in the Wikimedia Colombia Wiki, the link with the information was shared via email with the participants and during the development of the working sessions.

We received a wire transfer from WMF for 1,852,859 COP equivalent to 464 USD. The amount requested for the grat was for 2000 USD. The total of the activity was 8,498,190 COP equivalent to 2128 usd. The amount approved for the activity was 2,000 USD, so the transfer of 1536 USD from WMF is missing.

Results

As a central result of the process is the creation of a collaborative document that accounts for the position of the Wikimedia Colombia community on the Movement's Charter. For this purpose, the document contains the points identified as most relevant for the community of Colombia, the reasons that account for that choice and the recommendations to address the challenges identified. This document is made public on the Wikimedia Colombia Wiki and is also sent as a comment to the charter discussion page as a contribution to the talks developed at the Summit 2024.

4. Ensuring fairness in decision making

One of the specific points of objective 4. focuses on the construction of the movement's charter. WMCO, through the discussions and the final manifesto on the charter, hopes to add its perspective, needs and considerations of the context as a contribution to make the charter an inclusive document that accounts for the diverse realities in which a global advocacy initiative materializes. We hope that the points identified by the community will allow us to broaden the panorama and highlight the needs that arise from countries in the global south, such as Colombia. In addition, the manifesto is evidence of the collaborative work that allows a community to agree and build a unified point of view that serves as a common position, we hope that in the long term this exercise will serve to guide future discussions that as Colombian women we can take to other international advocacy scenarios.

1. Increasing the sustainability of our movement

Given that the discussions that concern the charter have to do with the scenarios of future representation for the movement, being aware of and being part of the discussions about the movement is a way to keep Colombia relevant within the discussions that are proposed at the global level. The framework that orients the identification of the current points on which to give an opinion and propose regarding the charter are the barriers and advantages for the sustainability of the process developed from a country of the global south such as Colombia.

Aspects to evaluate

  • Space facilitation
 It contemplates all aspects associated with the role of the team leading the session. It refers to the participants' perception of the interaction with them, the clarity of communication, the ability to resolve conflicts. 
  • Climate of participation
It evaluates participants' perceptions and feelings about their place in the workshops. This component asks about the degree of safety, inclusion and respect perceived by the participants, as well as the tone of the interactions among them. 
  • Methodology
Review compliance with the objectives of each session. Evaluates compliance with the work plan, including time, content addressed, actions developed and expected products. 
  • Relevance
The participants were asked about the importance of the topic addressed, as well as about the fulfillment of expectations regarding what they expected to learn or build in the work sessions.

The most significant recommendation is to have more time to understand the Charter in order to have enough context to give an opinion.

In the comments, they emphasize the importance of understanding the current moment of the letter, the process it has gone through and the real possibilities of intervention by Colombia at this stage. They also expressed the need to find focal points of work from WMCO to have a more specific focus of work.

Session 3. Positioning

  • There is a collective reflection on the workshop where it is possible to know the appreciation of the group on the work done. Each participant is given two post-its: green, pink and orange. On the green post-it they write the positive aspects of the session. On the pink post-it the aspects to improve for future workshops. On the orange post-it they add recommendations and suggestions of concrete things that could be included or changed.
