Part 1 Understanding your work
[edit]1. Briefly describe how your proposed activities and strategies were implemented.
Due to the pandemic, until November 2022, most activities happened online. This proved to be beneficial, since it allowed us to break geographical barriers and reach new audiences. As previously mentioned on the midterm report, activities such as the webinar series co-organized along with Arquivo.pt and the celebration of Internet Day helped promote Wikimedia platforms and increase the knowledge and skills of both experienced editors and newcomers. Once again, the photo contests Wiki Loves Earth and Wiki Loves Monuments were also a good way to reach new audiences, especially Wiki Love Earth, as it is now supported by CIIMAR. Organizing public exhibitions on places with strong people presence - Paredão de Cascais (a famous boardwalk by the beach in Cascais), Porto’s Botanical Garden at CIIMAR’s open day - made possible to publicize not only the contest but also the association itself and the work it carries out. This was strengthened by publicizing it to associations of photographers, universities, archives, municipalities, among others, through social networks and media. Additionally, the work developed by the Wikimedian in Residence enabled new connections with researchers and other professional in academia, not only at NOVA FCSH (where she was), but also at other universities. This was mainly accomplished by organizing a variety of sessions (form webinars to workshops) tailored to different target groups, such as researchers, librarians, students, among others.Hiring the project coordinator also contributed towards the implementation of the various projects. On top of ensuring admin tasks were handled adequately, she also managed and coordinated a wide range of activities, including event production, calendar management for the board, social media management, and more.
2. Were there any strategies or approaches that you felt were effective in achieving your goals?
The GLAM partnerships program has been very effective, as for the first time we have had a full time staff (WiR) dedicated to training and outreach. The fact that WiR was based at NOVA FCSH, one of the top universities regarding music studies, was important to the creation of Wiki Loves Portuguese Music. The project sparked new connections with research projects, while widening opportunities for further engagement with the public, since this is an easy-to-communicate topic. This was particularly clear given that we were able to secure a partnership with Antena1 since day one. Our partnership with CIIMAR also highlighted the potential of collaborations for outreach and communication. Their communication department has a lot of experience with science communication and organizing exhibitions, and that has been instrumental to divulge WLE to a much broader audience. This is something we will try to replicate during the period of the new grant, with an exhibition already travelling in FNAC stores and a new WLE exhibition at the National Library during the Wikidata Days planned. WikiCon, wich took place in March, was the first big presential event after COVID. The first day was dedicated to academics, with presentations of academic and scientific researches using wikimedia tools and technologies, and the following two days dedicated to wikimedia and wikimedians. Despite being organized under a very short period of time, the main goal, which was to gather enthusiasts of the free knowledge, was achieved. Moreover, the association was present at multiple wm events outside of Portugal, namely WM Spain Days, IberoConf and Wikimedia Hackathon, which allowed us to get to know work being developed in other countries, as well as to connect and create new partnerships with other chapters, specifically WM Spain and Italy. These new alliance spawned a new event: Porto Meeting was held in June at FLUP, joining representatives of multiple wikimedian groups from minority languages.
3. Would you say that your project had any innovations? Are there things that you did very differently than you have seen them done by others?
A significant part of Wikimedia Portugal’s work is based on partnerships with local associations or communities focusing on issues such as free software, free knowledge, digital rights - groups that share our values and tend to fight for the same principles. WMPT also partners with academic and cultural agents. As such, WMPT has taken on an important role, boosting and building the bridges across various national communities of free culture and software. A highlight of such role will take place in September 2023 at Free Software Party, an event co-organized by multiple local communities connected to free culture and knowledge. Another innovative aspect was Wiki Loves Portuguese Music: the project’s initial priority was to improve articles related to Portuguese music, but it was soon geared towards outreach, fostering new content partnerships and the training of new editors; ultimately becoming a flagship project for our GLAM program. The wide appeal of the topic also led to a multitude of new crucial partnerships. Instead of focusing on reaching a wide number of participants, we strode for giving direct support to the newcomers, creating new power users. Our partnership with CIIMAR also highlighted the potential of collaborations for outreach and communication. We also hope to learn how to better communicate our activities and organize exhibitions with them. Another innovation happened at Porto Meeting, an international event organized between WMPT, WMES, WMIT and FLUP, wich lead to a meeting of members from all minorized iberan languages wikipedias, and two italian menorized language projects. During this event, the participation of several academics and minorized languages where part of the sessions, wich lead to an increase of interest on the wikimedia platforms has a tool to langage preservation. The gathering facilitated the creation of a multi-language Iberian network of wikimedian communities and can lead to a network of projects in romanic languages.
4. Please describe how different communities participated and/or were informed about your work.
In general, the different communities have been informed through our social networks and mailing list. In the specific case of WLE and WLM, the contests were announced through the contest website, social networks, the media , email marketing with the sending of the press release to city councils across the country, local associations, photographers associations, universities, among others. In this way, we intend to promote the participation of members of populations outside large urban centers, in line with our aim of diversifying the community in terms of geography, by focusing on content that may matter more to local communities. Due to the pandemic, until October, the workshops and talks took place mostly online. In these cases, we also relied on the advertising carried out by our partners, among them: CIIMAR, Arquivo.pt and NOVA FCSH. We also sent invitations to people and entities that have shown interest in learning to edit or partnering with us, such as Entrolhares association, the team of art curators of Casa da Cerca and a group of new editors from Guinea Bissau. The activities developed by WIR in Cape Verde were in person and were promoted among the students and teachers of Cabo Verde University and through platforms such as Bantumen, an online magazine focusing on "black culture in the lusophone space". The WiR also relied on NOVA FCSH’s internal and external channels (social media, website, mailing lists) to publicize the events organized along the way, reaching a wider audience of researchers and academic staff. Additionally, she created a newsletter focused on open culture and knowledge, which will serve as the basis for a WMPT’s monthly newsletter from september onwards. Anchoring Wiki Loves Portuguese Music to specific cultural dates was crucial to getting media’s attention. On top of securing the aforementioned partnership with Antena 1, it also led to news published on national newspapers, provind the wide appeal of the campaign.

7. Is there anything else you would like to share about how your efforts helped to bring in participants and/or build out content, particularly for underrepresented groups?
Throughout this grant’s duration, our efforts were channeled towards two axes: the first was reactivating the editors’ community after the hiatus caused by the pandemic. This was tackled by organizing in-person events such as WikiCon, as well as regular training and editing sessions. The second one was to do outreach work, showcasing the association and Wikimedia platforms and tools, in order to widen the community’s participation, while reaching out to new audiences - thus, increasing the number of active editors. As such, our communication strategy entails a variety of channels used by the wiki community, but also external communication channels, as we aim to spread the word about the contests and other activities. This includes more traditional media, as well as directly sending press releases and other information directly to a wide range of organizations. We also provided support to an editors’ community in Guiné Bissau, still in its early stages due to technical struggles. Whenever possible, we also provide support to local user groups such as Wiki Editoras Lx. We have WIR's work with the Portuguese academic community which, contrary to what we thought, is under-represented.Much of the future work will be to promote its use by the academic community, particularly in the social sciences.To reach this audience, the Cultura Livre bulletin was created, a newsletter on free culture that also serves to publicize Wikimedia's projects and tools and the association's activities.
Part 2: Your main learning
[edit]8. In your application, you outlined your learning priorities. What did you learn about these areas during this period?
Our learning priority was how to handle the hiring and guidance of our first staff with a fully volunteer board. Of whether the increased capacity of the chapter would outweigh the increased administrative burden this would entail. Although it still remains challenging, we believe that the benefits have greatly outweighed the added bureaucracy. The administrative assistance of the accounting firm has been also essential to handle the additional financial responsibilities, and help to relieve the board from having to handle many bureaucratic tasks.The current impact is enormous, and WMPT is increasing its activities and projects, and currently re-defining its modus operandi. Still, there are challenges ahead, in the process of consolidation of a professional staff, a volunteer board, a volunteer community and the academic sub community.
9. Did anything unexpected or surprising happen when implementing your activities?
Since its inception, WMPT has relied on a horizontal governance structure. Even with an elected board, all the decisions were made collectively, and tasks were split. After hiring staff, the president of the board struggled with urgent family matters, which made it difficult to handle daily work at the association. At the same time, the other members of the board were also not available to fill in those gaps. During that interim stage, some volunteers created conflict and tension with the staff. They had been active in planning, their ousting along with the hostile environment they created had a big impact on both the board and the staff. The following months were spent reorganizing the internal structure of the association, as it became even more understaffed, as well as trying to raise the morale of the staff. With these events, we learned about the importance of having a clear chain of command and reporting, one that is public and agreed upon, as well as outlined goals for the staff. Such documents had been written previously, but were not taken as seriously as they should have been, to our own demise. The board is currently working on new documents that outline the chain of command and report in a clearer manner, as well the tasks and goals that the staff should meet.
10. How do you hope to use this learning? For instance, do you have any new priorities, ideas for activities, or goals for the future?
We learned that we have to be clear about both staff and board’s duties and executive powers, in order to prevent situations as the one just mentioned. This also led to a shift in priorities, which now places communication (internal and external) as one of the key aspects of our action. Furthermore, our goal now is to consolidate the ongoing partnerships, pursuing the sustainability of our work, as well the community growth in Portugal. This will involve a strong commitment to training and support in the use of wikimedia tools for research projects, continuing the work started by Wikimedian in Residence.
11. If you were sitting with a friend to tell them one thing about your work during this fund, what would it be (think of inspiring or fascinating moments, tough challenges, interesting anecdotes, or anything that feels important to you)?
In a conversation with friends, a story to tell would be the fact that a foosball game at the Jornadas WM Spain set in motion the organization of an event that had been dreamed for some time and had not yet seen the daylight. This is the Porto Meeting, whose experimental edition took place in June 2023. The story could begin as hundreds of anecdotes begin: “A Portuguese, a Galician, a Basque, a Catalan, (...) got together to play a foosball game; where everyone expressed their frustrations and victories in their own language. The stone had been laid for a meeting that brought together members of the various Wikimedian communities of the Iberian Peninsula in Porto, with the presence of representatives from Italy and Ghana; and where everyone was free to speak in their own language. “

One of the positive points was hiring an accounting firm that has provided us with important account management and legal support provided by a lawyer.Communication is an area where we need to improve, both internal and external communication.By collaborating with WMES,we saw the benefits of having a specialist in charge of this area, and the huge difference it makes, not only in terms of effective communication skills but also in terms of the feedback that structured communication brings.Another area in which we feel the need to focus is the discussion and definition of a strategic plan and vision for the coming period.Our circumstances changed, and to act more effectively and where to allocate resources,we need to know which direction we want to go, and have a clear and defined strategy.

The first strategy that stood out was the hiring of WIR. Until now, the relationship with the academic world and researchers was incipient. From the moment that there was someone whose work focused not only on supporting a specific project but also on developing activities designed for the scientific community, opened doors to new partnerships.The organization and participation in face-to-face events, allowed the Portuguese community of editors to gather again and strengthen ties with other communities of Wikimedians.The creation of the Wiki Loves Música Portuguesa allowed us to reach several entities; and collaboration with several research projects. Another strategy adopted is the strengthening and maintenance of existing partnerships.
Part 5: Sense of belonging and collaboration
[edit]21. What would it mean for your organization to feel a sense of belonging to the Wikimedia or free knowledge movement?
Wikimedia Portugal already has 12 years of existence, yet we only hired our first staff members in 2022, after receiving this fund. The fund has allowed the organization to have a more sustained activity level, engaging the community and partners and participating in national and international initiatives to promote free knowledge and the Wikimedia mission. There is still a lot more that we would like to do, in order to feel that we belong in the movement, in full right. We would like to have more influence in the strategic direction of the movement, but participating in the strategic discussion has proven too time consuming and with fragmented and sparse focus. Recognition either from peers, partners, or from entities and people who have no pre-disposition or interest in actively participating in the movement but for whom Wikimedia Portugal is a reference.
22. How has your (for individual grantees) or your group/organization’s (for organizational grantees) sense of belonging to the Wikimedia or free knowledge movement changed over the fund period?

23. If you would like to, please share why it has changed in this way.
On the one hand, due to factors such as the pandemic that led to the cancellation of several planned activities such as the Wikidata Days in 2020. On the other hand, the association did not have either financial or human resources to allow it to achieve the intended goals. Hiring a WIR made it possible to enter the academic world that was reluctant to join the movement of free knowledge.The grant allowed to ensure a series of internal organization tasks and to develop a whole set of activities that made WMPT reborn and more present in the scope of the free knowledge movement. Greater regularity in the dissemination of activities alowed reaching a greater number of people, developing partnerships, exchanging ideas and collaborating with other chapters and wikimedists groups.

The fund allowed not only to ensure the current functioning of the association, but also to reorganize some of the association's recurring activities, such as the Wiki Loves Earth and Monuments photo contests and WikiCon. In addition, the encouragement given by the fund allowed us to start planning and putting into practice some new projects such as the Wiki Loves Música Portuguesa and to recapture ideas that had been left in the drawer due to lack of resources, namely the organization of a pilot edition of Porto Meeting (Meeting of Wikimedia communities in minor and minority languages), co-organized with Spanish and Italian Wikimedia. This translated into renewed enthusiasm and consequently into greater investment by the association in the free knowledge movement.
26. Are there other movements besides the Wikimedia or free knowledge movement that play a central role in your motivation to contribute to Wikimedia projects? (for example, Black Lives Matter, Feminist movement, Climate Justice, or other activism spaces) If so, please describe it below.
We are strongly involved with the open access, free software and open science and citizen science movement in Portugal. In 2022, the association, we actively participated in the public consultation on the new National Open Science Policy. At the same time, the association signed an open letter addressed to the minister of culture, which requested the adoption of measures to facilitate access to national museological collections.We made efforts to make the scientific and academic community look at the Wikimedia projects with different eyes and see the capacity that they have to make knowledge available to civil society. We have a strong collaboration with associations whose work is developed around digital rights, free licenses and free software movement.

27a. Please describe how you have already shared them. Would you like to do more sharing, and if so how?
Participation in international events allowed us to exchange impressions with members of various chapters and groups of Wikimedians, in particular with Wikimedia Spain and Italy. These two, due to cultural and geographical proximity, have several similarities with the Portuguese reality and since then contact has been constant and the exchange of ideas and results has been beneficial. The same goes for WMBR, which has given us strong support. After the participation of two members of the association in the 2023 Hackathon, it allowed sharing the results and difficulties experienced by projects that use tools such as wikibase/media wiki in Portugal.

We do this occasionally (less than once a month)
29. How does your organization currently share mutual learning with other grantees?
The staff and some members of the association have participated in training sessions organized by the Let’s Connect team, which allows them to stay abreast of what is being done by others and take the opportunity to exchange experiences and doubts. We have participated in working groups such as the one that discusses related issues such as Fundraising and Living Heritage, in a logic of learning, than sharing experiences. One of our future goals is to improve communication and consequent sharing of results with other grantees, namely through the platforms used by the community.We are always in contact and have regular meetings with various other chapters and groups of editors, in the development of common projects and taking advantage of synergies, so that this knowledge is disseminated.

This report contains the 2022 grant and the 2023 6 months extension. In the extension process, the remaining founds of 2022 were allocated to the grant extension, and we were allowed to make adjustments in order to fulfill the proposed activities. That’s why we have two categories with more than 100% execution.

July and august were a period of internal reflection, and we've got two categories where the unspent money would make a difference: €2 000 to provide training to staff - We didn't use this last year, but we now have ideas in which training would be important €3 637.50 - the rest of the unspent money, would be applied on a communication and social manager specialist, at part-time for about 180 hours (at €20 per hour).
