[edit]1. What is the overall vision of your organization and how does this proposal contribute to this? How does this proposal connect to past work and learning?
To improve articles on Wikimedia Foundation project websites and promote free and open access to knowledge locally in Kinyarwanda, French & English and investing in projects that sensitize and train different communities in Rwanda about Wikipedia with much emphasis on Kinyarwanda Wikipedia.
From our experience with 15 funded rapid grants, this proposal tries to help bridge the content gap, recruit/empower more volunteers and share free knowledge in the Kinyarwanda language to enable easy access for people who would otherwise not be able to on a normal day.
In Rwanda today there is limited curated, freely accessible and reusable content on notable persons, customs, norms, heritage, institutions, languages, environment and settlements. There is also a gender digital divide in terms of participants and online content, Therefore with this proposal, we hope to address these Challenges. Limited awareness, The Wikimedia community User group Rwanda, had its first project implementation in 2020, and since then we have recruited a promising number of volunteers and several contributions in terms of edits and media have been made but there is a need to reach out to more editors with diverse experiences.
2. What is the change that you are trying to bring about and why is this important?
Some of the changes we are intended to bring include but are not limited to :
Awareness and involvement: for the community in Rwanda to know the essence of open knowledge and get involved.
Inclusion: our community is not yet representative of local diversity, For instance, the young people, people living outside the capital and women are not fully involved like their counterparts.
Decolonising the internet: In order to achieve equity in knowledge, it is necessary to work on incorporating knowledge that has historically been excluded and knowledge that is generated in non-hegemonic and usually underrepresented spaces. Training: Identifying and incorporating new knowledge implies broadening the range of actors in the Wikimedia movement, The User Group in Rwanda intends to provide a learning platform.
How current work related to this and learning from past proposals: Through programmes to: Promote, foster and position Wikimedia projects as reference spaces, socially relevant and representative of the knowledge.
Develop skills, transfer knowledge and equitably distribute resources to develop safe, inclusive and sustainable learning communities . Promote innovative ways of learning, participating and belonging to the Wikimedia movement. At the organisational level: To consolidate the work team and strengthen financial sustainability in order to grow steadily and increase the impact of our actions. Align planning to the 2030 strategy and participate in its implementation at a global level.
3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.
PHOTOGRAPHIC COMPETITIONS We intend to organise various photographic contests, These will help us recruit more people who contribute to the User group’s mission Since 2020, Despite the global pandemic due to COVID-19, we managed to organize, train and carry out 8 photographic contests in which 2027 photos were added by 200 contributors.WLA 2020 , wla 2021,Wle 2020,Wle 2021,Wlm 2020, wlm 2021 & WLF 2021.
In 2022-23, we would like to organize similar contests and use learned lessons from the previous plans and implementation to increase the participation, contribution and promote usage of uploaded photos. We will prepare pre-competition training sessions, and define roles for volunteers to understand the Wikimedia community, and basic usage of Wikimedia projects, before the official start of photographic competitions. We intend to work with one of the previous volunteers to take a leading or assistance role so that they can lead such projects in the future. We will document project activities, keep in touch with international photographic contest organizers, and the Wikimedia community through available public channels. Diversity and content Creation This will focus on identifying and filling content gaps that exist within online content. Throughout the annual events with specific themes. These programs will increase content on Wikimedia projects eg. Wikipedia(Eng. Kiny,fr), wiki data and Wiki Commons. By identifying existing editors, we will recruit them into the community and focus on the needs of these editors and how to improve their future edits for community sustainability purposes. We intend to implement projects that will be specifically be targeting women such as Wikigap,Wiki Loves Women, We shall have Wiki4highschool which will target high students from different parts of Rwanda as opposed to previous projects that only were hosted in Kigali. We also have specific projects that will be targeting Kinyarwanda such as Kinyarwnda Wikipedia,Wiki In Challenge.

11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?
We intend to use mass media to reach out to non-wikimedians , such as radios, Tv and social media, and to retain participants we shall have a mailing list and add them to our WhatsApp and Facebook groups and through the sage of fone and SMS to reach out to them .
12. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants and promoting the UCOC and Friendly Space Policy, and/or equivalent local policies and processes?
To create safer spaces for all participants, we shall be elaborating more about the Friendly space policy by the WMF and the local policies such as the anti-sexual harassment policy

Yes, we look forward to partnering with the following; Institute of National museums, Chamber of Women Entrepreneurs Rwanda, Universities, Embassy of Sweden in Kigali, National Union of Disabilities’ Organizations of Rwanda, Sports Federations. Our motivation; We have partnered with some of the above-mentioned and the partnership led to promising outcomes such as meeting the project outcomes, increase in the number of volunteers and access to information , We intend to maintain partnership and initiate more.
15. How do you hope to sustain or expand the work carried out in this proposal after the grant?
From the learning points from our previous 17 rapid grants, We’ve managed to sustain progress in terms of volunteer turnup, the number of contributions and bridging the gap in terms of content, however, some factors (such as insufficient funds, limited awareness) limited the outcomes and all our operations were hosted in Kigali hence limited geographical representation. With this proposal and increased funds, We hope to reach out to more volunteers, increase the contributions through innovation and reach out to people from other places other than Kigali.
We shall carry out project analysis to find the impacts created using available metrics counting tools, challenges faced and how best to address them.
16. What kind of risks do you anticipate and how would you mitigate these. This can include factors such as external/contextual issues that may affect implementation, as well as internal issues, such as governance/leadership changes.
- Funds mismanagement, to mitigate this we shall be having audits done by an external firm.
Governance changes , We shall general assembly to allow members suggest for the changes and we shall be seeking guidance from the Community Research TEAM .

Possible outcome; Increased awareness: Communities will be more aware of the value of open knowledge and the use of Wikimedia and will be interested in continuing to connect and share this awareness with others. Learning questions: How have Rwandan people's(Women, men and young people ) perspectives about Wikipedia changed after participating in our User Group activities? If you are working with several diverse groups you may want to disaggregate for each. Are more women and young people using Wikimedia projects/open knowledge projects differently in their daily life, if so how or why didn't they? Do they share this with others, if so how or why not?
