Part 1: Understanding your work

Per the recent update on the Wikimedia Foundation Affiliates Strategy process, Wikimedia Affiliates that are General Support Fund grantees will fulfill their affiliate reporting requirements through their final or yearly grantee report.

If you are a Wikimedia Affiliate, you will use this form for your affiliate reporting and to address the affiliate health criteria. You do not need to submit a separate report to AffCom. Follow the guidance in the green boxes to report on how you met the corresponding affiliate health criteria.

If you are not a Wikimedia Affiliate, aligning your responses with the affiliate criteria is optional and not required.

1. Please share to what extent your programs, approaches, and strategies contributed to addressing the challenges you shared in your proposal. If they did not contribute as you believed they would, please share what obstacles you faced and what, if anything, you learned from them? (required)

For affiliates, use this space (Question 1.) to address Affiliate Health Criterion 1.1 (Goal delivery). Describe how you actively delivered on mission goals, e.g. content creation.

Our programs have made significant contributions to addressing the challenges outlined in our proposal by actively engaging local communities in the preservation and sharing of cultural knowledge through various open knowledge initiatives. The Wiki Loves Living Heritage projects in Pangasinan, La Union, Cordillera, and Isabela successfully documented rich cultural traditions, including festivals such as the Bagoong Festival and Philippine Beach Games in Pangasinan, Danggayan Festival, Panagyaman Festival, Abel-Panday Festival in La Union, Panagbenga Festival in the Cordillera, and Bambanti Festival in Isabela. These projects brought together photographers, writers, and local residents to contribute valuable content, which now serves as a permanent record for future generations.

Additionally, the Enriching Ilocano and Pangasinan Wiktionary efforts engaged seniors and youth in collaborative language preservation, resulting in thousands of edits to ensure the Ilocano and Pangasinan languages are accessible to a global audience.

The Philippine Local Government Content Development project has been vital in uploading valuable government datasets, including financial data, revenue, and poverty incidence, providing the public with greater access to vital information. 

Meanwhile, the Digitization of Local Laws and Ordinances in Tarlac and Pampanga ensured that more than 500 local laws and ordinances are preserved digitally, making legal documents more accessible to communities and government officials.

In Capacity Development for WikiClub Cebu, we successfully established Wikiclub Cebu, which has helped revive the local Wikipedia community and create a space for new content contributions.

One significant obstacle we encountered was the frequent blocking of account creations during edit-a-thons, which most of the time limits the ability of new contributors to participate and continue on editing Wikipedia. To address this, we coordinated with other organizer friends to help in creating accounts for participants. Additionally, to avoid further account blockages, we encouraged volunteer editors to bulk upload content after the events, or move to another location where there is no IP blockage, streamlining the process and reducing the risk of disruptions from the Wikimedia platform’s automated systems. These strategies have helped maintain consistent engagement and allowed us to meet our content goals despite technical limitations. From these challenges, we’ve learned the importance of preparing contingencies, such as working collaboratively with other organizers and optimizing the workflow to ensure smooth and productive contributions.

Yes, we have a clear plan to build on our key successes. We aim to extend the reach of our initiatives by establishing Wikiclubs in Mindanao and Visayas- two underrepresented regions in the Philippines, focusing on growing local communities of knowledge contributors. Additionally, we plan to deepen our efforts in DataGov projects and Public Policy through Legislathons, where communities can engage in policy discussions and contribute to open government data. These new activities reflect our evolving priorities, aiming to create long-term, sustainable networks that foster civic engagement and transparency. We also intend to refine our strategies based on the lessons learned, particularly integrating offline and online activities to overcome connectivity challenges.

We prioritized working with women partners, women groups, and diverse demographic groups. We also sought indigenous groups and presented our projects to help them with their cultural or heritage goals. Our strategy is to discover how we can work with partners and align their goals with ours.

Absolutely. The grant provided invaluable support for skills development, which has made a significant difference in our success. We have participated in various training sessions and workshops focused on open knowledge tools, data management, and community engagement. These sessions have strengthened our technical abilities, improved our project management practices, and enhanced our capacity to collaborate effectively with diverse community groups.

The impact of this skill development has been far-reaching, as it has allowed us to execute our projects more efficiently and with greater precision. Attendees and participants, including seniors and youth from Ilocano and Pangasinan-speaking communities, have gained a deeper understanding of how to use Wiktionary and Commons to share knowledge and contribute to the preservation of these regional languages.

Many have also learned how to upload content related to cultural festivals such as the Bagoong Festival and Philippine Beach Games in Pangasinan, Danggayan Festival, Panagyaman Festival, Abel-Panday Festival In La Union, Panagbenga Festival in the Cordillera, and Bambanti Festival in Isabela. These contributions have helped ensure that these important cultural traditions are preserved and accessible to people around the world. This has not only empowered individuals to become active contributors but also fostered greater awareness of the importance of open knowledge in preserving and celebrating our shared heritage.

13. What is one capacity/skill area that you would like to focus on for the next year? And how do you plan to achieve this capacity? (required)

For the next year, we would like to focus on data governance and public policy advocacy education. This area aligns with our goal to engage communities in DataGov projects and Public Policy through Legislathons. To build this capacity, we plan to organize capacity-building workshops that will teach community members and local leaders how to interpret government datasets, engage in policy discussions, and contribute to legislative transparency. By expanding our initiatives to Wikiclubs in Cebu, Zamboanga, and Iloilo, we will ensure communities have opportunities to develop these skills and actively participate in open governance efforts.
