The challenges for Dzongkha Wikipedia is that few in Bhutan know it exists and only a handful of people contribute to it. As of September 2024, it had just 291 articles. Developing the site is further complicated by the status of Dzongkha in the country, where not all citizens speak it at home and may not be proficient in the language. It is an ongoing national project that all Bhutanese citizens become fluent in Dzongkha and since 2024, all government business must be conducted in Dzongkha. Dzongkha Wikipedia is an untapped resource for this national ambition and I am excited about the great benefit a well-resourced Dzongkha Wikipedia could offer to the people of Bhutan. My overarching aim is to build a strong, vibrant community of editors and the aim of this funding application is a first step towards that. I have identified 10-15 people with either existing knowledge of Wikipedia editing, or who are proficient in the national language Dzongkha and have expressed interest in learning to edit Dzongkha Wikipedia. This project will bring them together three times over three months to try to establish a core of people to take us forward.

Main Approaches to Achieve the Change By bringing together the various people interested in developing Dzongkha Wikipedia, over a period of three months, we hope to create a core group of people with a long long-term interest in maintaining and updating the content.

1. December Meetup with invited keynote presenter from India and 15-20 invitees. This will be a catered, 4-hour launch event at a central location in the capital Thimphu. The following day-long event shall be organized:

  • We would invite Satdeep Gill, Senior Program Officer, Culture and Heritage at Wikimedia Foundation, India to present us and inspire our group.
  • We would conduct a review of Dzongkha Wikipedia’s existing content to identify gaps in coverage.
  • Editing workshop on the current contents on Dzongkha Wikipedia providing references both online and in print.
  • Lunch and debrief with keynote presenter.
  • Distribution of Mugs and Dzongkha keyboard.

2. January Meetup This will be a two-hour event at a restaurant or coffee shop in Thimphu, offering light refreshments, aimed at bringing the group back together. We will share what we have edited since December, discuss editing challenges, and try to establish a coherence among the group.

During this meetup, the SA PO shall be invited to present us the governing laws of Wikimedia, encourage the community and guide the Dzongkha Wikipedia community on how to move forward.

However, the SA PO may decide to attend to either of the Meetup as per her availability.

1. Who are the target participants and from which community? Our target participants are the language experts, newspaper editors and contributors from diverse communities. 2. How will you follow up with participants after the activities? We will establish a WhatsApp group of the participants in December, and after each of the three events we will run a short survey via WhatsApp asking 1)what did you enjoy about the event and 2) what would you like us to include at our next event.

The idea of writing a proposal came to limelight as the turn out for article contribution was minimal. Majority sections of people around were not even aware that the Dzongkha Wikipedia existed, therefore, it was concluded that it was due to lack of advocacy and awareness, and we need to develop community based teams by establishing community.

The team expect to learn several key things like collaboration and community engagement to understand how diverse communities come together to contribute knowledge, resolve disputes, and build consensus on content which is a tool for both improving Wikipedia and fostering a sense of shared ownership and responsibility and maintain information accurately, concisely, and neutrally. We also expect to learn to manage or contribute to Wikipedia projects which involves organizing tasks, setting goals, and tracking progress and improving digital literacy and open Knowledge sharing and understanding Wikimedia’s policy and laws.
