Since its inception, Wikimedia Indonesia has undergone significant transformations both within the organization and in its external engagements. Internally, Wikimedia Indonesia has continually strived to enhance its governance, ensuring robust, transparent, and effective management. The organization has also developed and implemented innovative programs and strategies to foster greater engagement within the Indonesian community. Externally, the impact of these efforts is evident in the burgeoning number of Wikimedia communities across the country. Additionally, there has been a substantial increase in the number of projects that have either been approved or are currently in incubation. Wikimedia Indonesia views these developments as highly encouraging and indicative of a thriving, dynamic movement that warrants ongoing support and nurturing. Every year presents unique obstacles and challenges, and the 2025-2026 period is no exception. Wikimedia Indonesia has crafted a fresh set of ideas, strategies, and approaches tailored to meet these evolving needs. For this period, their initiatives are structured around three primary workforces:
I. Community and Program
1. Expansion to Several Islands Outside Java
Objectives: Broaden Wikimedia's reach and influence beyond Jakarta to ensure inclusivity and representation. Ensure strategic staff presence to support and nurture local communities.
Strategies: Identify and map out potential communities and regions for expansion, prioritizing areas with existing interest or nascent groups. Develop localized content to make Wikimedia resources more accessible and relevant to diverse Indonesian cultures and languages. Recruit and place staff in Sumatra, Kalimantan, Bali & Nusa Tenggara, and East Indonesia with deep knowledge of local cultures and languages and act as regional coordinators to oversee operations and community growth.
Actions: Establish partnerships with local educational institutions and cultural organizations to promote Wikimedia’s mission. Organize outreach events, workshops, and training programs in targeted regions to build community engagement. Provide training and resources to new staff members to equip them for effective community engagement. Regularly evaluate and adjust staff placements based on community needs and feedback.

Wikimedia Indonesia is a key organisation that promotes open access to information and the use of open sources. However, in practice, these open sources remain ambiguous in Indonesia. Legally, Indonesia lacks a clear definition of the Public Domain. Additionally, the understanding and use of Creative Commons licenses are still weak among both creators and users. This situation significantly hinders access to open works.
Open access plays a crucial role in the broad dissemination of information. It reassures users by providing easy access to open works, which can be found, accessed, and reused without concerns about ambiguous copyright status.
This Focus Group Discussion will bring together stakeholders in Indonesia who advocate for open access to education, knowledge, and culture. They would share their thoughts and ideas on open access issues in Indonesia. Beyond exchanging ideas, this meeting aims to develop actionable plans for improving open access in the country.
