WikiCon Brasil is a Wikimedia conference that aims to bring together and strengthen Wikimedia communities and open knowledge groups in Brazil. This is a conference for the Wikimedia community and by the Wikimedia community, and it will prioritize the attendance of active volunteers from Wikimedia projects who have never participated in in-person events and contributors from regions of Brazil that are underrepresented in Wikimedia projects. The decision to host the conference in the Brazilian Northeast, a region with lower representation in Wikimedia, aligns with the conference priority around attendance diversity and was also a request from the community.
Partners from cultural and educational organizations such as GLAMs, universities, NGOs, who are already involved in the Wikimedia Movement are also encouraged to attend. We see this conference as an opportunity to move forward in the direction of establishing national coordination infrastructure for Wikimedia in Brazil and for setting a strategic agenda for the Wikimedia community on topics such as the national and global Internet Governance and Artificial Intelligence.
As most of the contributions to Wikimedia from the Portuguese-speaking communities come from Brazil we expect the conference to have a trickling impact on the whole lusophone projects.

WikiCon Brasil 2025 is a community conference with objectives centered on fostering volunteers' integration, strategic planning, capacity development, and collaboration. These objectives are distilled from the community engagement survey. The conference aims to celebrate the achievements of the Brazilian Wikimedia Movement and empower contributors through networking and skill exchange. We intend to prioritize participation from underrepresented localities, especially in the Northeast region, and newer contributors.
The event builds on the successful national conference in 2022 (https://w.wiki/AJej), a milestone for community strategizing, establishing practices for leadership development and fostering advocacy efforts. WikiCon Brasil 2022 received very positive feedback from attendees (https://w.wiki/68fc) and was fundamentally important for the community's engagement with the 2023 Movement Strategy and WMB's strategy (https://w.wiki/9di9).

Based on the results of the community survey, we should:
- foster community bonding and coordinate collective contributions such as wiki-projects;
- establish a bottom-up, participatory plan for the development, maintenance and documentation of a shared sustainable technology base;
- set strategic discussions and capacity development sessions on technological innovation in Wikimedia, especially related to AI, and Internet Governance;
- recognize the diversity in contributing to Wikimedia, and improve tailoring solutions to address unique challenges faced by different types of communities;
- design and maintain an efficient model of communication and decision-making with empowering participatory governance;
- discuss and establish a plan to address challenges to knowledge equity within the Brazilian context.

By promoting participation and activities proposed by members of underrepresented groups, we aim to create spaces that foster knowledge equity and epistemic justice.

Fostering and diversifying partnerships for open knowledge in Brazil is one of Wiki Movimento Brasil's strategic goals. Through collaborations with cultural and educational institutions, NGOs, government entities, and open knowledge organizations across different Brazilian regions, WMB aims to reach new audiences and partner networks to encourage both reading and contributing to Wikimedia projects. These partnerships also play a crucial role in raising awareness and advocating for open knowledge.
During this event, the involvement of local, national, and international partners will be essential in deepening the debate on Internet Governance and ensuring the broad dissemination of these discussions. Specifically regarding Internet Governance, we expect to connect with partners from the Digital Rights Coalition, the Internet Steering Committee, and UNESCO.

We have experience with post-event engagement. WikiCon Brasil 2022 (https://w.wiki/AKDL) was a step in a continuing process of community engagement that has led to growing maturity and the emergence of new leaders within the Brazilian Wikimedia Movement. We intend to follow a similar track for WikiCon Brasil 2025.
This track involves holding strategic discussions at WikiCon Brasil 2025 for our 2026-2028 planning, which will lead to the creation of community working groups. Engagement through strategy was very positively assessed in 2022 (https://w.wiki/AKDV). We will also identify key participants within the community to provide ongoing support through micro-grants and leadership development training, especially as we intend to prioritize attendance by newer contributors who might not have a chance to know the work an affiliate does. WikiCon Brasil 2025 will also lead to hands-on projects that will continue after the conference, aligning with our annual plan.

We will contact the necessary agencies to ensure accessibility, safety and facilitated circulation. All locations are accessible, are in neighborhoods with infrastructure, security and have good hotels nearby.

We would like to grant 100 scholarships, distributed as 85 airfare scholarships and 15 ground-transportation scholarships. Other attendees include: 10 organizing committee members; 10 local participants; 15 self-funded attendees; 8 Wikimedia Foundation staff and board members; and 7 guests.

The scholarship will be used to cover air travel, meals during the event, and accommodation.

A scholarship committee comprised of Brazilian Wikimedians will be established to develop guidelines, schedules, general instructions, and evaluation categories. Scholarship recipients will be selected through a broad call, shared across our communication channels and Wikimedia digital platforms. The selection will prioritize individuals from underrepresented communities and those who volunteer in Wikimedia projects.
