Wikimedia Turkic Conference is primarily designed for the representatives of affiliations and communities in the region, which means that the conference will be attended by people who have a close connection with the Wikimedia Movement and projects. Based on the specifics of the meetings and the topics of the conference, a minimum level of knowledge and experience of Wikimedia is required.

The main goals of our conference are:
- 1. Creation of a sustainable platform for communication and exchange of experience between communities.
- 2. Providing technical knowledge to communities (Lexeme, Wikidata, SPARQL).
- 3. Promotion of free knowledge and free access to knowledge among Turkic communities.
- 4. Strengthening the cooperation capacities and improving the collaboration between Turkic communities.
- 5. Assistance in the implementation of projects and programs.
- 6. Assistance in eliminating conflicts among communities (conflict management).
- 7. Assistance in implementing the 2030 Strategy (especially UCOC).
- 8. Assistance in GLAM Projects, Edithathons, and Training events.
- 14. Based on survey responses, what are the most important things your community should do at the conference to achieve these objectives?
1. Emphasis should be given to discussion and training in technical skills (Wikidata, SPARQL, Lexeme, Data Imports).
- 2. The community must complete a training course on conflict management and resolution.
- 3. The community should listen to current drafts of the Movement Strategy as well as learn more about ways of implementations recommendations.
- 4. It is necessary to develop a strategy for the development and strengthening of cooperation between the Turkic communities.
- 5. It's necessary to develop a strategy for mutual assistance between the communities in the development of projects, programs and training courses.
These are the main topics that the community will have to work on during the annual Turkic conference.

Different Turkic communities are not at the same level of development, as different communities have different levels of access to resources, and some do not have enough resources or knowledge to develop free knowledge. Through various projects and programs, including this event (conference), we are trying to provide the necessary knowledge and resources for communities so that they can independently develop free knowledge in their languages.

We are going to invite representatives of the organization who are connected with the Turkic world and culture, as their involvement in this process will provide us with additional opportunities for the development of our projects related to culture and education.
We are also going to invite representatives of Üsküdar University who will help us in organizing this event, and their involvement will also provide us with a resource in the educational field and the development of Wikipedia in educational institutions.
- 19. What will you do to make sure participants continue to engage in your activities after the event?
We do have regular bimonthly online meetings. We want to follow up with the conference's outcomes by getting feedback from affiliate members attending those events. Direct communication with the attendees continues through the telegram channel, as the members use this channel, especially for their efforts related to entering the Turkish lexeme to Wikidata.
We have had this experience before, and it worked well.

Logistical Aspects
[edit]- 21. Do you have any proposed venue for the event?
The event will also be supported by Istanbul's Uskudar University, on the campus of which the event will be organized. The venue was the key factor for the success of the event. We were lucky that Üsküdar University, a good partner that hosted our previous events, including Istanbul WikidataCon.
The university is located in the city center (there is access to the metro and buses). The campus is fully adapted for people with disabilities.

- 23. How many scholarships would you like to offer?
We want to invite at least two representatives from each affiliation and community. We will also have invited speakers and guests. In total, we are thinking of inviting 40 people.

Travel, accommodation, food, and drink during the conference.
- 25. How will scholarship recipients be selected?
As before, the selection of scholarship recipients will be carried out in two ways where:
- 1. The first one is recipients who are active members of already established Wikimedia chapters or affiliations (UG). Representatives of the Board or the Executive Committee will be required to submit them to us, and after discussions, we will confirm them for participation.
- 2. The second one is groups of active Wikipedians who are not members of any Wikimedia chapters of affiliations but represents the community. They will be selected by reviewing their editing history, contribution to the Wikimedia movement and projects, and their submitted self-evaluation and Wikimedia experience.
- 26. In which ways can Wikimedia Foundation staff support your event onsite?
It will be useful if the WMF helps us with outreach and community communication.
In addition, the Foundation if assist us in establishing links with various departments and committees within the WMF, from which we wish to invite representatives to our conference to provide information and answer questions or requests from the community.

We want to invite specific people from among the staff of the Foundation who can provide helpful knowledge.
We plan to invite 4-5 employees of the Foundation, including those from the Community Resources, Product, Community Development, and Legal team.

Almost all Turkic communities will be involved in this. We want to find out where their troubles are to better organize the conference program with them so that it is as focused as possible on their needs.
- 29. What kind of risks do you anticipate and how would you mitigate these?
Financial: The loss of the strength of the Turkish currency (Lira) could cause a jump in prices, creating a deficit in the budget. We will actively monitor the economic situation and work closely with the Wikimedia Foundation on this issue.
Attendance: We hope to see representatives from all communities, but we cannot guarantee their presence as some communities may not be able to select or identify their representatives. As organizers, we will work as closely as possible with such communities and help in this process.
War: A war between Russia and Ukraine could cause a problem with the presence of representatives from Russia and Ukraine, where there is a Turkic minority and community.

With this conference, we want to learn different organizational and program aspects, including:
- 1. How to successfully manage regional events, and is there any potential to organize such events in other parts of the region.
- 2. How to successfully encourage the community to present their work to the broader community and how best to contribute to public speaking.
- 3. Also, we want to learn how to involve our partners in our events, as they can provide important input that will serve to develop our community and projects.
- 4. Also, we want to learn and develop our strategy for getting feedback from communities and supporting them after this.
