Proposal
[edit]1. What is the overall vision of your organization and how does this proposal contribute to this? How does this proposal connect to past work and learning?
GLAM should not be seen only as work with memory institutions. We have hacked the acronym to stand for Global Languages, Art & Memory. We are also rethinking the L: It could be Letters, which would include Languages as well as Libraries and Literature.
By this we wish to remind that oral heritage or heritage in small institutions, non-institutional or private collections in rich as well as in poor countries fall outside the established preservation practices. We emphasize cultural and linguistic diversity by focusing on efforts supporting different modalities, underresourced cultures and languages, local and intangible heritage, and initiatives regarding heritage at risk.
In 2023 we will highlight heritage at risk in crisis situations. We connect with existing projects as well as new initiatives. We wish to be working on these topics in the next Hack4OpenGLAM, which in itself is outside this application. In addition, we are expecting to build structures for intangible heritage to be addressed in the Wikimedia context.
Continuing our efforts with the GLAM School survey and having participated in capacity building study for GLAMs and the Wikimedia volunteer community in different contexts, we wish to advocate for building appropriate learning structures for contributing to the open ecosystem.
We will explore new forms for hybrid learning through collaborative and creative activities. Hack4OpenGLAM is a co-creation event that allows us to focus on promoting different modalities of knowledge. It is also a great way to bring together volunteers, creators, heritage professionals and technologists to collaboratively design digital futures. We are seeking to produce the next Hack4OpenGLAM hackathon in 2023 in collaboration with other movement actors and events.
In Finland, AvoinGLAM continues to build a community to promote Open Access to cultural heritage as a local branch of the global GLAM community.
2. What is the change that you are trying to bring about and why is this important?
One of the objectives of our work is to push for capacity building in GLAM globally: for organizations, volunteers and partners in the open ecosystem. We have seen that open access policies would have preserved the digital surrogates of artworks destroyed in crises and disasters. Small language communities benefit from using digital tools that the Wikimedia environment makes accessible in revitalizing their language and culture.
We encourage experimentation and play in working together for open access to cultural heritage. We try to create opportunities for volunteers and professionals alike where they can bring their varied skills and knowledge together to create something new. Hack4OpenGLAM has been the perfect occasion to forward these ideas, and we will continue to arrange that and explore new collaborations and ways of working as well.
In Finland, intend to grow a community of changemakers, where opening and sharing cultural heritage is one of the facets of creating change towards an equitable future. We wish to reach out to academia and research, other NGOs and proponents of open, professional GLAM networks and associations, as well as contemporary artists and creators to not be placed needlessly on opposite sides in legislation changes. In addition, we should grow our network among new communities, such as the content industry.
We advocate for the importance of multimodal knowledge in the open ecosystem. In our activities we choose to work with visual imagery, and solve challenges related to that from the point of view of the systems, of metadata, and of data flows. We explore the opportunities Structured Data on Commons makes available, how it connects with data across the internet, in GLAM organizations, or other image repositories, and makes possible new configurations of data, media and experiences. We are also interested in tackling emerging forms of visual misinformation on the internet, and to identify the role of Wikimedia in combating it.
Our agenda highlights undocumented and underrepresented histories and less-common ways of representing knowledge. As the different forms of living heritage have been replaced by efficient technologies and a modern way of life, maybe we can use the global open ecosystem to preserve and reinvigorate some of the old ways. We are working to bring intangible heritage more visibly to Wikimedia projects.
In sharing information that is more private, belongs to smaller communities or that is contested, we must explore safe and ethical sharing practices. Not everything can be shared, but not opening at all is not the ideal solution, otherwise we might risk losing the historical track of the communities in question. The most important is that we let the communities and people in question to decide for themselves and to manage projects about their heritage.
Additionally, we must develop legislation, legal tools, ethical frameworks and best practices that advance consensual sharing of relatively sensitive information, for example indigenous, traditional knowledge or private information, that could otherwise be either completely blocked or open without restrictions.
We must also advocate internally as the Wikimedia projects have practices in place that make including this kind of information difficult. Our project Wikidocumentaries can bring Wikimedia and other GLAM sources together on its own platform in multiple languages, and circumvent the notability criteria of the individual projects.
We look for impactful topics that sprout from the existing emphasis. In 2022, we started looking into how open knowledge contributors can work in relation to crises, and build a community around that. For example, we can work with cases of stolen cultural items by listing and locating as well as raising awareness of them. As a counterpart to crises, we would like to explore setups that promote resurgence, and the sustainability of people, knowledge, environment, and the creations.
3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.
We aim to create a continuous flow of different working methods that feed and complement each other:

4. What are the activities you will be developing and delivering as part of these approaches or strategies?
Office & team
AvoinGLAM is an unincorporated group around Open GLAM (avoin = open in Finnish) that was established in 2012 and started receiving community funds support in 2022. Open Knowledge Finland functions as its fiscal sponsor. The programmatic decisions are done within the core group consisting of around 10 people, and the legal decisions are carried out by the OKFI board. AvoinGLAM employs a part-time coordinator who runs the activities. We mostly work remotely but we have a fancy base at URBAN3 premises at Maria01 as part of our arrangement with OKFI. In 2023, we will explore the best options to arrange our governance going forward.
Community activities
AvoinGLAM contributes to promoting open access to cultural heritage in the global context, and grows a peer community in Finland to tackle the issues on the local level. We arrange webinars on emerging topics in GLAM for either the Finnish community or the international audience depending on the topic. The Finnish community is invited to meet in person three times a year.
We wish to support a lively international peer community for GLAM practitioners in Wikimedia and the Creative Commons networks as well as in GLAM organizations. We participate in the work of global thematic working groups and communities, such as the Expert committee in the Content partnership hub or the Creative Commons Open Culture platform. Whenever possible, we connect with related activities beyond these networks.
Outreach
AvoinGLAM will publish social media posts and our own newsletter for the Finnish community and This Month in GLAM posts for the international audience. Whenever necessary, we will spark discussion by publishing in internationally visible online publications. We will continue the series of presentations and workshops in international events to highlight the issues we are working on or should work on.
As we focus on visual knowledge in our work, we also promote visual communication for outreach and advocacy. We will produce a set of audiovisual materials that can be combined and used to illustrate our outreach materials.
Collaborations
We wish to allocate time for small-scale case studies and experiments with our partners and the international GLAM community. We are including work in the Support for Sámi languages in digital services with the National Library of Finland in this. We can arrange small editing events that will reveal further collaboration possibilities through media and data uploads, research questions, Wikipedia editing etc. Depending on the direction they take, we can engage more actors in these activities. Possible topics revolve around our focus areas, for example ethical sharing: decolonizing metadata descriptions or language revitalization; Crisis and GLAM: recording looted and endangered cultural heritage or working with native place names; Knowledge Equity: rainbow history; or the visual web: making a process for artists to openly license their works.
We are discussing a collaboration between Wiki World Heritage and Aalto University about data visualization on world heritage data on Wikidata. It will introduce design students to Wikidata and the campaign dynamics, and the results may enrich the Wikimedia project or the Wikidocumentaries platform in visualizing the Wikimedia content.
2023 is the 20th anniversary of the UNESCO Convention on the Safeguarding of the Intangible Cultural Heritage. At the same time it will be celebrated throughout Europe as the European Heritage Days (EHD) theme year Living Heritage. We are looking into launching new activities in collaboration with European coordinators of the Convention. This is still very preliminary and it is hard to know how it progresses.
AvoinGLAM projects
We would like to secure a sum for the Hack4OpenGLAM co-creation event that allows us to build the collaboration network and fundraise for the event or series of events with global partners.
We wish to fundraise also for the Wikidocumentaries project. It was created in 2018 to aggregate Wikimedia and open content, visualize it, and allow contextual contributions. An initial support for a developer will help us maintain it and prepare for further development. Possible projects include support for Wiki Loves campaigns, Wikisource and GLAMs to display their collections.

7. Do you have the team that is needed to implement this proposal?
Susanna Ånäs is salaried at 0.7 FTE to coordinate the activities.
We plan to hire a developer at 0.1 FTE to maintain and prepare the Wikidocumentaries project for further development.
We plan to commission graphic design items from a designer for training and advocacy purposes.
The core team consists of approximately 10 volunteer “members” and we plan to grow this team by 5–15 members in 2023. Programming decisions are made in this group. The team members' names are displayed on AvoinGLAM’s Meta page.
Volunteer members also represent the group in committees, events and projects.
We will seek additional funding for Hack4OpenGLAM, which is not included in the plan at this stage. The proposal will likely be done in collaboration with other movement actors. We plan to progress with becoming recognized as a Wikimedia user group soon, and to incorporate at a suitable pace. Our current arrangement allows us to focus on programs rather than administration, but we are equipped to manage the administration independently as well, when ready.

8.1 In a few sentences, explain how your work is specifically addressing this content gap (or Knowledge inequity) to ensure a greater representation of knowledge.
In 2023 we are focusing on heritage at risk, which is jeopardized by disasters, conflicts or neglect. If this knowledge is not recorded, it can be lost forever.
Secondly, we wish to promote recording intangible heritage, along which we want to raise awareness of ethical sharing. It requires consent at minimum, but more often acknowledging the right of communities to govern the representation of themselves and their heritage.
Finally, we will promote visual representation of knowledge in open online environments by focusing on data visualization. We continue to focus on images and visual storytelling in our GLAM approach.

11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?
In our own community, we wish to involve representatives of different domains in order to be able to tackle the questions in multifaceted ways.
As we identify topics of interest, we will network around these globally and reach out to different organizations and projects dealing with the same issues.
We create opportunities for lightweight experiments with partners. In 2023 we will try to bring those little contributions together in the Hack4OpenGLAM co-creation event. Through years of collaboration we also gradually embark on new projects together with the partners.
We have come to the conclusion that we must not always try to maintain our own little communities around the projects that we create, but instead bring the participants together in the bigger communities of Open GLAM or GLAM-Wiki.
We do, however, publish a newsletter and make noise in social media and Telegram channels to keep in contact with the participants of our (past and future) projects. Often the collaboration evolves over time and produces unexpected results later on.
12. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants and promoting the UCOC and Friendly Space Policy, and/or equivalent local policies and processes?
Civility and mutual respect are fundamental to ensuring a supportive and safe environment without threat of prejudice and/or harassment in all our activities and the workplace. This is especially important as we work with underrepresented communities. We will
- Make Universal Code of Conduct and the Friendly Space Policy known in all digital and physical spaces we use.
- Train the community in identifying, addressing and mitigating the harms of harassment.
- Encourage participants in our activities to call out violations and make available a reporting protocol.
- Agree on enforcement policies for protecting the community and its members against harassment. A person continuing to violate the UCoC/FSP will be asked to leave, and permanently banned from participating after three such occasions.
- Any organization we work with must adhere to UCoC/FSP, and events we present in must have a Code of Conduct in place.
- Any incidents breaking the law will be reported to local law enforcement.
13. Do you have plans to work with Wikimedia communities, groups, or affiliates in your country, or in other countries, to implement this proposal?

13.1 If yes, please tell us about these connections online and offline and how you have let Wikimedia communities know about this proposal.
We progress organically in our project planning, though activities. When we arrange events, we identify common areas of interest with the participants, which leads to other collaborations. I try to bring people together across projects and domains globally.
We have not yet announced the upcoming activities publicly, but we have consulted different global communities while preparing them. For example, the Crisis and GLAM focus for Hack4OpenGLAM is emerging from the work started with the panel discussion at Wikimania and further worked on at the European GLAM coordinators’ meeting. Wiki Loves Living Heritage has started from the initiative of a partner, and the communities are being consulted gradually. Unfortunately this ongoing work has not been completed, and there could be changes and challenges. Wikidocumentaries has several projects benefiting the Wikimedia community pending and waiting for the project to be developed.
14. Will you be working with other external, non-Wikimedian partners to implement this proposal?

14.1 Please describe these partnerships and what motivates the potential partner to be part of the proposal and how they add value to your work.
We usually do not require other than interest and participation from our partners. This way we will not prioritize wealthy partners, but we can look for funding together, if needed.
The interest of a partner is often in learning to share their expertise and content in the open ecosystem. We would like to be able to provide them more security and support, but there are big challenges in that.
We cannot easily affect how the project communities function, but we (the GLAM-Wiki community in general) would like to collaborate with the technology teams at the Wikimedia Foundation better. When we work with a partner, we would like to equip them with understanding and tools with which they can grow their contributions independently. Unfortunately there is a disconnect between the content work and the platform development, also on the strategy level.
Some of our partners are working with the internet’s open ecosystem (such as the national aggregator Finna), and we would like to find ways how we could use our capabilities to empower them to imagine and workshop future iterations of open sharing together.
We are also advocating projects that have started using Wikidata as a central element. The Finnish National Library connects their general ontology to Wikidata, the Media Art History in Finland have contributed to Wikidata while creating their ontology, The Finnish Broadcasting Company has used Wikidata for content tagging for 8 years already. In this area, Wikimedia has lots to offer. We acknowledge that they would like to have more interaction, maybe support. Our role grows smaller over time, but the significance of the whole ecosystem and community grows bigger.
15. How do you hope to sustain or expand the work carried out in this proposal after the grant?
As a small but agile actor in the open ecosystem, we can bring up new topics and connect between previously disconnected practitioners. We cannot sustain all the activities we land on by ourselves, but here lies the essence of the open environment: There are always many more people who can carry on the work. By writing this I realize that what bothers me about the disconnect between GLAM practitioners applies to our GLAM partners as well. We should build better arenas for interaction and showcasing projects other than the projects themselves. We are trying to achieve this by organizing the Hack4OpenGLAM co-creation event, but efforts could be made to provide something more continuous and permanent.
16. What kind of risks do you anticipate and how would you mitigate these. This can include factors such as external/contextual issues that may affect implementation, as well as internal issues, such as governance/leadership changes.
- As we are establishing new activities alongside existing structures, we must proceed cautiously. We find it important to build our “memberbase” carefully. We are still not incorporated and thus not we are not capable of having actual members. We try to reach out to individuals in varied expertise areas and connect with them thoughtfully with our existing themes.
We must also acknowledge that we do not pursue the same goals with regionally overlapping affiliates. In my mind it is ok to have overlapping interests, work together to find the facets each of us can best contribute to and collaborate in those areas.
We wish to maintain the liberty of considering our activities from a broader Open GLAM perspective. Our activities do not always focus on Wikimedia platforms, although they often do, but that should be ok.
We are organisationally dependent on our fiscal sponsor, and any organizational changes and choices affect us. However, we are agile in this situation. While we can currently outsource administration and focus on working on our programs, we have the opportunity to become more independent through incorporation if we wish.
Personal resilience matters. I hear GLAM coordinators are working hard, doing all the different tasks of the organization, struggling with cumbersome tools for partnerships and reporting. I think we must focus on occupational well-being and make it part of our common concerns.

Our impact is not primarily in the bytes but more in bringing people together and providing opportunities to learn and to highlight emerging topics together. Often the impact is not made during the interaction but may follow as a result of that even years later. We will measure our bytes as well, as we will be happy to show them when they are impressive, but we wish to apologize beforehand for when the numbers are less impressive.

We do not have established practices to cover contributions to the Wikimedia projects and will need some peer support to select the most lightweight tools. For evaluation, we will use qualitative focus group discussions and retrospectives as much as possible, and also try to avoid surveys.

The salary of the coordinator is increased with 0.1 to allow fundraising for Hack4OpenGLAM and Wikidocumentaries. That covers half of the raise, and the other half is dedicated to working on case studies and experiments in the spring in order to prepare them to join Hack4OpenGLAM.
Another 0.1 FTE is allocated to a developer to work on maintaining the Wikidocumentaries project and to prepare it for collaborative projects. More about the envisioned collaborations can be read in the Project plan / budget document.
We are including a standard percentage of overhead as a fiscal sponsor fee in the application. The fiscal sponsor is applying for general funding which may change the requirement or lower the sum if the application is successful.
