In the period of 2022-2023, Creative Commons Indonesia (CCID) successfully executed the OER project titled "Promoting and Fostering OER in Indonesia with the support from WMF. The project aimed to provide support to educators through the provision of OER booklets and modules, OER training, as well as online and offline workshops. Collaboration with various educational institutions, such as the provision of booklets, infographics, and training, has also been carried out.
Throughout the project implementation, a high level of enthusiasm was observed among educators, with 900 registrants for training, despite only 36 being accommodated. Following the project's completion, requests for OER training continued to pour in from both existing and new partners, indicating significant interest in training related to Creative Commons licenses and OER.
Based on this experience, we realize that creating a sustainable OER ecosystem in Indonesia requires engaging all stakeholders, not just educators, but also various other stakeholders. Therefore, in our new proposal, we will strengthen support from various stakeholders, including educators, through three main strategies:
Strategy #1: Enhancement of Support and Collaboration from Various Stakeholders in Implementing OER in Indonesia. To realize this strategy, we will initiate the establishment of an OER Collaboration Forum, along with stakeholders, as part of a comperhensive series of activities. These include collaborative actions such as digital campaigns, OER workshops, and OER mini contests.
1.1 Initiation of OER Collaboration Forum To achieve this goal, CCID will initiate the establishment of a collaboration forum. In 2023, CCID successfully collaborated with 5 stakeholders. The primary aim of this forum is to fortify relationships with these stakeholders and collectively extend invitations to new stakeholders to bolster OER implementation in Indonesia. One of the stakeholders to be invited is Wikimedia Indonesia (WMID) to share experiences related to ongoing Wikimedia projects in Indonesia. These projects have implemented the 5 OER principles and their content is licensed with CC. Consequently, other participants will have the opportunity to glean insights from Wikimedia exemplary practices, thereby augmenting awareness of Wikimedia's pivotal role in open education in Indonesia.
During this forum, CCID will engage participants in devising collaboration plans for the upcoming year. Additionally, we plan to garner online media coverage regarding the forum's inception and its ensuing activities.
1.2 OER Collaborative Actions Working alongside participants from the OER collaboration forum, we will embark on a series of impactful initiatives, including vibrant online OER campaigns across social media and online media, OER workshops/webinars, and engaging OER competitions.
In our digital OER campaign, we will collaborate with partners to craft compelling digital campaign content, poised to resonate across social media and digital platforms. We aim for these campaign materials to also find a home on Wikimedia Commons. Notably, our partnership with Wikimedia Indonesia (WMID) amplifies the dissemination of Wikimedia's vision, harmonizing it with the OER movement, fostering broader awareness of Wikimedia's pivotal role in championing open access to knowledge, and intertwining it with the expansive open education narrative.
Our OER workshops will convene collaborative sessions (online or offline) catering to both the general public and internal stakeholders from institutions/organizations involved in the OER collaboration forum. These workshops will spotlight Wikimedia projects as exemplary models of open repository platforms.
Furthermore, the OER competition serves as a compelling catalyst to involve participants from the OER Bootcamp 2020 and 2023 in our overarching OER collaboration agenda. Entries submitted for the competition will be showcased on Wikimedia Commons and social media platforms. With many competition participants already established on Wikimedia Commons and Wikibooks, this competition aims to reignite their enthusiasm for contributing to Wikimedia projects.
Strategy #2: Increasing the Number of OER Trainers In our pursuit to actualize this strategy, we have amplified our OER trainers from the previous count of 7 to 12 individuals. This deliberate expansion aims to accommodate a larger cohort of OER training participants, executed through the following steps:
2.1 CC Certs Edutrack Scholarships While a majority of our OER facilitators have attained the CC Certs track edu certification, there are still a few who have yet to do so. Hence, we have established the CC Certs track edu certification as a prerequisite for OER trainers. To facilitate this, we are offering CC Certs track edu scholarships to 5 participants engaged in the OER collaboration forum. This certification program will be conducted online by Creative Commons HQ over a span of 3 months. All scholarship recipients will subsequently serve as facilitators in the upcoming phases of OER training.
2.2 OER Training of Trainers This training session aims to provide comprehensive guidance to trainers on event sequencing and the utilization of Learning Management Systems (LMS) in OER training. Trainers will also be equipped with insights into Wikimedia projects slated for integration into the training, such as Wikimedia Commons and Wikibooks. Throughout the training, we will rigorously assess each activity and actively solicit feedback from trainers to ensure the seamless execution of the training process.
Strategy #3: Increasing Participation in OER Training and Contributing CC-Licensed Content and OER Creation in Bahasa Indonesia, contributed to Open Platforms
To achieve this strategy, we have designed a series of activities aimed at increasing the number of educators receiving OER training, contributions, and reuse of CC-licensed content, as well as creating OER in Bahasa Indonesia, which will then be contributed to open platforms.
3.1 OER Training OER training is conducted online using a Learning Management System (LMS). This training is intended for formal/informal educators who have previously created digital teaching materials. Participants will receive materials on copyright for educators, CC licensing, OER, and an introduction to open platforms such as Wikimedia Commons and Wikibooks. The goal is to enhance participants' knowledge, skills, and dissemination of materials acquired through three stages:
Stage I- Knowledge Enhancement In this stage, participants will begin self-directed learning, with a target participation of 300 educators. We start with copyright material as the foundational basis, given its importance for educators in avoiding copyright infringement when creating and sharing digital teaching materials. Next, participants will be introduced to CC licensing, OER, and an introduction to Wikimedia as an NGO supporting the OER movement. We will also introduce Wikimedia projects like Wikimedia Commons and Wikibooks as open platforms applying OER/5R principles.
Additionally, participants will gain an understanding of the importance of CC-licensed content in Bahasa Indonesia or relevant to the Indonesian context. This aims to raise awareness among participants of Wikimedia's positive contributions to local knowledge. Participants will also be encouraged to contribute to local content based on their place of residence by uploading photos containing local knowledge to Wikimedia Commons. Here, participants will be asked to create an account on Wikimedia Commons and contribute for the first time.
Stage II - Skill Enhancement From the selection in stage 1, 100 participants will be selected to advance to stage two. In this phase, participants will be divided into 12 groups, each accompanied by one facilitator. Additionally, there will be periodic virtual meetings for discussions and group activities to sharpen understanding of the materials provided.
In this stage, participants will also be encouraged to practice reusing CC-licensed content, including that available on Wikimedia Commons, as raw materials in creating teaching materials, with the task of creating a collection of CC-licensed works. The results of this collection will be republished on Wikimedia Commons.
In addition to contributing to Wikimedia Commons, participants will also be encouraged to collaborate on contributions to Wikibooks as practice in creating open textbooks.
After acquiring comprehensive knowledge and skills in creating OER, participants will be assigned to create OER based on their subject expertise. The resulting OER will be uploaded to Wikimedia Commons. From this second stage, a selection will be made for the top 10 participants who will proceed to the final stage.
Stage III - Knowledge Dissemination After acquiring comprehensive knowledge and skills, the top 10 participants will be prepared to disseminate the knowledge they have gained during the training in their respective regions. Participants in this stage will also present the OER works they have uploaded to Wikimedia Commons, and invite other educators to participate in efforts to liberate knowledge by uploading local content based on their place of residence to Wikimedia Commons. From these dissemination activities, the CCID team will provide support and conduct assessments to determine the top 3 participants eligible for prizes. After the training ends, the entire series of projects and OER works from the participants will be published through social media and the CCID website.
During the training, we will continue to encourage participants to actively participate in the Wikimedia Indonesia community, which is part of the OER movement in Indonesia. By joining the local Wikimedia Indonesia community, participants can continue to contribute to the development of educational content and expand the positive impact of the OER movement.
Through this series of activities, we hope to raise awareness of the importance of using CC licenses and creating OER, and encourage more people to contribute to expanding access to knowledge through open platforms.

As part of our plan to develop this project, we have prioritized close collaboration with the Wikimedia community, including Wikimedia Indonesia. We have planned a series of concrete steps to involve and partner with them in the planning, participation, and execution of our proposal.
