[edit]This reallocation will no longer be completed. After talking with various IP law firms, we were informed that they are reluctant to pursue a case like this in absence of an actual case. The firms would much prefer if there was a documented actual harm resulting from the disambiguity in the existing law and to use that as a base for any further action.
The Chapter has already mentioned this development to Mr. Asaf Bartov of the Wikimedia Foundation (WMF) when he visited the Philippines in early 2015, and to Ms. Alex Wang during a phone conference. One of the suggested modes of action is for the WMF to consult its legal department to see if a statement or legal document can be released to help move this issue forward. However, the Chapter decided that it would be better in the short-term to concentrate on other more pressing matters and have therefore decided to discontinue with this reallocation project.
