Project scope and list of activities

Current grant will cover the activities of Wikimedia Eesti on year 2012. Due to several delays, our economic year started only in February, 2012.

Estonian Science Photo of the Year

The annual photo competition. Last year, there were some excellent pictures by top-notch photographers. Now, we want the same, only more and, if possible, even better.

Project goal: we want to get a lot of photos and compose a traveling exhibition. Hoping for about 600 images.

No non-financial requirements.

Fit to strategy: outreach and increase of participation. In 2012 we are working hard to cover Estonian science (e.g. creating articles about all notable Estonian scientists).

Other benefits: media coverage.

Estonian-Hungarian article competition

A mutual article competition: Hungarians will write articles about Estonia, Estonians about Hungary.

Project goal: to have a lot of good, extensive articles.

Non-financial requirements: we intend to include Hungarian embassy in Estonia and Estonian embassy in Hungary, this project has also been discussed with Estonian Institute.

Fit to strategy: this is planned as a part of Finno-Ugric cooperation we wish to start in 2012.

Other benefits: media, both in Estonia and Hungary.

Measures of success: at least 300 improved articles about Hungary in Estonian Wikipedia, and at least 300 improved articles about Estonia in Hungarian Wikipedia.

HELP 3

The third annual photo competition for the photographs of Estonian nature.

We want to get a lot of photos (500+) and gain some media coverage.

No non-financial requirements. The budget of the event is minimal (both HELP and HELP2 have been done with almost no expenses).

Wikipedia conference

Visionary conference "Wikipedia and Estonia". A high-end event. Keynote speaker: Jimmy Wales. Opened (hopefully) by Estonian president. Other speakers might include WMDE, WMSE, WMUK (Roger Bamkin), Skype, Estonian Association of Newspapers, IT College, minister of education, et al.

Additionally, the Estonian translation of Lawrence Lessig's "Free Culture" will be presented.

Project goal

The main aim is to indoctrinate the opinion leaders of Estonian business, education, politics, culture, and media into Wikipedia.

The further goal is to establish contacts with most of the people whose opinion matters, and start as many partnerships in the wake of the conference as will be feasible with the human resources we have. Also, we hope to expand those human resources.

This event should provide the background for our discussions on state policies concerning the intellectual property, data privacy, and trademark law, but also Wikipedia's (and Wikimedians') legal status, our social and educational strategies, etc.

And we aim for overwhelming positive media coverage that could be international at least to some extent.

Measures of success: The project will be successful if henceforth, Estonian Wikipedians will never be turned away at any door, but will be at least listened politely everywhere. It's like getting a foot between the door into a people's mind.

Otherwise, we hope to have at least 150 participants, most of them influential in their own rights, giving us overwhelmingly positive feedback.

Team members: At least five volunteers. One paid project leader (a professional with many years of experience, it really pays to pay for quality). One bookkeeper (see below). One White Rabbit (User:Oop).

Estonian Wikipedia 10

In 2012, we shall celebrate the 10th birthday of Estonian Wikipedia and also reaching the limit of 100,000 articles.

Project goal is to get some (additional) positive media coverage and to motivate our Wikipedians a bit.

Latvia 100

Estonians are not very well informed about Latvia. To improve that unfortunate lack of knowledge, we want to have a list of the 100 most important subjects on Latvia that should be covered in the Estonian Wikipedia. It would be best if we could allure Latvian Wikipedians to compose that list, but if they won't do it, we'll compose it ourselves. And then we're gonna write the articles.

Project goal: 100 nice articles about our best southern neighbour, all at least covering the essentials.

No non-financial requirements.

Fit to strategy: quality (more and better useful content).

Other benefits: possibly, international cooperation and the increase of activity among Latvian Wikipedians. Maybe a little attention in media.

Measures of success: 100 new or improved articles.

Wiki Loves Monuments

Last year, the participation in WLM was quite good in Estonia. If we reach a good coverage in media, it might be even better.

Project goal: to have a lot of people participating, and to get a lot of photographs.

Non-financial requirements: TBD.

Fit to strategy: outreach and participation, definitely.

Other benefits: the competition may lead to new articles in Estonian Wikipedia and this is a good chance to find some people who could start making pictures for Wikipedia.

Measures of success: we hope to get more pictures than we got the last time (that is more than 3100 images) and also increase the geographical coverage (last time, it was mostly Tallinn and a little bit of Tartu).

Team members: Adeliine, WikedKentaur, Kruusamägi. We have also started contacting local youth centers to include their photo enthusiasts.

Wikiexpeditions

In our budget, we have determined costs for two wikiexpeditions: one to the city of Narva on the eastern border of Estonia, and one to Northern Latvia. The main cost will be the transport - preferrably by car, but possibly also by train or bus (depending on the available car pool amongst Wikipedians). If there is interest, and costs for these two expeditions are lower than expected, it is possible to arrange a third trip. It is hard to determine the exact dates for expeditions as we need suitable weather for taking pictures.

Project goal: The aim of both wikiexpeditions is to gather material about the region, and establish local contacts. On the expedition into Northern Latvia, the main goal is to cover the Estonian culture in Latvia. There are many places that might not concern Latvian Wikipedians much but are notable in the context of Estonian cultural history.

Non-financial requirements: There has to be a thoroughly prepared route covering the main localities that need to be photographed. There will be a list of necessary photos (buildings, places, possibly people). Also, there preliminary contacts will be established and agreements for meetings set.

Fit to strategy: More useful content on Narva and Latvia.

Other benefits: Motivating Wikipedians. Measures of success: An expedition will be considered successful if there will be at least 300 new photographs on Commons (hopefully many more), all the necessary people will have been met and all the photographs have been incorporated into articles on Estonian Wikipedia.

Quiz show in Tartu

Wikipedian team has been competing in the quiz series of University of Tartu quite successfully, recently even winning one event. (It's notable because our team includes no long-time (semi)professional quizzers, just ordinary Wikipedians.) We arranged one event in the series, composing our own questions for all the other teams to solve. It was on February 22nd, and was met with general approval (although our questions might have been a little bit too hard).

Project goal is to show Wikipedians in the best possible light amongst smart people.

Round table on education

This would be a round table centered on the possible uses of Wikipedia in Estonian education.

Project goals
  • First, we need to attract all relevant parties: the main universities, ministry of education, schools, student unions, etc.
  • Second, we want to collect there opinions on how could Estonian Wikipedia become more useful for the needs of education, so it can be fitted better into our education system.
  • Third, we want to establish partnerships with all participants to start particular educational projects in cooperation.

Fit to strategy: mostly, credibility. Also, possibly a bit of financial sustainability due to following joint projects.

Other benefits: It's a preparation for the other activities, developing our educational strategies.

Measures of success: A fruitful discussion for mutual benefit takes place.

A round table centered on the interests of several concerned parties in the rewriting of Estonian copyright law. It is (or soon will be) rewritten in the ministry of law, and we would have a much better chance to influence the result if we would make a joint effort. Some of the possible partners would be: Association of Estonian Newspapers, Estonian Internet Community, National Library, Library of University of Tartu, The Association of Estonian Museums.

Project goals: First, to get all partners behind the table to discuss our mutual interests. Second, to forge a league of interested parties on the matter of copyright.

Fit to strategy: credibility.

Measures of success: The project will be considered to be a minor success if we get all the necessary people talking to each other, find out what they want, and depart in the atmosphere of goodwill. It is a delicate matter, and everyone has their own tender interests in mind.

The project will be considered to be a major success if we get all parties to agree on a mostly uniform list of changes that need to made in the copyright law, and will start a major joint media campaign on that matter, leading to us all participating in the process of rewriting the law.

Reserve fund

There are many minor projects in the process of development now. Most of those might not cost anything, or have infinitesimal costs. Some are intended to be realized in the future, beyond the financial horizon of 2012. Still, there might be some unexpected opportunities that we would like to seize, so the bottom line might change.

Some examples of our minor projects:

  • an article competition for med students,
  • a project for cooperation with the schools from Tartu,
  • documenting Estonian science,
  • special digitization projects,
  • a project for developing the coverage of Armenian themes in Estonian Wikipedia (and hopefully, vice versa),
  • sports photography competition,
  • QR code project,
  • etc.

Fenno-Ugric cooperation

We would like to use Estonian central geographical position in the Fenno-Ugric world, good know-how and relatively cheap prices (in the EU context, anyway) to arrange a seminar on the development of Fenno-Ugric wikis. The major ones amongst those are Hungarian, Finnish, and Estonian. The minor ones are Võro, Livonian, Votyak, Vepsa, Sami, Khanty, Mansi, Ersa, Moksha, Komi, Udmurt, etc.

For minor languages and cultures like the eastern Fenno-Ugrians, Wikipedia is of a particular importance, as these peoples might never reach a printed encyclopedia, and anyway, Wikipedia has the chance to be the biggest, most objective and thorough independent resource documenting their language and culture.

There is a strong tradition of cultural cooperation of Fenno-Ugric nations. It makes sense to develop that also in Wikipedias. After all, we know the situation in minor Fenno-Ugric Wikipedias relatively well, and we have many common problems and interests that could be solved better together, exchanging best practices.

Project goal: For the start, we try to organize a meeting of FU Wikipedians in Estonia, hopefully in cooperation with University of Tartu and Fenno-Ugria Foundation, trying to establish contacts and discuss common issues.

Fit to strategy: outreach, participation, quality.

Other benefits: A lot of media coverage, mostly likely international.

Measures of success: Starting active cooperation between FU Wikipedias.

Narva-Ivangorod (together with WMRU)

Twin cities of Narva and Ivangorod are situated on the opposite sides of river Narva, across the border between Estonia and Russia. The history of that area is multilingual, having many important resources for both Estonian and Russian history in Estonian, Russian, German, Finnish, Swedish and other languages. Also, it is currently not easy to get visa for both people, so it is usually possible to take photographs on only one side of the river. In that context, it makes sense to cover that area in cooperation with WMRU.

Project goal: The general aim is to establish interconnected portals on the area, both on Estonian and Russian Wikipedia, and start covering the important themes with articles and photos. It would also be nice if we could attract more people from the area to Wikipedia, and establish a better contact with the Russian community in Estonia (as the urban areas of northeastern Estonia are predominantly Russian, this could be good place to start).

Non-financial requirements: First of all, this needs a lot of goodwill from two people with a long trail of historical and political issues.

Fit to strategy: quality, possibly

Other benefits: Provoking interest in media, possibly in both countries.

Measures of success: At least 100 new or improved articles on Narva-Ivangorod region in each participating Wikipedia.

Image project with Estonian Institute

Estonian Institute, a non-profit institution under the governance of ministry of culture, dedicated to spreading information about Estonian culture in foreign languages, has agreed to make a major donation from their photo archive to Wikipedia.

Project goal: To have a mass of photos transferred to Commons, all together with properly described metadata, including license information. Integration into articles will probably take some time.

Non-financial requirements: This project depends a lot on the goodwill of the ministry of culture and the general work load of good folks in Estonian Institute. Tight cooperation on technical matters is also necessary to transfer all metadata correctly into formats usable for Wikipedia.

Fit to strategy: quality (more content).

Other benefits: media.

Measures of success: at least new 1000 photos in Commons.

Cooperation with the Estonian Association for History and Philosophy of Science

Wikimedia Eesti has been approached by the Estonian Association for History and Philosophy of Science, a non-profit NGO that has been publishing the Biographical Lexicon of Estonian Science (2 vols have been published, 2 vols are in manuscript). As the costs of publication have grown, economic crisis and inflation have taken its toll on the possible buyers, and it has never been a commercial project anyway, we were offered the possibility to publish all that material in Wikipedia on CC license, a proposition that we could not have denied.

Project goal: To include all 8000 articles on Estonian scientists from the lexicon, properly formatted and referenced. By estimation, about 6000 of them are new, and 2000 persons have already been described in Estonian Wikipedia to some extent.

Non-financial requirements: A miracle has been provided for us from Armenian Wikipedians who have already sent us a bot they use for formatting and transferring freely licensed encyclopedias to Wikipedia. If we can modify it to suit our purpose, all kinds of fun will become possible. The Kazakh Wikipedia has a bot for that as well.

Fit to strategy: An influential rise in quality in a large field.

Other benefits: Both parties are interested in gaining media coverage. Our highest hope is that the publicity gained from this project could influence some other owners of proprietary lexicons to donate their texts and databases to Wikipedia for further development and modernization.

Measures of success: About 6000 new and 2000 improved articles in Estonian Wikipedia, preferably by the midsummer.

Digitization project

In cooperation and coordination with Estonian memory institutions - Estonian Literary Museum, Library of University of Tartu, Tartu Public Library, Estonian National Library -, we have started a project to digitize the elder, license-free part of Estonian literature into Wikisource. We have started with the literature that is compulsory in schools, as it has the highest demand and will direct most traffic to Estonian Wikisource. After that, there are many kinds of possible ways to employ skilled volunteers (e.g., Estonian Literary Museum has one of the greatest folklore archives in the whole world, with just a fraction of it properly reachable in a digital form).

Project goal: To have a significant part of the license-free compulsory Estonian literature in Wikisource. In the long run, our goal is to forge a partnership with the abovementioned institutions, compose a joint project and apply for funding for EU and local financial structures to ensure the continuance of the project.

Fit to strategy: Quality (a lot of new content), possibly financial sustainability.

Other benefits: We aim for a significant media coverage.

Measures of success: TBD, we're currently in the preparation phase. We hope to publish 5-8 books on our own by the end of 2012 (one is already published) and 5000+ pages of materials together with the Estonian Literary Museum.

Cooperation with media companies

We hope to start partnerships with several media companies to get photo donations. It would also be nice to have some screenshots from local TV channels.

On the other hand, we would like to provide the necessary training and support so people from companies could add information about their enterprises and related issues in Wikipedia in a way that is not harmful but beneficial, keeping in line with the Wikipedian principles. It is much better to include than abhor.

Project goal: At least a slow rise in the quality of articles about Estonian enterprises and media. In the long run, we would like to grow responsible participation in Estonian Wikipedia amongst the whole local business community.

Fit to strategy: Quality, outreach, and participation.

Other benefits: Well, its media, what do you expect?

Measures of success: Starting cooperation with at least one company by the end of the year. If we get a hole in the dam, a flood fill surely follow.

Wikipedia in universities

Last fall, there were at least 8 courses in University of Tartu that made students write articles in Estonian Wikipedia and that produced 450-500 articles (0.5% of all articles in Estonian Wikipedia). And there were some additional courses in other universities as well. We intend to propagate that custom and maybe also look what have been done in Wikipedia Education Program.

Project goal: Get more good articles and raise the awareness about Wikipedia. Hopefully also get some more Wikipedians. As people would include Wikipedia in educational process even if we protested, our goal is to encourage and facilitate that process so that it would be a positive experience for everyone. In the past, the overwhelming flow of articles that badly need editing has swept some of us like Nile. No need to repeat that, soft and easy now.

Fit to strategy: Participation. Most likely, as much participation as we can take without damaging the integrity of Estonian Wikipedia. Someone has to edit and copy edit that stuff. Also, quality.

Other benefits: Media.

Measures of success: A lot of content, everything edited in time, no noticeable disruptions for the readers and a joyful atmosphere for Wikipedians.

CEE

We also intend to send two folks to CEE Wikipedian conference in Belgrade in May. Again, we have some ideas on CEE cooperation that we'd like to discuss with the other chapters.

Project goal: See people, talk to people, spread ideas, get ideas.

Fit to strategy: Exchange of ideas should count towards "organizational maturity and effectiveness".

Other benefits: International cooperation.

Measures of success: It would be best if we could get at least one of our own ideas going in CEE cooperation, but we won't have failed if we at least start participating in someone else's CEE project. No matter whose it is, if it's good.

Wikipedia Summer Days

The annual gathering of Estonian Wikipedians, discussing all kinds of Wikipedian matters, organizatory and otherwise, solving old feuds and establishing new ones. It really ain't expensive. We'll also have a general meeting.

Project goal: The main aim is to motivate people.

Fit to strategy: Organizational benefits.

Measures of success: And they edited Wikipedia happily ever after.

Team members: Kruusamägi, Adeliine, Oop, hopefully everyone else.

Promotional materials

Last year, we printed some postcards, stickers, visit cards, WLM booklets, etc. It might be useful to make some more.

Project goal: Producing as little promotional material as possible, but as much as necessary. It would be nice if there was some interesting stuff.

Fit to strategy: strengthening our organizational brand.

Measures of success: It will be a success if people will like our stuff, both Wikipedians and sane persons.

Motivational events

Last year, we had a little Christmas gathering, chatting on Wikipedian matters in the atmosphere of general goodwill. As it was quite well received, we thought it might be good for Wikipedia if we met a little bit more often. The main costs are to provide transport costs for those who have hard times, and maybe getting a round of snacks for everyone.

Project goal: Our motivational events are strictly motivational. Bonding, conflict resolution, idea exchange, etc.

Fit to strategy: A motivated Wikipedian works more and harder, therefore, organizational maturity and effectiveness.

Measures of success: People come eagerly and leave happily.

Bookkeeping

After a year of messing with the documents we decided it will be a lot less painful to buy that service from a professional.

Project goal: To free our time for work on Wikipedia.

Non-financial requirements: A trustworthy bookkeeper versed in the particularities of NGO bookkeeping would be necessary. Fortunately, we have acquired one such.

Fit to strategy: Big stuff on organizational maturity and effectiveness. It will move our chapter forward like a kick in the rear.

Measures of success: Our books will be kept, our conscience will be clean, and nobody will go to jail.
