If we consider all registered have a reputation to protect and anonymous users not caring as much, then by delaying the public publication of a page that has been edited by an anonymous user the heat may be taken out of the issue. The edited page is made available only to registered users, anonymous users only see the public page. If the delay is say 1 hour, which will give registered users the window to look at the page and edit it to make it fit for publication, which because they are a registered user will be instantaneous. Registered users who abuse the system can be IP tracked and blocked.

[edit]What is the problem you're trying to solve?
[edit]Harassment is generally targeted to a single users due to a frustration on a particular point. Time and reputation can sometimes take the heat of a situation.
What is your solution?
[edit]Delay the publication of a page that has been edited by an anonymous user by say an hour. Registered users will see the edited page an if they revert the edit then there is no change, if they do nothing then it is probably accepatble and will be published within an hour. This will allow A registered user is not likely to risk his or her reputation engaging in unbecoming behaviour .

- This should greatly decrease profit for the offender. However, the idea needs some fine-tuning. First of all, the time can’t be simply 1 hour — the value should be derived from the actual response times of people, who fix such issues. The second main problem is that while the edition is waiting for publication, no unregistered user can edit it, hence decreasing amount of positive input into Wikipedia.
