What is the problem you're trying to solve?

The Wikimedia community currently has put little development into a code of conduct. Many other online communities have. The Wikimedia community needs a code of conduct to guide discussions about the expected conduct of community members, and in developing this code of conduct, it would be best to build from the precedents developed by other online communities and to emulate whatever good ideas have already been proposed.

What is your solution?

Probably the Wikimedia community can best manage the creation and development of its own code of conduct, and probably the Wikimedia community can best alert itself when anyone anywhere in-wiki or in an external community has a good idea for a code of conduct. Most creative processes relating to the code of conduct for Wikimedia projects should originate from volunteers.

However, considering that a code of conduct is a tool to prevent interpersonal problems among other things, and considering the extreme harm that intrapersonal problems can cause, it would be worthwhile to have a paid staffperson manage certain borig aspects of the maintenance of the code of conduct. The paid staffperson should be on hand to do the things which the Wikimedia community historically has been unable to recruit volunteers to do, including the following:

  • Maintain open contact information for communication with entities outside the Wikimedia community
  • Verify translations
  • Commit to schedules for updating content cross-wiki, should there be a need to update multiple translations or content in multiple areas, or otherwise do non-controversial quality control
  • Curate and do boring documentation of discussions of codes of conduct in online communities, both within Wikimedia projects and critically within discussion forums hosted by other online communities
  • Curate and do boring documentation of contact information of communication channels in other online communities for discussing codes of conduct in online communities
  • Any other task associated with synchronizing best practices for online behavior in the Wikimedia community as guided by the best practices proposed in Wikimedia forums and any other online community forums referring to any other online project

Project goals

  • Provide this service in coordination with other related services, perhaps under the direction of a community human resources staffperson
  • All online communities become aware of the concept of a "code of conduct" for online communities
  • The development of the Wikimedia community's code of conduct increases proportionately to its members desire to set best practices about community behavior. Currently, there are a lot of discussions about policies relating to harassment, and little centralization of the development of responses to it
  • All ideas for Wikimedia's code of conduct are collected
  • A directory of the codes of conduct for many online communities is created
  • A culture of expected Internet behavior is developed and norms for online communities become more standardized
