Purpose of the report
[edit]This form is for organizations receiving Annual Plan Grants to report on their progress after completing the first 6 months of their grants. The time period covered in this form will be the first 6 months of each grant (e.g. 1 January - 30 June of the current year). This form includes four sections, addressing grant metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.
Overall situation
[edit]This year has started under better auspices with a temporary lull in the pandemic. We took the opportunity to leave the premises previously occupied by the association since 2014 to integrate new temporary premises rue Martel in the 10th arrondissement of Paris. We were also able to organize a Wikicamp in Autrans-Méaudre en Vercors at the end of August which brought our volunteers together for a convivial moment. The traditional WLM started in September for an 11th edition. The open content report is in its finalization phase and France has a new wikimedian in residence after the signing of a partnership between Wikimedia France and the metropolis of Clermont-Ferrand. In partnership with Wikimedia Tunisia, Wikimedia France actively supported the organization of an online edition of the French-speaking Wikiconvention, but above all on November 21, 2021, 16 French-speaking affiliates of the movement decided to formalize WikiFranca by creating an association based in Geneva. We also conducted a call for tenders for the creation of a Wikipedia game which will aim to transmit essential knowledge on the functioning of Wikipedia without bringing young people to contribute directly. We also conducted, with our new partner Vikidia, a survey of the Vikidian community which collected nearly 800 responses and which should allow us to develop an action plan dedicated to this new audience for the association. The Lingua Libre development and update service has come to an end. We have implemented a new internal expense management system to strengthen our procedures. Above all, it was a period of significant work around a new multi-year partnership between the Ministry of Higher Education and Research and Wikimedia France as part of France's commitments for the open government partnership.

Quick conclusion
[edit]The second half promises to be eventful and will undoubtedly confirm the transformation of part of our activities with the desire to have a systemic impact. The partnership with the Ministry of Higher Education and Research will enable us to produce training plans recognized by the State and made compulsory for teacher-researchers. Wikimedia projects will be fully registered in the national open science barometer. This means that the French state includes the participation of researchers and professors in Wikimedia projects as an important indicator for open science. The process of labeling cultural institutions is part of the same process. We are going to complete the MOOC Wikidata but we wonder about the sustainability of the MOOC model in the future. As the association has begun to revamp its strategic plan, these questions will feed our thoughts.

Quick Conclusion
[edit]The creation of WikiFranca will bring about several important changes. The financing of actions in Africa, which was done until now via the Wikimedia France micro-financing commission, will gradually migrate to this new organization. Similarly, we will also deploy a training plan within WikiFranca. The Guyana project will continue its development and should soon be associated with a similar project in Guadeloupe with a view to strengthening the participation of overseas populations. Lingua Libre also remains an important issue and as part of the overhaul of our strategic plan, it will be more than necessary to ask the question whether Wikimedia France is able to support the development of a tool with exponential growth on its own.

Overview of the past six months
The covid-19 pandemic having given us some respite, we were able to organize an event with our community, inspired by Wikimedia Armenia, a Wikicamp in the Alpine mountains with the program, integration of newcomers, contribution, visits and work meetings . This event allowed us to rediscover a certain local dynamic that had been disrupted with the pandemic. The traditional contribution competitions also marked this first semester with a new and final edition of Wiki loves Monuments in France since we intend to resume and expand the competition a little in 2022. We have also organized a new edition of Wikisolidaire, turned towards the medical field and with the participation of epidemiologists and doctors in line with the partnership between the WMF and the WHO. |

[edit]The volunteer and community program must continue to be strengthened. The training program is stabilizing and becoming annualized. The flexible format of Wikicamp has made it possible to imagine a more suitable welcoming event than conventions that become too technical. Similarly, psychological and legal support is increasingly important. The association is currently engaged in 2 legal proceedings to support volunteers from the encyclopedia who have been threatened. We are going to continue this program overhaul, particularly as part of the overhaul of our strategic plan.

Overview of the past six months
The recruitment of an advocacy officer has had a considerable impact on our missions by facilitating our access to ministries and personalities. It has also made it possible to make our voice heard at national level in a stronger way and to support the work of FKAGEU at the new level of the European Union. The subjects were not lacking and greatly mobilized the association (Digital services act, law on republican principles, terrorist regulations, etc.) as many bills aimed at regulating digital technology. In this period of national election in France with the presidential and legislative elections, we make our voice heard with the publication of numerous forums. From a communication point of view, the association approached YouTubers to explain how the projects work. A video dedicated to Wikipedia and produced by a French youtuber garnered 100,000 views in 3 months. Finally, we conducted a successful fundraising campaign last December which should allow us to achieve the objectives set and strengthen our donor base after a major change in CRM. |

Quick Conclusion
[edit]The advocacy work allowed us to meet new actors and to act more quickly. We are thus relays in France of the positions of the movement at European level. We exchange quickly with institutions and we position ourselves with key players. Wikimedia France is now part of the working group bringing together the main platforms (Google, twitter, facebook, twitch...) around the Ministry of the Interior. The awareness campaigns that we develop allow us to reach new audiences who are attracted by the association and its action. Finally, we are continuing our work to diversify our resources, particularly with the aim of weighing less on the finances of the movement.

[edit]- Global metrics are an important starting point for grantees when it comes to measuring programmatic impact (Learning Patterns and Tutorial) but don’t stop there.
- Logic Models provide a framework for mapping your pathway to impact through the cause and effect chain from inputs to outputs to outcomes. Develop a logic model to map out your theory of change and determine the metrics and measures for your programs.
- Importantly, both qualitative and quantitative measures are important so consider both as you determine measures for your evaluation and be sure to ask the right questions to be sure to capture your program stories.
