Purpose of the report
[edit]This form is for organizations receiving Annual Plan Grants to report on their progress after completing the first 6 months of their grants. The time period covered in this form will be the first 6 months of each grant (e.g. 1 January - 30 June of the current year). This form includes four sections, addressing grant metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Telling your program stories - all programs
[edit]Please tell the story of each of your programs included in your proposal. This is your chance to tell your story by using any additional metrics (beyond global metrics) that are relevant to your context, beyond the global metrics above. You should be reporting against the targets you set at the beginning of the year throughout the year. We have provided a template here below for you to report against your targets, but you are welcome to include this information in another way. Also, if you decided not to do a program that was included in your proposal or added a program not in the proposal, please explain this change. Overview - Within its mission and activities, Wikimedia Serbia realizes three programs, through which it intensively works to promote volunteering and integrate the Wiki Platform into the work of educational and cultural institutions. They have a great influence on the youth and the general public, and therefore they can raise awareness about the spread of free knowledge and the possibility that we can all contribute to the increase of free content and equal access to knowledge. Through its Education program, Wikimedia Serbia cooperates with schools, faculties and organizations dealing with non-formal education in order to introduce Wikipedia to ever-increasing number of pupils, volunteers and students. In addition to the students, active participation is also taken by teachers and professors in order to modernize their teaching, work on their professional development and enable students to improve their skills. The greatest share in raising awareness on free knowledge is held by cultural institutions (museums, libraries, archives, and other institutions of public importance), which started the cooperation throughout our GLAM program. The mentioned institutions have very important cultural heritage in their archives, which they are sharing through Wikimedia projects and thus increasing their visibility. Since Wikimedia Serbia is a volunteer organization and part of an international volunteer movement, the organization strives to grow volunteering, which is implemented through all three programs, and especially within the Community Support program.
EDUCATION PROGRAM
[edit]The Education Program is intended for scientific and educational institutions, primarily targeting teachers and students of secondary and higher education institutions. The goals of the program are directed towards the growth and development of Wikimedia projects by enriching the content from an academic perspective and adding new users from academia. Projects within the Education Program are adjusted to the level of education and specific target group and they are being implemented through training and workshops on Wikipedia editing, seminars, edit-a-thons and other events. Each of the projects is aimed at one of the three main target groups:
- Pupils and students represent the greatest target group we are currently working with. In most cases they are being introduced to editing Wikipedia for the first time, and our goal is to use the project Wikipedia in Schools as a way to encourage them to continue editing even after the project has ended, but also to interest them in volunteering on various wiki projects.
- Teachers, professors and assistants are a very important target group, because they represent the best way to approach students. Although they rarely continue to actively edit Wikipedia after an accredited seminar, we often collaborate with them on the Wikipedia in Schools project, which they see as a chance to modernize their teaching resources and make teaching innovative.
- Volunteers are a target group that mostly helps with the realization of activities in the education program. They are mostly students of the final years at the university and most often their activities are related to the Wiki-ambassador position, the promotion of the project Wikipedia in schools, and assistance in the implementation of training and seminars.
Wikipedia in schools
Goal: Introducing Wiki-projects to academic circles Description: Students write their papers on Wikipedia or other Wiki projects, and in return receive points within their subject exams in school or university. Accredited seminars Goal: educating teachers to work independently in order to implement Wiki-projects in their institution Description: project involves organization of accredited seminars Application of online wiki tools as a didactic means in teaching throughout Serbia. The seminars are accredited by the Institute for Advancement of Education (State Institute for professional development of the teachers) and teachers gain 8 points for professional development by attending it. These seminars are all-day workshop on how to edit Wikipedia and implement it in class. The seminars are designed exclusively for teachers. Outcomes of realized projects
[edit]Wikipedia in school
[edit]Due to the nature of the project, the activities included the first semester (January) and the second semester (February - June). In January, all activities within Wikipedia in school were focused on monitoring edits from that semester and planning workshops for the second semester. In the period from January to June 2019, a total of 51 workshops were held in secondary schools, high schools and faculties. Additional activities have also been implemented:
- Publishing video tutorials on editing Wikipedia has been done in cooperation with the High School of Electrical Engineering and Computing. In agreement with the school, we have gathered a team of six students and four teachers who worked on tutorials, and they had all the facilities of the school at their disposal, in terms of narration-recording studios, all programs for screen capture, assembly, production and post-production. The production of the tutorials was successfully completed, after which they were published on our official YouTube channel and Wikimedia Commons. We are currently in the final stage of creating another batch of tutorials that will include other topics related to editing Wikipedia.
- At the initiative of students who participated in the Wiki Student project at the Faculty of Philosophy in Belgrade, cooperation was established with the Faculty of Philosophy, University of Novi Sad. We haven't previously cooperated with this University, and it is the second largest university after Belgrade.
- After an accredited teacher training seminar, two teachers of the Seventh Belgrade Gymnasium were interested in applying what they learned in practice, thus cooperation with the Seventh Gymnasium in Belgrade was realized.
- Thanks to the engagement of Wiki ambassadors, students of the Mathematical Grammar School had the opportunity to work on the Wikidata project for the first time.
- Long-standing cooperation with the High School of Electrical Engineering and Computing has been expanded with editing Wikidata, which is important for the popularization of this project among students.
- Presentations at the International Scientific Wiki Conference in Porto and the Conference on Digital Humanities at the Faculty of Philology in Belgrade were held. On both of them, representatives of Wikimedia Serbia presented the project of professional development of teachers through an example of the accredited seminar. Participation in conferences is important for increasing the visibility of Wikimedia Serbia, because we usually have the opportunity to publish a paper in the textbooks on the topic of using Wikipedia in the classroom. That enriches our list of scientific papers in Serbian about Wikipedia and gives us a good base for further scientific work. Also, organizers of the second conference will make courses for each topic presented (including ours about Wikipedia) and those courses will be publicly available on the Internet. This will allow anyone to learn more about Wikipedia.
- Cooperation with the Faculty of Sports of the University Union-Nikola Tesla was made within the project Olympic Sports through History. The project is independently run by the representatives of this faculty, which is the ultimate goal of granting funds to the educational institutions.
- Partnership with the Ministry of Trade, Tourism and Telecommunications was made and we organized a workshop in the EU Info Center in Belgrade. Partners on this activity were Red Cross of Serbia and Unitas fund. Realizing the cooperation with state institutions is of the great benefit for Wikimedia Serbia, since it is possible to apply for grants and additional funds at the same institutions.
- Partnership with the Belgrade Center for Security Policy was made and we organized a workshop on editing Wikipedia about the security sector reform. The workshop was one of the activities on a project supported and financed by the Organization for Security and Cooperation in Europe (OSCE).
Accredited seminars
[edit]In the first half of 2019, the following activities were carried out:
- Three accredited seminars were held in the elementary school "Sava Šumanović", secondary school "Rade Končar" and the Institute for Modern Education in Belgrade. The first two seminars were held thanks to the recommendation given by the participants of the previous accredited seminars. Namely, some of the teachers of the mentioned schools participated in seminars held in other institutions in 2018, after which the school management contacted us in order to organize seminars in their own school. In the elementary school "Sava Šumanović", partnership was already made on the project Wikipedia in schools before the seminar was held. The seminar in the Institute was held in partnership with this institution we already established cooperation in 2018. The Institute has so far proved itself to be an extremely reliable partner of Wikimedia Serbia in terms of providing adequate space for seminars as well as participants who attend it.
- Monitoring the implementation, supporting teachers in order to continue using the Wikipedia in teaching helped us to establish clearer criteria for the target group we want to attend our seminars, most of all in terms of computer literacy.
Edu Wiki camp
[edit]Activities on this project were undertaken in the period from March to June 2019. The location of the campsite was chosen (Kladovo) and it was decided that the duration of the camp will be shorten in order to achieve higher number of participants than in the previous years. We realized that this project is the one that brings most active volunteers and Wiki ambassadors and we also believe it is important for strengthening the volunteer capacities of Wikimedia Serbia. Edu Wiki camp, which is planned from 15th to 18th July will be diverse in terms of activities, workshops and lectures. The focus will be on introducing participants to each other through various activities (quizzes, mini-competitions, team building activities, editing marathons). We will also focus on the possibility of their engagement within various projects in Education program. Thus, the representatives of Wikimedia Serbia will talk about Wiki ambassadors, accredited seminars, Dashboard and other important things. At this year's Edu Wiki Camp, we strengthened the trainers' capacities with new Wiki ambassadors and Edu Wiki volunteers. This is why we want to encourage and motivate active volunteers to take an active part in the work of Wikimedia Serbia in the future. One of the factors of motivation is that some of last year's camp participants at their faculties received additional ECTS credits for volunteer activities on Wiki projects. These points are included in the diploma supplement after completing the studies.

Successful stories
[edit]Story: The end of the project at the Faculty of Philosophy in Niš did not mean the end of work on Wikipedia
Last year, professors Jelena Petrović and Marina Ćirić from the Faculty of Philosophy in Niš received a grant from Wikimedia Serbia for the implementation of the project at this faculty. The cooperation was excellent, and the professors decided to continue with the activities at the faculty. In this regard, they organized a workshop on editing Wikipedia during the anniversary of the Department of Pedagogy. The workshop was organized for students and future students in order to raise awareness about teaching with Wikipedia and the popularization of Wikipedia among this target group. The workshop was organized and implemented by our volunteers from Niš and the region, together with professors. This example also shows how we have worked on strengthening volunteer activities in this part of Serbia.
Story: An accredited seminar inspired the professor to launch a Wiki project
After an accredited seminar held at the Institute for Modern Education in Belgrade, Katarina Džajić, a professor of the School for Tourism and Hospitality in Belgrade, decided to implement Wikipedia in school project in the school. Immediately after the seminar, the project got support from the school administration. The workshop was attended by 40 students of the final years of studies who wrote articles on Wikipedia in the field of the management and hospitality.
Challenges and lessons learned
[edit]Challenge: Cooperation with other non-governmental organizations
One of the main goals for the previous and this school year was to increase the visibility of the Education Program of Wikimedia Serbia. Through the presence at various events and conferences we wanted to make more partnerships that can bring us new forms of cooperation. We tried to attract even more faculties and secondary schools from smaller towns and to expand the target group and to present our projects in environments where people do not have the opportunity to participate often in projects like ours. In addition, we have established cooperation with a number of non-governmental organizations and institutions dealing with specific topics. Through these activities, we have realized that there is very strong motivation among the non-governmental sector to popularize Wikipedia in the right way and to enrich certain topics on Wikipedia. We realized that there is an interest in involving NGOs and institutions in the Education Program, but also that Wikimedia Serbia needs to provide more technical and organizational support in the realization of these activities in order to maximize this interest. This also means we learned that we have to look for the innovative and new models of partnerships within the Education Program.
Challenge: Greater assistance of Wikimedia Serbia in creating Wikipedia tutorials
After the successful first phase of creating tutorials on editing Wikipedia, Wikimedia Serbia started with the second phase of creating tutorials. Project will be done in partnership with the School of Electrical and Computer Engineering of Applied Studies. During this phase new topics about editing Wikipedia will be covered. In the first phase, four university professors formed a group of 6 students engaged in this project. Although the production of the tutorials was demanding in terms of organization and production, the school offered all its resources. The tutorials are uploaded on the Wikimedia Commons and YouTube and will be used to enrich the activities in the Education Program, but also for educating the wider community. During this experience, we learned how to organize a group of students volunteering in such a demanding project. After that, we started to make different tutorials in the second phase, with different approach, in order to be more efficient, quicker and to finish the project with the same success. First of all, this meant greater assistance and the presence of representatives of Wikimedia Serbia when students were making content in order to minimize the percentage of errors in the design phase.
What's next?
[edit]We plan to complete the tutorials for editing Wikipedia using wiki code which we do in partnership with the School of Electrical and Computer Engineering of Applied Studies. We are planning to use these tutorials for educational purposes, but we are also planning to create more tutorials for editing Wikipedia with visual editor, tutorials for Wikidata, Wikimedia Commons and other Wiki projects. During the summer, we will work on the realization of the Edu Wiki Camp, which will have a diversified program. One of the goals is to get new Wiki ambassadors who will spread the Wiki idea and who will help us with establishing new partnerships and with the expansion of the entire program. Our plan is to explore the possibility of rewarding Wiki ambassadors with additional ECTS points for their volunteer work.
During the summer we will work on translating the Wiki ambassadors' manual in English in order to enable the global community to localize it in their own languages. In addition, we will work on better monitoring of student Wikipedia articles and their quality. In addition, our goal is to introduce more Wiki projects in the Education Program in the next school year, as we did this year with Wikidata.
GLAM PROGRAM
[edit]GLAM is a standard program implemented by Wikimedia Serbia, based on the reputation of successful projects in other Wikimedia chapters. The diversity of this program enables a wide range of cooperation with cultural institutions and other similar organizations, as well as individuals. The aim of the program is to develop two-way cooperation in creating and improving the availability of cultural and historical heritage of Serbia on the Internet. The focus of Wikimedia Serbia will be to achieve stable and long-term cooperation with the institutions of culture, primarily those based on the GLAM acronym, as well as all other cultural institutions that want to participate in the creation of open and free content.
Wiki Loves GLAMers
Goal: Achieving cooperation with cultural institutions in order to increase the corpus of free knowledge, to create and improve the access to the cultural and historical heritage on the Internet, i.e. on Wiki projects. Description: Release of materials by the institutions and individuals, digitization of content, organization of edit-a-thons and other similar activities.
Goal: Increasing the content on Wikipedia on certain topic, in collaboration with culture institutions, which provide quality literature, or sources for creating articles. Description: Joint work of volunteers and GLAM employees who edit articles on Wikipedia on a particular topic within one or more days. Cultural institutions give literature and release materials for the illustration of written and improved articles.
Goal: Establishing various forms of cooperation with cultural institutions, digitization and release of different types of files, education of employees on free knowledge and free culture. Description: One month engagement of a Wikipedian in one of the GLAM institutions. That person is working on digitizing, promoting the Wikimedia mission among employees, training staff for working on Wiki platforms etc.
Goal: The goal is to motivate librarians to become successful editors of Wikipedia, to enable the expansion of a network of libraries and other cultural institutions and their acquaintance with the activities of Wikimedia Serbia, as well as the upload of quality and more informative content on Wikipedia and Wikimedia Commons. Description: Organizing Wikipedia editing workshops designed for librarians who, for a successful course, receive legally required points for advancement in the field of librarianship.
Goal: Establishment of cooperation with cultural and other institutions of importance in the territory of south-eastern Serbia, as well as digitization and release of contents of cultural and historical heritage that is in their possession. Description: Volunteers, with the logistical support of Wikimedia Serbia, establish cooperation with cultural institutions in the south-east of the country in order to put cultural and historical materials on the wiki platforms and promote free knowledge.
Goal: Digitalization of analog museum collections of the National Museum in Zrenjanin, with the aim of obtaining a detailed description of objects and photographs in high-resolution. Description: Last year, the National Museum in Zrenjanin was given a scanner in order to perform digitization. The released material was placed under free license on Wikimedia Commons. Only the employees of the museum are engaged in the project work. |

Outcomes of realized projects
[edit]Wiki Loves GLAMers
[edit]Wiki-librarian - The trusted project of the University Library Svetozar Marković (UNILIB), for the fifth time in a row, received the support of Wikimedia Serbia. The goal of the project is to inform and train librarians to become successful Wikipedians, as well as to expand the network of libraries and other cultural institutions and to get acquainted with the activities of Wikimedia Serbia in order to set up rich, high quality and more informative content on Wikipedia. In the first half of the year, two workshops were held in UNILIB to support #1Lib1Ref (more in a separate section below). In addition, three two-day Wiki-librarian workshops and one edit-a-thon were held. Three practice workshops were held for the students of the Department of Library and Informatics, Faculty of Philology, University in Belgrade. A total of 12 workshops were held. This year, part of the Wiki-librarian project is also the project of Wikipedian in residence. The Wikipedian in residence was completed in March. 158 files were uploaded, 17 new articles written, 14 articles improved and 24 articles dealt with minor edits or uploaded images.
Heritage of the Southeast - The idea of the project is to establish cooperation with cultural and other institutions of importance on the territory of south-eastern Serbia, as well as digitizing and freeing the content of cultural and historical heritage that is in their possession. In the first half of the year, Wikimedia Serbia provided communication logistics to the project leader and sent official letters to targeted cultural institutions. Cooperation with the Museum of Health Culture in Niš was established, where the first out of three arranged activities of taking photographs from the collections of the museum was done.
Digitization of collections of the National Museum in Zrenjanin - The project of the National Museum in Zrenjanin is a continuation of last year's project of digitizing museum collections. Wikimedia Serbia has provided the scanner to this institution, and the Museum team digitizes analog materials and places them on Wikimedia Commons. In the first six months of this year, their team has been expanded with three more employees trained for this process. So far, 57 files have been digitized and uploaded.
#1lib1ref campaign - The GLAM year began with the global #1lib1ref campaign of reference editing which has put Serbia at the top of the wiki communities who inserted the most references for the Wikipedia birthday. A total of 28 editors of Serbian Wikipedia inserted 1672 references to the articles where they were missing. Additionally, the winner in Serbia, user Vanilica, was placed second in the world. During the campaign, two workshops were held at the University Library, and after this competition, a gathering was organized for all participants of the campaign, where the best ones were presented with awards - vouchers for the purchase of books and promo packages.
Spring cleaning of Wikimedia Commons - Wikimedia Serbia launched a one-month campaign for editing files on Wikimedia Commons, especially the ones uploaded within GLAM projects, photo competitions and other community projects. The goal of the campaign was to increase the use of photos and other files in wiki projects, but also to categorize the uploaded photos correctly, describe and use them to illustrate articles in Wikipedia. The action began with an edit-a-thon in which a lecture on the Wikimedia Commons and fundamentals of copyright for this and other wiki platforms was held. After that, participants edited photos and other files on Wikimedia Commons. Upon the end of the action, within the local Wikilive conference, participants with most changes were awarded (vouchers for the purchase of equipment and books).
The National Library of Serbia started to upload files on its own - After several attempts to co-operate with the National Library of Serbia, with outcomes that did not indicate a two-way partnership, with this institution of culture a shift was made thanks to the Ministry of Culture, which initiated the meeting and the potential realization of the project of digitization of native collections. This idea was also presented at the Assembly of the Community of main libraries in the National Library of Serbia, and library employees started to upload public domain photos to Wikimedia Commons. Although the number of photographs is not large, this minor shift in the perception of GLAM institutions to contribute independently and continuously to free knowledge is important.
Wikipedian in residence
[edit]- Wikipedian in Residence Program at the Theater Museum of Vojvodina, Novi Sad - The Wikipedian in residence program at the Theater Museum of Vojvodina, which began in mid-December 2018, continued at this institution in the beginning of the new calendar year. The program has been running with a lot of problems, mainly due to the slowness of employees in the institution, as well as inadequate working conditions (bad internet, lack of places to sit, etc.), as well as problems with administrators on Wikimedia Commons. Because of this, the targets have not been reached. The program of residence was completed on January 31, with nine articles written, three improved, 173 released and donated photographs and one digitized book.
- Wikipedian in Residence Program at the Museum of Science and Technology, Belgrade - At the Museum of Science and Technology in Belgrade, a two-month Wikipedian in residence program began. Teodora Lukić, an experienced Wikipedian who was proven as a responsible person and excellent volunteer, was chosen. Although a lot of time was involved in negotiating all the steps of the program, this Wikipedian still had problems that slowed down her work. What is very positive is that the donated materials are of great cultural and historical value, so a good job was done by the quality point of view.
- Wikipedian in Residence Program at the Serbian National Theater, Novi Sad - The Serbian National Theater is a new GLAM partner, and in this institution WIR program started in the middle of May. The program will last for two months, but in this institution there are similar problems with the sluggishness of employees in institution. So far, WIR has uploaded 300 files on Wikimedia Commons, and wrote and improved 8 articles.
- Wikipedian in Residence Program at the Museum of Vojvodinian Slovaks, Backi Petrovac - After a successful cooperation in terms of releasing multimedia materials in 2018, Museum of Vojvodinian Slovaks is the host for Wikipedian in residence in 2019. Wikipedian is going to spend two months in this institution and he has already uploaded 189 files and wrote 43 articles. The Museum of Vojvodinian Slovaks is ready to release all materials it preserves, with about 4000 photographs and other materials.
- Open call for project proposals of Ministry of Culture and Information - Wikimedia Serbia submitted a proposal for the Wikipedian in residence program at the Ministry of Culture and Information of the Republic of Serbia for financing or co-financing projects in the field of digitization of cultural heritage. The Ministry approved funds for three two-month WIR programs in the amount of 450,000 dinars (~4,000 EUR). In order to find the right Wikipedians, Wikimedia Serbia opened a call for applications. One person was hired from newcomers, while the other was Wikipedian in residence in 2018.
All GLAM activities are shared with local and global community through blog posts, monthly newsletters for members of the organisation, as well as Тhis month in GLAM. Community members are recognizing efforts in the field of cooperation with cultural institutions and therefore showing their interest for engagement in GLAM project activities. On the other hand, despite the fact that our culture institutions are more open for cooperation, it’s still challenging to motivate employees in the institutions to edit independently on Wikipedia (especially releasing and uploading material on Wikimedia Commons).

Successful stories
[edit]Story: GLAM decentralization
Most of the GLAM activities are distributed to various parts of the country this year, which is a great way to expand this program in the future and continuously maintain it. Apart from internships in Bački Petrovac and Novi Sad, other projects are realized outside of Belgrade, such as the Heritage of the Southeast and Digitization of collections of the National Museum in Zrenjanin, as well as planned cooperation with the Art center in Kikinda.

This year's 1lib1ref action has put Serbia at the very top of communities that have entered the largest number of references in honor of Wikipedia’s anniversary. One of the editors from Serbia won the second place internationally, and the contributions of the entire Serbian community ranked them third in the world by the number of references.
Story: Wikimedia identifies a person on a released photo
Among released photos uploaded by the National Library of Serbia to Wikimedia Commons, a serious mistake has come up, as noted by the Vice President of Wikimedia Serbia, Đorđe Stakić. Namely, after consulting with historians, he found that NLS data was wrong, that is, on one of the photographs is the wrong person. The National Library has accepted this suggestion and also found that the data in their databases is incorrect. Thus, Wikimedia Serbia helped identify and correct the entered data, which forms the core of two-way cooperation with cultural institutions.
Challenges and lessons learned
[edit]Challenge: Slow institutions of culture and rivalry
The slowness of the state institutions and internal interpersonal relations in the cultural institutions continue to slow down the development of GLAM program, as well as concrete projects that are being implemented. The biggest problems are experienced by the WIR who are presented in the institutions for a limited time, with clearly defined targets. This is often followed by the rivalry that the employees in the institutions feel towards the WIR, especially at the beginning of the program. Wikimedia Serbia continues to learn how to deal with these issues and how to manage the project to satisfy all parties and stakeholders of the WIR program.
Challenge: Problems from inside
Wikipedians in residence constantly have problems with a certain Wikimedia Commons administrator Patrick Rogel. He persistently edited files with requests for deletion even though they've had OTRS pending template. Thus, it happens that the WIR have to upload deleted photos again, which results in wasting a lot of time, so the metrics for the program cannot be reached. It's absurd that WIR is practically sabotaged from inside the community. Wikimedia Serbia has implemented many programs and projects, without any copyright problems, so these situations are absolutely unnecessary.
Challenge: Knowing when to stop
The annual edit-a-thon which we organized in cooperation with the World Pantomimist Organization for three consecutive years on World Pantomime Day, was cancelled this year after an attempt to organize this event. There were numerous problems and the biggest one is that the pantomime as a topic has enough coverage on Serbian Wikipedia. We also had poor response of volunteers, due to the fact that the motivation decreased when this topic comes to the table. We also received late notice about the date when the edit-a-thon would have been organized so we couldn't organize volunteers.
What's next?
[edit]Wikipedian in residence program will continue by implementing two more WIR programs. The implementation of this project in the Historical Archive in Negotin starts on July 1st, which will be financed from the funds of the Ministry of Culture and Information. Wikimedia Serbia also has funds from the same Ministry for another program, which will be realized in the second half of the year.
Other GLAM collaborations, such as partnership with the Center for Fine and Applied Arts Terra Kikinda, that wants to release nearly 2,000 pieces artwork and host GLAM seminars and edit-a-thons during the art symposium organized by the institution.
COMMUNITY SUPPORT
[edit]The Community Support Program involves the implementation of numerous activities aimed at empowering the community that is at the core of the movement and organization. The projects implemented under this program are WikiLive conference, Competitions on Wikipedia as well as various activities within Community motivation. Also, Wikimedia Serbia this year organizes an international conference for the communities from Central and Eastern Europe. That's why it will be part of the report.
There are several types of volunteers to whom support is provided through various program activities:
- Online volunteers - in many cases, they are editors of Wiki projects (mostly Wikipedia) who contribute in increasing free content, but for some reason they are not prone to frequent meet-ups or are more comfortable editing than participating in project activities.
- Volunteers who participate in projects and events organized by Wikimedia Serbia. They are mostly people who were introduced to Wikipedia through WMRS projects (education projects, camps, conferences ...) and continued to volunteer in the organization.
- Offline volunteers - volunteers engaged in translation, event organization, logistical help related to meet-ups or Wiki Stand. Although they do not actively edit Wikipedia, they help the organization through the activities that are most in line with their interests.
WikiLive
Goal: Enabling members of Serbian Wikipedia community to get to know each other, networking and strengthening the connections between them by team problem solving and new project creation. Description: WikiLive is a local annual Wikipedian conference, which is conceived with the idea of strengthening the spirit of the community, interconnecting participants and involving them in the WMRS programs. The conference consists of a two-day program covering various topics from Wikipedia.
Goal: Increasing the motivation and active participation of the community in Wiki projects. Description: Competitions on Wikipedia are organized several times a year. They usually last for a month (except CEE Spring) during which participants write and improve articles on various topics. Members of the jury evaluate the articles, after which winners are proclaimed and rewarded. Contests are a good way to reduce the gap between Wikimedians and Wikipedians.
Goal: Establishing better communication with the community and reducing the gap between Wikipedians and Wikimedians. Description: Within the project, activities such as community gatherings, microgrants, organization of Wiki stand at public events, birthday celebrations, support for individuals in relation to the realization of activities and informing the community about various events through various communication channels are being realized. |

Outcomes of realized projects
[edit]CEE conference 2019
[edit]In the first quarter of 2019, a lot of time was dedicated to the first steps in organization of the CEE Meeting. Grant proposal was created. Community Engagement Survey was also conducted in order to make the community more involved in the design process of the programme. Within the survey, we had only 18 responses, but the answers were divided into several clusters, based on which the Programme Committee will model the conference programme. Wikimedia Serbia replied to the questions in the proposal talk page, and the grant was officially approved on March 22.
Programme Committee was formed in March and it’s consisting of three members from Serbia (Đorđe Stakić, Miroslav Loci and Marko Adam), Kiril Simeonovski (Macedonia), Marios Magioladitis (Greece) and Wojciech Pędzich (Poland). It is important to be mentioned that this process was challenging. The call for the Program Committee was sent through various communication channels, but replies were received only after sending individual invitation letters. After the committee was formed, several meeting were held. Meta page was created where event development can be monitored. In the upcoming period it will be updated with all necessary information.
Calls for registration and submission are opened. Monthly updates has been sent to the CEE Community to increase transparency. In addition to transparency, these shorter reports give the community the ability to draw attention to possible omissions or suggestions to make the event better.
WikiLive 2019
[edit]WikiLive is a local Wikipedian conference. This meet-up was organized with the aim of networking editors, strengthening the community and education in terms of current issues and problems on Wikipedia. It has been organized since 2015.
The conference is held for the fifth time in a row, so there was no problem in the organization itself. It is important to point out that this year there was a greater interest in volunteering within the organization of the event and in regards to that we expanded the volunteer capacity of the organization. Apart from the volunteers who were dedicated to logistical matters, the Program Team actively worked on collecting new ideas and topics that need to be addressed at the conference. Call for submission was opened, but we got only several proposals. However, topics of greater interest are being recognized and external lecturers held presentations and workshops. These new presentations were communication training, specially designed for productive discussions and prevention of conflicts and copyright with the examples from practice. The program was strengthened by technical sessions aimed at helping editors and showing them all the benefits of the available tools. In order to increase interactivity, tools such as menti were used to make the audience as involved as possible.
Wikimedia Serbia has provided 20 scholarships that enabled volunteers who are not from Belgrade to participate at the conference, by covering travel, accommodation costs and food. This year, we had better promotion on social networks, among student groups and among editors of Wikipedia, so the reach was very good. Out of the 45 participants who completed the evaluation survey, only one person said that he/she would not attend WikiLive again. Most of the participants had positive comments regarding good presentations, such as copyright lecture and advanced workshops editing of Wikipedia, which consisted of frequent mistakes made by even experienced Wikipedians. 64.4% participants rated the conference with a score of 5, and 35.6% rated it with 4 (ranging from 1 to 5).
Community Motivation
[edit]Roadside memorials and tombstones in Serbia - represent the third phase of the project commenced in 2017. It refers to the study and promotion of material and non-material cultural heritage preserved in rural tombstones and monuments in Western Serbia. Although the weather conditions influenced outcomes, the number of photographs collected in the first half of the year was twice as high - 4200, while the creation of articles is in progress. Šumadija on palm - is a project aimed at promoting the overall tourism, economic and cultural potential of central part of Serbia - Šumadija. In the first half of the year, field activities were started, during which 1746 photographs were uploaded, and 314 articles were written.
Microgrants also had good reach this year. After the Committee was formed, we opened a call for submission of project proposals. The call was sent through standard communication channels, but it was also sent to previous project leaders, internet portals and organizations. Out of the 16 received proposals, the following eight were accepted, which started with the implementation from March:
- Wiki Senior - project activities include series of editing workshops on Wikipedia for retired people and seniors, as well as photo-tours in museums. The project is led by an experienced editor who implemented a different microgrant project in 2018. Over the course of several months, the participants wrote and improved 150 articles and uploaded 389 photographs, out of which 116 represent old, archival photographs.
- Agricultural Science in Serbia - the idea of the project included writing and uploading articles and multimedia content on Wikipedia and Wikimedia Commons related to agricultural and similar science, as well as the organization of an exhibition about the first Serbian Doctor of Agricultural Science, Đorđe Radić. The project was initiated by participants of the Wiki Librarian project. So far, 16 publications have been published, and 20 articles have been written and improved.
- Biodiversity of the Rtanj mountain with a focus on endangered species - the project involves collecting and uploading photo material from the Rtanj mountain, as well as writing articles on the subject. The project is run by a newcomer who collected and uploaded 244 photos in a few months. In the following months she will focus on editing articles.
- In the chiffon: Clothing of Serbian folk costumes is a project aimed to expand content on Wikimedia projects on the topic of Serbian traditional costumes. One of the Wikipedians in residence is participating in this project. So far, 8 articles have been written, while communication with cultural institutions didn’t go as planned, so photographs are expected in the second half of the year.
- Wiki preserves forests - with this project a group of volunteers from Novi Sad will strive to enrich the amount of free information about the types of forest habitats in Serbia, in order to increase awareness of their significance. The project is led by a team from the Scientific and Research Students Society of Biology and Ecology "Josif Pančić", which last year implemented the microgrant project. Within their project, they’ve uploaded 71 photographs and wrote 8 articles.
- The air we breathe is a project of the Biological Society "Dr Sava Petrović" in Niš. Along with students of biology the team will enrich Wikipedia with articles about lichens of the city of Niš, Wikimedia Commons with pictures of lichens from field research, as well as Wiktionary in the field of ecology and biology. The project is run by a volunteer who was part of the Wild Wiki Park project. In the initial phase of the project they were working on the promotion at various events and field visits were conducted.
- Geomorphology for all is the continuation of the microgrant project from 2018. By its realization, project leader will continue working on increasing, disseminating free knowledge and illustrating articles in the field of geomorphology on Wikipedia. In the first part of the project, the volunteer uploaded 52 photos, wrote and improved 5 articles.
- In touch with nature - the goal of this project is to contribute to the popularization of wildlife in our country, as well as the protected areas that face negative impacts of humans. The project is led by project leader of Wild Wiki Parks from previous year. In the first phase of the project, field visits were conducted and 191 photographs were uploaded. Also a photo contest was opened, through which additional photo material will be collected.

- Edit-a-thon on International Women’s Day was organized in cooperation with the Ministry of Labor, Employment, Veteran and Social Affairs and the Serbian-Korean Information Access Center. Participants wrote biographies of significant women in the field of science, education, culture, art and communication. The edit-a-thon was held symbolically on March 8, and during the event, 56 articles were written and 6 articles were improved. This is also a highest number of articles ever written on WMRS edit-a-thons.
- Wikimedia Serbia supported the WikiGap campaign this year as well. This year, we organized editing Wikipedia workshop in Niš with our partner Embassy of Sweden. Volunteers from “Young leader” wrote 18 articles.
- In the second quarter, an edit-a-thon on sports was organized, bearing in mind that this was the wish of the community and that the topic was not covered enough on Serbian Wikipedia. During the edit-a-thon, 38 articles were written and improved.
Other activities: Wiki corner was organized at the Summer Fair in cooperation with the Youth Portal. At the fair, Edu Wiki camp was presented, as well as many other opportunities that Wikimedia Serbia offers to young people during the summer. Birthdays - during January and February, two Wiki birthdays were organized - English Wikipedia and Serbian Wikipedia. During the Wikipedia Day, the most interesting statistics from English Wikipedia were presented, but in the form of a quiz. For the Serbian Wikipedia birthday visitors had the opportunity to visit the Museum of Science and Technology where Teodora Lukić did her Wikipedian in Residence program. During the first half of the year, 23 blog posts were written about various projects and activities. Cooperation has also been established with members of the FONIS student organization who are actively working on creating a new website for the organization. International conferences - in the first half of the year, representatives of Wikimedia Serbia participated in several international conferences and meetings aimed at learning, networking, and promoting the work of the organization. Representatives attended following conferences: International Wiki Scientific Conference in Porto, Wikimedia + Education in San Sebastian, Wikimedia Summit in Berlin, and Wikipedia for Peace / Europride in Vienna.
Competitions on Wikipedia
[edit]With Competitions on Wikipedia we can achieve two goals through one project. Volunteers are engaging and encouraging competitive spirit, and directly creating new content on Wikipedia. In addition to writing new ones, participants can improve existing articles and thus expand and write articles that might not be edited in any other way. Such projects enable regional cooperation (eg. CEE Spring) and strengthen relations among affiliates. Also, through organization of such activities, the motivation and participation of the community members increases. Community participation is not only reflected in participating in the competition, but also in organizing activities, contacting associations and jurying articles. Competitions are a good way to reduce the gap between the Wikimedians and the Wikipedians.
In the first half of the year, the CEE Spring 2019 competition was organized. We prepared templates, project page on Wikipedia, found a jury and wrote a blog post as an invitation for participants. We also sent a call to the participants from previous competitions. In addition to those competing, there is also the contribution of editors who didn’t want to compete. The competition started on March 21 and it was finished on May 31st. There were 15 editors, who wrote and improved 475 articles. As a result of a decline in motivation, all the participants of the CEE Spring were sent an evaluation questionnaire at the end of the competition, which consisted of questions about motivation, rewards, rating system and other factors that could influence the decrease / increase in the number of participants. The poll was filled out by 15 participants, 3 of whom indicated a lack of time as the reason they did not participate in this year's competition. 14 out of 15 of them think that the competition should be organized again. Most of them highlighted the scope of the topic as an advantage of the competition, but also the closeness of Serbia to countries from the CEE region. There were no major objections to the competition itself. 11 out of 15 of them think that the length of the competition is appropriate, while 4 of them believe that the contest is too long. Motivational factors highlighted the diversity of the theme, the increase of free knowledge in Wikipedia and the competition itself, even if no rewards would be received. As far as the rating system is concerned, the opinions were divided. Some think that the system is good and that there is no need for change, while others believe that the ranges of ratings and access to the quality of articles should be changed.

"I started writing for the first time within the project Wiki South, which I’ve heard for from local media. I wanted to write about topics related to Jablanica District, especially those that are relevant to its citizens, and they did not exist on Wikipedia. Except that, of course, socializing and photo-tour sounded interesting. Volunteering and going to events organized by Wikimedia Serbia contribute to acquiring new kind of life experience. At these events we can increase and exchange knowledge, experience, find out about new ways how we can contribute. These are the main motives for continued cooperation with Wikimedia Serbia. I think that my most significant results are a big number of written and illustrated articles, photographs I have uploaded on Wikipedia and Wikimedia Commons, especially during the Wikipedian in residence program at the National Museum in Leskovac and the realization of two microgrants projects."

Successful stories
[edit]Story: Wiki Senior - the work pays off
Within the framework of microgrants, the project Wiki Senior was launched for the first time. The aim of the project is to teach editing Wikipedia to people who, being retired, have completed their working life, but still want to deal with their profession, and continue to actively contribute to the community. With their engagement on Wikipedia, these persons can use their free time in a productive manner, and Wikipedia gets new editors and new, high-quality articles. Considering the diverse interests of the participants in the project, the topic is not strictly given, but instead everyone writes articles according to their interests. Nevertheless, the focus was placed on the non-material cultural heritage of Serbia, so the project started with this topic. The project itself had challenges - older people have difficulty mastering computer work and independently navigating through Wiki projects. However, experience has shown that work with them is worthwhile. Within the project, regular workshops are held, participants visit museums, take photographs and write about topics that are interesting to them. Continuous work overcomes obstacles, and the quality of the results is getting better. Most articles have been written from the list of elements of the intangible cultural heritage of Serbia. Interestingly, the team was contacted by a Wikipedian from Azerbaijan, who asked for a Serbian version of two articles: List of Museums in Azerbaijan and List of Museums in Baku.
Story: Wikimedia Serbia together with partners in the campaign to reduce gender gap
In the first half of 2019, two actions were organized to reduce the gender gap on Wikipedia. The first was part of UNESCO's international campaign to increase the visibility of significant women from Serbia and was organized in cooperation with the Ministry of Labor, Employment, Veterans' Affairs and Social Affairs, while the other one was part of the already famous Wiki Gap campaign, which was again supported by the Swedish Embassy. The actions were fruitful - 80 articles were written and improved on Serbian Wikipedia. Since cooperation was achieved with significant partners, the action was also visible in the media.
Challenges and lessons learned
[edit]Challenge: Fewer articles in the competition, but longer and better-quality articles
During the CEE Spring 2019, a total of 475 articles were written and improved, which is 265 less than the previous year. However, if we take into account that the difference in bytes is not proportionally smaller (in 2018, ~ 11 million bytes were added, comparing to this year when 9 million bytes were entered), we can say that the participants paid more attention to the quality of the articles. In that sense, the contributions are richer, there are more extensive articles, especially on topics that are not so present. In addition to the first three awards, the participants were given two special awards for the best article and the article with the highest number of references - as many as 178.
What next?
[edit]Until the end of the year, we will be making a call for annual projects that will give volunteers the opportunity to test their leading skills and abilities for project realization, and the chance to turn their ideas into reality and to stay motivated in order to increase retention. In addition, we will realize two other competitions until the end of the year in agreement with the community, that is, the selection of the topic will be in accordance with the wishes of the Wikipedian community. One of the most important things is certainly a successful organisation of the CEE conference. Also, it is important that all project activities achieve their goals and that participants continue to contribute to the work of the organization.
Media
[edit]The beginning of the media year is traditionally related to the Wikipedia anniversary. On this occasion, TV Prva recorded an extensive video on the functioning of Wikipedia in the office of Wikimedia Serbia, but other media reported the news of the English Wikipedia’s birthday as well.
Ivana Guslarević spoke in the Morning Journal of the First Radio channel of Belgrade about the anniversary of Serbian Wikipedia.
Regarding the activities of Wikimedia Serbia, Ivana Guslarević, speaking to TV Kopernikus, talked about the Wikipedian in Residence project and support of the Ministry of Culture to GLAM program, but also about the Education Program, the upcoming Wikilive Conference, and the CEE Conference that will take place in October.
The edit-a-thon, organized on the International Women's Day, on March 8, in cooperation with the Ministry of Labor, Employment, Veterans' Affairs and Social Affairs, was the subject of six announcements, while the media reported 25 times about Wiki Gap.
However, what marked the first half of the year in the media is the mistake made in the popular TV quiz Slagalica, based on an error from Wikipedia. Namely, the organisers of the quiz have used information from Serbian Wikipedia for one of their questions. However, one Wikipedian, who admitted making this edit as a joke a long time ago, announced it on Twitter shortly after. Soon after an incredible virality, the case came to the media. There are as many as 15 publications in almost all major Serbian media. Wikimedia Serbia reacted by publishing a blog post about the rules of using Wikipedia.
The following month, the WikiLive conference was announced again on TV Kopernikus, but there was also mentioning of the GLAM program, the support of the Ministry of Culture, as well as the controversies regarding Wikipedia.
Tanjug news agency, daily newspapers Politika and Večernje novosti, Happy TV, Dnevnik and RTV are some of the media that reported on the WikiLive conference.
The media also followed global events in the Wiki world, so they reported about Google’s multi-million dollar donation to Wikimedia Foundation, blocked access to Wikipedia in China, and the blatant move of the marketing agency Leo Burnett, which promoted the sports equipment client by vandalizing pages on Wikipedia. The sensationalist media also reported on the merging of the page on organ trafficking on English Wikipedia, which was interpreted as deleting the article, but there were also affirmative posts, such as the story of a doctor who is struggling with stress at work by reading and writing articles for Wikipedia.

[edit]- Global metrics are an important starting point for grantees when it comes to measuring programmatic impact (Learning Patterns and Tutorial) but don’t stop there.
- Logic Models provide a framework for mapping your pathway to impact through the cause and effect chain from inputs to outputs to outcomes. Develop a logic model to map out your theory of change and determine the metrics and measures for your programs.
- Importantly, both qualitative and quantitative measures are important so consider both as you determine measures for your evaluation and be sure to ask the right questions to be sure to capture your program stories.
