Grants:APG/Proposals/2017-2018 round 2/Wikimedia Norge/Proposal form
Proposal by Wikimedia Norge to support its annual plan with $250,190.
The impact of WMNO’s work is achieved through collaborations between different communities and partner organizations and for the upcoming funding period we will continue to build on the work, partnerships and experience from the funding period 2017-2018. To start aligning our work to the new movement strategic direction with service and equity as the two cornerstones WMNO will focus on diversity in the upcoming funding period. Norway, and the other Nordic countries are among the most equal societies in the world. This gives WMNO’s work on gender gap a very good starting point and relevant context that will help our work when it comes to engagement, partnerships, media attention and national funding. The Sami parliament in Norway is an important and well-funded state organization and in other Nordic countries with Sami population the situation is more complex. That gives WMNO the benefit of a structure of organizations in the Norwegian society that we can work with as well as national funding opportunities.
Wikimedia Norge have four programs for the 2018–2019 funding period:
- Program Supporting communities
- Program Closing content gaps
- Program Building diverse communities
- Program Raising awareness of free, trusted knowledge

- 4. How does your organization know what community members and contributors to online projects need or want? Does your organization conduct needs assessments or consult the contributors and volunteers most involved with its work?
- Consultations and discussion on the village pumps, discussion pages, via emails, social media (mostly facebook), telephone calls, meetings and wiki meetups, give us useful feedback and information on how we best should use the resources we have available for projects the community members and contributors to online projects need or want. Staff at WMNO are in daily contact community members and contributors, mostly via emails. This shows us we are on the right track when it comes to community involvement and we need to plan for resources to able to be part of these important discussions. We use the quarterly news letters to inform about different projects.
- We also have ongoing conversations and host meetings with Glam partners and Educational partners to make sure we plan activities they have a strong interest in supporting and promoting. Getting contributors involved in the development of the new strategic direction for the Wikimedia movement was a bit difficult but partners have been very supportive of the movement moving in a direction to support the concept of knowledge as a service.
- Media attention also sparks interesting discussions about both the Wikimedia projects and WMNO among community members and contributors.
- WMNO has done two user surveys the last couple of years, one user survey and one about Northern Sami Wikipedia to get input on how we should work.
- 5. Please provide a link to your organization's strategic plan, and a link to your separate annual plans for the current and upcoming funding periods if you have them.

To start aligning our work to the new movement strategic direction with service and equity as the two cornerstones WMNO will
- expand our work on diversity with a program on building diverse communities but also by having t as an integrated part in all over programs
- continue to focus on improving community involvement and giving community support
- continue to develop and strengthen partnerships with a selected group of Glam and higher education partner institutions and free and open knowledge organization
- raise awareness of how the Wikimedia projects works and who’s not knowledge and voices are missing
The impact of WMNO’s work is achieved through collaborations between different communities and partner organizations and for the upcoming funding period we will continue to build on the work and experience from the funding period 2017-2018. The global metrics numbers WMNO have reported on previous funding years and list in this proposal may not be that high considering the amount of funding we have received and compared to low cost countries. However, we strongly believe WMNO can be an important voice and contributor for the movement’s diversity work both on fighting the gender gap on the Wikimedia projects and working on the representation of indigenous people, the Sami, on the Wikimedia projects. This is reflected in the global metrics in this proposal.
Norway, and the other Nordic countries are among the most equal societies in the world which gives WMNO’s work on gender gap a very good starting point and relevant context that will help our work when it comes to engagement, partnerships, media attention and national funding. The Sami parliament in Norway is an important and well funded state organization and in other Nordic countries with Sami population the situation is more complex. That means there is a structure of organizations in the Norwegian society that we can work with. The Norwegian government has also decided to set down a Truth Commission to investigate the wrongdoings by the Norwegian state during the Norwegianization of the Sami and Kven people. The commission have scheduled to start it’s work in August 2018.
Wikimedia Norge have four programs for the 2018–2019 funding period:
- Program Supporting communities
- Program Closing content gaps
- Program Building diverse communities
- Program Raising awareness of free, trusted knowledge
The divide in these 4 program gives an overview of over planned focus, partnerships, events, outreach activities and travels for the next funding period. But the programs should be understood as very much interconnected and integrated in each other. WMNO’s overarching focus will be diversity for the next years. In over local context this is where we can have most impact and make our mark. The focus on gender gap is relevant in Glam partnerships (focus on collections made by women, adding content about women) and education (about 50 % of students attending are female and gender gap is part of the lectures). The experience we have from Glam and education partnerships is very important for our work on Northern Sami-project.
Our programs reflects how WMNO are shifting from partnerships that earlier often have occurred in an ad-hoc, project-based manner to engaging in partnerships with a strategic focus on impact. We will continue to work with a selected group of Glam partners such as The National Library, The National Archive, The Directorate for Cultural Heritage and The Nobel Peace Center and a group of higher educational partners such as the University of Oslo, Oslo Metropolitan University and Sámi University of Applied Sciences. As a chapter with 2,3 FTE we need both funding options and organization of events to happen in collaboration with partners. This helps us spend our resources in an effective and reasonable way and we have more ways of achieving impact in collaborations than we have on our own.
In September WMNO staff and board had a full weekend strategy workshop where we started evaluating WMNO’s current strategy and (2016–2020) and we evaluated our work for the 2016–2017 period. To focus most of our work on diversity was one of the main outcomes from this strategy workshop. The board of WMNO is still working on revising our strategy, awaiting the international discussions at Wikimedia Conference and Wikimania and on wiki discussions as well as input from our communities.
In October 2017, we endorsed the new movement strategic direction. Participation at Wikimedia Diversity Conference in Stockholm (2017) and the partnership conference in Berlin (2017) gave us the chance to take part in important discussions on how we can start aligning our work to the new strategic direction. We believe that working together as partners within our movement and outside of it is key to achieving the Wikimedia vision. If we want to make all human knowledge free and accessible for everyone, we won't be able to do this alone - which is the reason why working in partnerships will be a core priority for our future work.

Program description
In this program, our aim is to give support to contributors to help make their ideas happen, to get to know more contributors from all over Norway and to help a diverse group of people to contribute to the Wikimedia projects. We have built strong Glam and Education partnerships over the last years and this gives us a standing as a relevant and important organization working for free knowledge.
This program focuses on supporting and involving our communities. In 2017, Wikimedia Norge has worked a lot on improving community involvement in the WMNO programs and to find ways of giving community support to contributors to the various Wikimedia projects. Crucial for this work is the hiring of our fulltime community manager from July 2017. We will continue this work in 2018–2019. The learnings we have from community involvement are crucial in how we shape our work in the Northern Sami project.
Norway is a rich country and often the best ways of giving support is often not by making resources available but by giving administrative support to contributors to make their projects happen. Examples of this are: applying for press accreditation, helping with various applications, booking venues and food for wiki meetups and getting prizes for contests, contact different institutions and organizations to ask for content under free licenses. We also welcome movement discussions on how the resources we have can benefit contributors outside Norway and some of WMNO's wikigrants have been awarded to contributors from Bangladesh and Bolivia (2017).
We have learned over the past 4 years how important it is to combine online and offline projects. An offline event with a partner should have a target in an online event. As an example: a guided tour about archive material from Armenia at The National Archive should be scheduled the same week as an online editing contest about Armenia on. Offline events for active editors works best when they are community led. Offline Glam events are a way of building partnerships and networking, but not an effective way of attracting new editors or writing articles.
Being a chapter with 2.3 FTE we have a good mix of activities now that we have the time and resources to do and that contributors find valuable. We don't expect to make any major changes to this program the next two years and possible changes will very much depend on external national funding that allows us to expand this program.
- WMNO is an organization that works together with a diverse set of communities and is considered an influential organization in free culture and open knowledge.
- WMNO offers different types of support to new and active volunteers that enables contributions to the Wikimedia projects.
- WMNO supports different community initiatives and share volunteers' stories in social media.
Below are all the projects in this program briefly explained.
- Wikigrants
- What's been done: Last funding period 6 grants were awarded, 4 of them to gender gap related projects.
- What's next: Deadlines for grants will be September 15 and February 15.
- Link to project page: Wikigrants
- Drone project
- What's been done: This a small project and all users of the drone need to be aware of the regulations for use that means we rely on in person trainings on how to operate it.
- What's next: A wikigrant has been awarded for a drone project during the summer of 2018. During the winter, WMNO would like to loan the drone to other affiliates that could have use of it.
- Link to project page, Link to logic model
- Press accreditations
- What's been done: Last funding periode WMNO helped out with 7 press accreditation, of which all but one application were approved.
- What's next: WMNO will continue to help out with applying. Some of the Commons photographers have made a solid network amnong concert venues and will apply directly to them for accreditations.
- The Wikipedia Library
- What's been done: Access to the Retriever print media archive is awared twice a year and access to bokhylla.no (for users with foreign IP addresses) continually.
- What's next: The aggrement with Retriever has been renegotiated and will continue for the next year. Access to bokhylla.no from foreign IP-addresses continues.
- Link to project page
- Wiki meetups
- What's been done: Volunteers have organized 3 social wiki meetups and WMNO have organized 2 workshops on Wikidata as well as meetups when we have our general assembly.
- What's next: WMNO is planning 2 technical meetups for the next funding year. Social wiki meetups depends on volunteer engagement and there is a discussion to reduce to two meetups a year. All meetups have a guest lecture on topics related to Wikipedia and are part of the program for Oslo House of Literature. Upcoming event May 15.
- Link to project page
- Online editing contests
- What's been done: WMNO have organized 5 contests and 5 sponsored prizes last funding year.
- What's next: WMNO have plans for 4 contests next funding period.
- Link to project page
- Volunteer Supporters Network
- What's been done: One staff member is part of the network which helps WMNO develop the work we do on volunteer support and he took part at a network meeting in Berlin in 2017.
- What's next: WMNO's community manager will continue to part of the network next funding period.
- Link to project page: Volunteer Supporters Network
- Give support to new editors and readers
- What's been done: From getting questions and requests weekly/biweekly from readers, editors and media, these inquiries are now almost daily.
- What's next: WMNO will continue to prioritize answering these inqueries within a day or two.
- Transparent and diverse organization
- What's been done: WMNO have worked on formalizing and documenting our work and to be a transparent organization and a diverse organization.
- What's next: Setting up a whistleblower policy, scheduled to be in place in June 2018.
- Link to page that gives an overview over the documents and guidelines that shapes WMNO's work.
- Sharing stories from WMNO's work and from volunteers
- What's been done: WMNO newsletter are send out 4 times a year to members on- and off-wiki. Blog and social media (focus on Facebook) are updated regularly with stories from volunteers and WMNO's work.
- Whats's next: In addition to last funding period's activities we are planning a monthly social media campaign sharing the faces behind the work done on the Wikimedia projetcs.
Links:
- Our work is Oslo-centric and we can risk volunteer burnout by focusing our work and projects in and around Oslo. We plan on hosting events outside Oslo at least twice a year and we offer reimbursements for travel expenses to all volunteers.
- Unrealistic expectations from within WMNO as to what we can achieve as an organization is best discussed face to face at wiki meetups and other in person events to make sure discussions are not taken place only between a small group of people and are perceived as exclusionary.

Program description
We will continue our GLAM partnerships with a selected group of GLAM partners such as The National Library, The National Archive, The Directorate for Cultural Heritage and The Nobel Peace Centre on events, online photo and editing contests, handing out prizes and help with mass uploads.
A Glam partner has agreed to match the funding needed to pay for a temporary position at WMNO for 0.5 FTP for 6 months to work on a Women in Red project. This position and expanded partnership is a very important opportunity for WMNO. It gives WMNO the chance to expand our partnership with the Glam institution in question and is the result of talks and negotiations the last 10 months with the institution. This model with matching funds gives both partners an equal say in how the project is done. The Glam partner will contribute 70,000 NOK. The candidate for the position will be employed by WMNO but have the Glam institution as work place. We're hoping this model can be copied to other partnerships as well as an adapted version of WiR that fits the Norwegian context and work life.
As a small chapter we welcome international initiatives such as Art+Feminism done this year in collaboration with Oslo National Academy of the Arts, the Europeana challenges, #1lib1ref (#faktajakt in Norwegian) and Wiki Loves X contests. It's easier for us to join already established initiatives than building activities from scratch alone. We are very glad to continue our collaboration with Wikimedia Armenia, doing a new editing contest in March 2018 on female biographies on Armenian and Norwegian Wikipedias. In the coming years, we would like to explore ways of doing more cross chapter work as it's an important possibility to close content gaps on the Wikimedia projects. In the coming years we will expand the collaborations we have with our educational partners and network in education. We are excited about establishing a joint multi year program for university interns together with a higher education institution and a Glam partner hopefully starting August 2019.
Wikipedia editing proves a good way of both getting new editors and adding more quality content, as well as it being a long-term investment in getting future academics and future educators to see the potential in sharing knowledge on Wikipedia. The Wikimedia Education Dashboard has been essential in our work here. We wish to continue working with the three University partners we already have in this program, and expand with one new partner, The Sami University.
- WMNO will explore existing national and international partnerships to diversify the content available on the Wikimedia projects.
- WMNO will support initiatives and contest that results in high quality images uploaded to Wikimedia Commons with image use across many Wikipedias.
- Through partnerships with Glam and education institutions WMNO will give access to and contribute to free knowledge.
Below are all the projects in this program briefly explained.
- Images, transcriptions and translations
- Bodil Biørn project
- What's been done: Project done togehter with The National Archive, Wikimedia Armenia and funded by The Arts Council. Upload to Commons is done as a test project with structured data in collaboration with WMF staff.

- Link to course page at The University of Oslo, Link to Logic model
- Wikipedia in Education
- The Sami University in the city of Kautokeino
- What's been done: This a new collaboration.
- What's next: A full day workshop with students at The Sami University about Wikipedia, with focus on the Northern Sami Wikipedia.
- Saying no to new events, projects and partners that are not aligned with WMNO's strategy or the movement strategy direction. By having diversity as an overarching approach in all WMNO's work we have a strong focus for our work and on which role WMNO can play in the movement.
- Expanding current partnerships in a sustainable way. That means securing national or Nordic funding before expansions so we now we have necessary resources available.

Postcards from WMNO with a Sami theme to promote the Northern Sami Wikipedia
Program description
This program is closely linked to Program Raising awareness of free, trusted knowledge. Building diverse communities, cannot be achieved without raising the awareness of free, trusted knowledge on the Wikimedia projects and beyond by partnering with others in the knowledge ecosystem. Many progressive equal rights reforms have been introduced in the Nordic countries and have put Norway on the map when it comes to gender issues and political solutions. This puts us in a unique position to overcome the gender gap on Wikipedia and to contribute to the different Wikimedia projects as sustainable resources for educational use around the world.
Even though Wikipedia contains a huge amount of information we are far away from reaching our goal of the sum of all human knowledge. We need partnerships with different actors such as educational institutions, museums, research groups, authorities, other civil society organizations. The questions on whose knowledge and history have been written down and how is it represented are questions that resonate with our partners from both Glam, education and other open knowledge and research organizations. By raising these questions together at events or in social media we reach a far broader audience then when WMNO operates alone.
The experience and learnings we have from our Glam and educational work will be important for our work on the Northern Sami Wikipedia, for example to have workshops at big events or festivals that attract the same target groups that we have. We are excited about the interest and collaborations we have in place for the Northern Sami project.
Questions on Sami history and Sami cultural heritage has been much discussed in 2017 and in 2018 a state funded Truth Commission will start their work on investigating the Norwegianization of Sami and Kven people. Norwegianization was a part of both missionary work and school and housing politics. Today one of the big questions is on access to natural resources and how they are used. The homeland of the Sami people is the Cape of the North (Nordkalotten); Norway, Sweden, Finland and Russia. There are Approximately 137,000 Sami and they have been subject to assimilation measures for centuries. Because of Norwegianization, Sami people born before the late 1970ies report that they are neither able to write or read in Saami. Sami people are usually multilingual, proficient in at least Sami, Norwegian/Swedish or Finnish and English. Written Sami has been “professionalized”; proficient writers are able to make money off of it, so why write for free? A key partnership for WMNO will be Sami educational institutions.
- The long term goal of the program is to increase the diversity among contributors by attracting new contributors and the short-term goal is adding to the diversity in content and raising awareness about diversity on the Wikimedia projects.
- WMNO will take part in national and international partnerships that can break down social, political and technical barriers and enable learning throughout the movement.
- In the Northern Sami project WMNO will support knowledge and communities that have been left out by structures of power and privilege.
Below are all the projects in this program briefly explained.
- Women in ..... -events
- What's been done: In 2016 we did an event about how Women in Film are presented on Wikipedia. Different experts on women in film took part and the event had a selection of Wikipedia articles as the discussion point. The articles where chosen by an active editor who write a lot about film.
- What's next: We will do two events like this in the next funding period, maybe as an extension of daytime events we already have planned. There is a possible funding opportunity to cover the costs for these events and we are applying in May 2018.
- 8 March online editing contes
- What's been done: The last 4 years WMNO have organized online editing contests the week of March 8 to mark the International Women's Day. This year we did it in collaboration with WMAM and on women's bibliographies on Wikipedia bokmål, nynorsk and Armenian Wikipedia.
- What's next: Organize a week or two week long online editing contest with gender gap focus.
- Link to contest page
- Wikigap 2019
- What's been done: WMNO and the Swedish embassy in Oslo hosted a wikigap event March 8 2018. The event was a big success in raising awareness and as a network opportunity.
- What's next: WMNO and the Swedish embassy have agreed on hosting a wikgap 2019 event next year.

- Wikicamp with focus on diversity (providing approved funding)
- What's been done: This a new project and at WMNO's initiative WMNO, WMSE and WMFI are applying for funding from NIKK, Nordic Information on Gender for a joint project to focus on diversity and volunteer leaders.
- What's next: Providing we get the funding we will organize a wikicamp for about 30 people on diversity in Norway in June 2019 with participants from the Nordic countries and with support from University of Tromsø (Project page for UiT's project: Balance in Academia, funded by The Research Council).
- Northern Sami project (some of the activities are depending on approved national funding)
As a social movement, we will focus our efforts on the knowledge and communities that have been left out by structures of power and privilege.
- What's been done: We have travelled to the cities Tromsø and Kautokeino in the northern part of Norway to talk with possible partners, to start building a network, ask for advice and input on how to shape this project and investigate funding oppourtunities. We have done a survey of the 40 editors with edits we got answers from 10. Online editing contests have resulted in 51 new articles. Our general assembly and wiki meet ups were held at The Sami House in Oslo. Representatives from the Sami House have given us very valubel help and advices and have put us in contact with key persons in the Sami communities and at Sami institutions. Having a discussion partner for this project in Oslo have proven to be a key factor for moving forward. We have added the Sami bibliography from The National Library to Wikidata.
- What's next: We are applying for funding from The Sami parliament in April 2018, we will have worskhops at two Sami festivals in July. The fact that our submissions have been accepted as part of the festival programs shows an interest in the Sami communities for this project. Together with the Sami University we are planning a full day event for 30 students about the Northern Sami Wikipedia in September 2018. We are also planning an international editing contest about Sami people, history, language and culture in 2019 and are investigating possible Glam uploads on Sami cultural heritage. We will add 5000 Sami place names to Wikidata.

- International diversity activties and networks
- What's been done: The starting point for our Northern Sami project was a workshop WMNO did at last year's Celtic Knot Conference. We have set up a Sami advisory group with Wikimedians from around the world with excellent insights in working with indigenous languages and small language Wikipedias. We communicate via an own email list.
- What's next: WMNO will suggest a follow up session from last year's workshop at The Celtic Knot Conference and some of the participants from the Sami advisory group we will have the chance to meet at Wikimania. The user group Whose Knowledge work on diversity is very interesting and we are hoping we can find some topics to work on together. The learning pattern on Centering Marginalized Knowledge from Whose Knowledge sums up so many of the quite difficult discussions WMNO staff and partners have had the last 10 months about finding common ground of mutual interest and expectation.
- Diversity work takes time and it's work that is very much about rising awareness about whose voices and views are included in defining knowledge about history and the present. How do we tell the stories of impact before we have numbers to show for? Together with over networks of partners we can reach a far wider audience then we can do alone.
- Many of the Sami institutions and communities we want to collaborate with are in the northern part of Norway (2–3 hour flights from Oslo ++), so building a network in the Sami community will take time because of the physical distance. We will have to plan for this in our annual plan and annual budget.

Program description
In this program, we want to highlight our activities on raising awareness of free, trusted knowledge. Service and equity are the cornerstones of the new movement strategic direction. Collaboration and cooperation through partnerships are central means to move in this direction. WMNO will continue to do projects together with other movement entities, for example Wikimedia Armenia and Wikimedia Sverige, and communities in Norway and abroad. WMNO will build on partnerships already established operating within the knowledge ecosystem such as The Research Council, by taking part in The Science Days, universities and organizations and according to our Communication plan we will share stories on free knowledge on our blog and in social media (Facebook, Instagram, Twitter) written by a diverse group people from within the Wikimedia movement and outside of it. Quarterly we do a simple measurement of the results of our communication work.
In Norway, there is several online encyclopaedias available for free use and there is an ongoing public discussion on which editor model works best. This is an opportunity for WMNO to raise the awareness of free, trusted knowledge on the Wikimedia projects in the Norwegian public. One of the online encyclopaedias, Store Norske Leksikon (SNL), is financed by the universities in Norway and is built on a model with signed articles and readers can make suggestions for edits which will have to be approved by a paid editor. Wikipedia and SNL are built on two very different edit models.SNL is a national encyclopedia whereas Wikipedia is part of an international ecosystem of knowledge, the numbers in use and edits differ also of course greatly, being higher on Wikipedia. Having multiple online encyclopaedias in Norway affects opportunities for partnerships, editors, funding and how media will portray pros and cons of the projects. For example, was this report from the EU recently published on how national encyclopaedias can play a part in a post factual world. The report sparked media coverage about Metapedia, Wikipedia and SNL both in a newspaper and on national radio.
- Norway has national online encyclopedias and WMNO will raise awareness of how Wikipedia works and is part of an international ecosystem of knowledge.
- WMNO will continue to build strong partnerships with a selected group of partners that share our vision of free knowledge.
- By participating in major national events in Norway, WMNO will advocate for diversity on Wikimedia projects and beyond.
Below are all the projects in this program briefly explained.
- Science Days by The Research Council
- What's been done: The past two years WMNO has taken part in this national event, in 2017 with an event title: Why is History not about Women? The event was widely shared in social media, was streamed and the venue (could fit 80 people) turned out to be too small for all the interested participants.
- What's next: Take part with an WMNO organized event during the Science Days about diversity.
- Link to event page for 2017
- Communication
- What's been done: WMNO regularly update social media channels, blog and use events to get national media coverage to raise the awareness of free, trusted knowledge and our work. Communication work is also a way of building partnerships.
- What's next: WMNO will continue the level of activity we have had in our communication work the last funding period in the next funding period.
- Link to WMNO communication plan
- National networks and conferences
- What's been done: WMNO participates at Glam conferences and at events on Open Access and freedom of speech. In our network, we have people who help us with mentoring of staff, media advice, strategy developing, community involvement, governance issues and read funding applications. Our network also consists of organization who rent us technical equipment for a symbolic amount of money and lets us use meeting rooms and venues for free.
- What's next: WMNO will continue to participate at Glam conferences and at events on Open Access and freedom of speech. Organizations that works with human rights, open knowledge and equal access to knowledge and education will be important discussion partners for us the next couple of years because of WMNO's focus on diversity and the Wikimedia projects.
- International networks and conferences
- What's been done: WMNO has participated at several international conferences, workshops and meetings the last funding period. We have set up a Sami Advisory group.
- What's next: WMNO are planning to participate at the Celtic Knot Conference, Glam conference, Wikimedia Conference, Wikimania, Wikidata workshop and ED meetings in the next funding period and we will continue to work with the Sami Advisory group.
- Membership recruitment
- What's been done: For the board of WMNO and for some of WMNO's members, getting more members is of high priority. When applying for national funding number of volunteer or volunteer hours involved are often asked, but not members of WMNO. We currently have 95 full members. We don't make a difference between full membership and supporting members in our activities.
- What's next: In addition to the work we already do on memberships recruitment (events, community support, use of social media) WMNO are planning two online memberships campaigns for the upcoming period, one in social media and one on wiki depending on approved use of central notice.
- Northern Europe meeting in Stockholm (provided funding)
- What's been done: Over many years, a meeting for Nordic or Northern Europe chapters has been discussed.
- What's next: A Northern Europe meeting is proposed for August 2018 in Stockholm.
- Link to proposal page
- The Free Knowledge Advocacy Group EU
- What's been done: WMNO supports this project with funding annually. When reports that are relevant for Norway, like this one for example, are published by the EU it's important for WMNO to be part of this project. That gives us a partner in the EU we can ask for input and advice.
- What's next: WMNO will continue to support The Free Knowledge Advocacy Group EU with funding.
- Link to project page
- Facts matter! How do we get the message across on how Wikipedia and the other Wikimedia projects work and are international projects on sharing knowledge? Having a network of partners and regular discussions with other NGO's on how they work with communication will help WMNO get our message across in the public.
- International initiatives and conferences demands a lot of resources, both money and volunteer and or staff time. We need to make realistic annual plans and budgets for how many activities we can do each year and ensure synergies between our projects and travels.

Staff and contractors: upcoming year's annual plan
[edit]- 1. Please describe your organization's staffing plan or strategy here, and provide a link to your organization's staffing plan or organogram if you have one.
- 2. List of staff by department or function.
- You can use this table (or substitute your own list) to show us the number of FTEs (fulltime equivalents) for each department or function, where one person working at 100% time would be counted as 1.0. We need this information about the total number of staff (FTEs) you plan to have by the end of the current funding period, and staff you plan to have by the end of the upcoming funding period.
Table 4
FTEs Department or function End of current funding period End of upcoming funding period Explanation of changes Executive Director and Glam program manager 1 1 Community manager 1 1 Outreach manager 0,3 0,3 Glam program manager 0,25 This will be a 50 %-position for 6 months, August 2018 - January 2019, all staff cost for this temporary position will be shared 50/50 between WMNO and Glam partner Total (should equal the sum of the rows): 2.3 2.55 The increase is only for 6 months and financed by matching funds from a Glam partner
Table 4 notes or explanation of significant changes:
- As the APG funding is unrestricted in how the money is spend, WMNO will prioritize to increase the staff salaries according to what the government of Norway have listed in the national budget for Norway for the fiscal year 2018: 3 % growth. Please take at look at the table on this page which is an overview over the government's national budget. National or Nordic funding can not be used for operational cost like salaries and rent, and we highly appreciate that the APG funding gives us a chance to over the next years plan for salaries at WMNO to be at the same level as in other Norwegian NGOs. For the sustainability of the organization it will be important to have competing NGO salaries to attract qualified candidates when hiring in the future. Salaries in Norway are very high compared to other countries, but living costs and taxes are also equally high. This page gives an overview of average monthly earnings in Norway. Salaries in NGOs are below this average.
- 3. How much does your organization plan to spend on staff by the end of the current funding period, in currency requested and US dollars?
- NOK: 1,268,000
- USD: 150,892
- 4. How much does your organization plan to spend on staff by the end of the upcoming funding period, in currency requested and US dollars?

Financials: upcoming year
[edit]Detailed budget: upcoming year
[edit]- Please link to your organization's detailed budget showing planned revenues and expenses for the upcoming funding period (e.g. 1 January 2017 to 31 December 2017). This may be a document included on this Wiki (Meta) or a publicly available spreadsheet.
- Detailed budget, approved by the general assembly of WMNO March 3, 2018

Revenues: upcoming year
[edit]Please use this table to list your organization's anticipated revenues (income, or the amount your organization is bringing in) by revenue source (where the revenue is coming from) in the upcoming funding period (e.g. 1 January 2017 to 31 December 2017).
- Use the status column to show if this funding is already guaranteed, if you are in the process of requesting funding, or if you are planning to request funding at a later time.
- Please include in-kind donations and resources in this table, as applicable, and use the status column to show that they are in-kind resources.
- Do not include money you plan to draw from your reserves during the upcoming funding period.

Table 5 notes: If your organization has significant funding other than FDC funds, please note how those funds will be used.
- Funding from The Arts Council: WMNO was rewarded 100,000 NOK in December 2017 for the Bodil Biørn project. The funding will be budgeted with 12,500 NOK January-August 2018.
- One funding application from WMNO, WMSE and WMFI was sent 31 March 2017 for a joint event in June 2019. WMNO is working on two other funding applications, one to fund our Northern Sami work and one to fund two Gender gap events. As none of this funds are guaranteed we have listed 80,000 NOK as part of our national funding.
- Diversifying of funds: In our last APG proposal WMNO wrote that we would not increase the requested amount as long as we had not diversified our national funding. Following the guaranteed VAT compensation of 70,000 NOK (will be refunded November 2018) and the guaranteed matching funds from one of our Glam partners, 70,000 NOK, we have increased the requested amount in this APG proposal with 120,000 NOK, 20,000 NOK less then our expected guaranteed national funds. WMNO want to grow in a sustainable way. The Glam partner will contribute 70,000 NOK to cofinance a temporary position at WMNO for 0,5 FTP for 6 months to work on a Women in Red project.
Operating reserves: current and upcoming years
[edit]Please note that there is a policy that places restrictions on how much FDC funding your organization can use to build its operating reserves. If you would like to use FDC funding to for your organization's reserves, you must note that here. You will not be able to decide to allocate FDC funding from this grant to your reserves at a later date.
- 1. What is your plan for maintaining, building, or spending your reserves in the current year and the upcoming funding period? Please use the table below to show the amounts in your reserves at the beginning, year-to-date, and end of your current year, and the amount you plan to have in your reserves by the end of the upcoming funding period.
