1. In order to support community review, please provide a brief description of your organization's work in the upcoming funding period.
The WMNL strategy 2017 -2020 defines our focus for the coming years. To implement its mission in the best possible way, Wikimedia Nederland wants to do equal justice to the interests of editors, partners institutes and readers. We set priorities based on a consideration of the returns generated for the Wikimedia projects and of the interests of editors, partner institutions, and current and future readers. The primary focus is making knowledge present in the Netherlands, or knowledge relevant for the Netherlands, freely available.
We will refocus on activities aimed at training new editors. We will organize a general beginner training 2-3 times a year; this will largely replace one-off writing events which have proven to be unsuccessful in recruiting editors
We will conduct surveys among editors, as we did in 2015 and 2013, to get insight in how they experience editing, and the best way WMNL can support them. We will also survey readers to assess their opinion of the Wikimedia projects
We will further develop and support the e-learning program on online communication which we developed in 2017.
After ten years of organising the Wikimedia Conference Nederland, we will look for a new formula for inspiring and interesting meetings for the editors community, readers and partner institutions.
We will organize one or more hackathons in the context of the Gendergap program to promote involvement of women in coding and tech.
To strengthen diversity of content and contributors, we are going to focus on groups with a migration background within the Netherlands.
We will continue our cooperation with GLAM partners in the Netherlands; in particular we will continue to facilitate content donations relevant to Wikimedians in the global south. We will work with GLAM partners to make possible the appointment of Wikimedians in Residence.
We will explore whether we can develop a program of activities around the theme of 'health'. We will aim to link this to our existing education program, especially the cooperation with translators, and will coordinate efforts with Wikiproject Med.
In our collaboration with higher education, we focus more on teaching general Wiki skills and contributing to Wikimedia projects for trainees and interns. We will also increase cooperation with libraries and librarians.
Working with partners from the open-knowledge domain, we will promote the release of public information for use on the Wikimedia projects, and elsewhere.

4. How does your organization know what community members and contributors to online projects need or want? Does your organization conduct needs assessments or consult the contributors and volunteers most involved with its work?
General assembly Wikimedia Nederland, 23 September 2017Wikimedia Nederland developed its plans in consultation with the community. We organised brainstorming meetings and on-wiki discussions for the annual plan 2018. We invited the community to participate in these discussions via announcements in the various village pumps and via the mailinglists.
Throughout the year, we remain in contact with the community via irc, the WMNL-wiki and the newsletter. A staffmember and a board member are always present at the WikiSaturdays, when community members come to the WMNL office.

Introduction
As in previous years, our application is structured around three clusters of programmes:
Community: containing the programmes Community Health, Supporting the Community + Diversity
Content: containing the programmes Education, GLAM, Thematic priorities Nature and Health + Nederland and the World

Some remarks on the description of the programmes:
we have used the same format as in last year’s application and maintained the same level of detail, as this was considered appropriate
for some programmes, the analysis of the current situation and the desired outcome has not changed very much compared to last year.

COMMUNITY HEALTH AND PARTICIPATION
Situation analysis
Editors at the WMNL New years receptionA survey carried out among editors in 2015 showed dissatisfaction with the level of conflicts and the tone of social interaction on NLWP. Wikimedia Nederland has been working on improving the working atmosphere and online communication for several years now. An e-learning programme to improve communication skills will come online late 2017. (Link to prototype)
Three years after the last survey, it is time to go back to the community and assess whether anything has changed.
The number of active editors on NL Wikipedia has shown a steady decline for several years; over the past years, it appears that the decline is at least slowing down and perhaps levelling off. Recruiting new editors remains a priority, with special emphasis on groups currently underrepresented like women and minority groups.
Experience has shown us that organizing one-off editor training (or writing sessions with new editors on location) has hardly any impact in terms of new editors or new content. Even though GLAM partners and volunteers enjoy organising such events, we will change our strategy by moving resoources away from such events towards organising two or three training sessions for a general audience yearly.

Activities 2018
Assessing progress
In 2013 and 2015 we surveyed the editing community. This provided highly relevant information on the composition of the community, internal communication and working climate, needs for support by and appreciation of Wikimedia Nederland (and Wikimedia België). We will commission another survey in 2018, working with the members of the community in survey design. Our aim is that at least 350 wikimedians complete the survey. We will design the survey in consultation with Wikimedia België.
Increase skills within community to deal with/prevent conflicts or inappropriate behaviour
We will promote use of the e-learning program developed in 2017 on online communication. Our aim is that at least 75 individuals will take part.
Evaluate the effectiveness of the program and, if necessary, develop additional or subsequent modules
support individual training requests, especially by moderators and arbcom members aiming to increase their skill-set. Facilitate meetings and workshops of moderators and arbcom.

We will continue our programme of events which provide opportunities for Wikimedians to meet in real life, like the WikiSaturdays and the New Years reception. Working with public libraries (programma . ) , we will support wiki-meets and wiki café’s throughout the country.
New: We are going to rethink the formula for the annual Wikimedia Conference Nederland in dialogue with the community and our partners. It has been more than 10 years since the first WCN and in that time the community changed, the status and social relevance of the Wikimedia projects grew, and more and more partners from the GLAM and education sectors became involved. We are not sure where the consultation will lead us, but one option to explore is whether a single, one-day event can meet the needs of all our stakeholders.
We will support initiatives that create community spirit and pride such as the WikiUilen (Owls: awarded by the community te recognise achievements) and annual Wikipedia writing competition.
Increase participation
New: As one-off editor training events have proven to be unsuccessful in recruiting and retaining new editors, we will no longer invest staff-time in organising such events. Over 2017 we developed the building blocks for a more structured training-programme for a general audience which we will run at least twice in 2018. The training will be given by individuals who have experience in teaching, or who have completed the WMUK train-trainer programme. The beginner’s guide to editing Wikipedia developed in 2017 will act as the syllabus. Anyone who is interested can sign up to the programme, which will consist of two half day sessions.
New: We will set up and support facebook groups and other platforms where new editors can find help and support. Our experience with the gendergap facebook group shows that closed off-wiki groups provide a safer and more sheltered environment for newcomers than Wikipedia itself.

What could go wrong?
As we were writing this application, the e-learning programma was not yet online. The response of and uptake by the community are therefore still unknown. The risk of the community not accepting the programme (which we already indicated last year) still remains.
For the other activities we see no major risks. Rethinking the Wikimedia Nederland Conference is a challenge, but we are confident that we will be able to develop a worthy successor.
As to the new approach to training, we cannot be sure that editor retention will be higher, but it will reduce resources invested. Also there is a chance of conflict with volunteers and GLAM - partners when WMNL no longer plays a prominent role in organising one-off writing events.

PRACTICAL SUPPORT TO THE COMMUNITY

The Netherlands Wikimedia-community is highly educated and a majority of editors have paid employment. Combined with the limited size of the country and the excellent network of public libraries and high availability of online information, editors only rarely apply to Wikimedia Nederland for small grants. International scholarships are a different matter, although here too our available budget is only rarely exhausted and only a fairly small group of ‘regulars’ apply. Over the past years, we have also been providing scholarships to Belgian wikimedians. We assume this will end as WMBE becomes more financially independent.
The programme of training workshops where experienced Wikimedians share specialised knowledge and technical skills covering topics as copyright, media relations, and upload tools, has proven to be popular.
Over the years, we have started to work more with editors by providing press-accreditation for events, convincing (government) organisations to release data, and contacting media that have used images from Commons without proper attribution.

A majority of the community of editors is aware of the material and non-material support programme provided by Wikimedia Nederland and does not hesitate to make use of it.
The grants and reimbursements and other forms of support lead to clear and identifiable contributions to the Wikimedia projects.

DIVERSITY
Situation analysis
Gender gap WikiFriday at ATRIA, Institute on gender equality and women's historyIt is accepted that - worldwide - most Wikimedia-content has been written, selected and curated by white men from the global north. We have no reason to assume that this is any different concerning the contributions to the Wikimedia projects from the Netherlands. In fact, we know from our surveys that only 12% of editors on NLWP is female. We have never surveyed for race or ethnicity, but judging by attendance at i.r.l. events participation by members of recent or established immigrant communities is very low.
Lack of diversity in contributors has an effect on diversity of content. Coverage on topics concerning/of concern to women and immigrant communities is considered to be lagging behind in quality and quantity.
There is an active gendergap working group in the Netherlands, which is successfully developing activities to stimulate the involvement of women.
In 2017, WMNL first ventured into organising activities with recent or established immigrant groups. We organised an editor training in Arabic for Syrian refugees, and with UNESCO nl are organising a discussion meeting on involvement of the Dutch Caribbean community in Wikimedia projects.
Desired change (outcome)
At least 20% of editors are women. There is a steady influx of female editors who are still active after six months.
There is an increase in number of editors from recent and established immigrant communities in the Netherlands.

New: in 2018, we particularly want to stimulate relevant content and data donations. So far, this has not been a priority but we know from experience that content donations can stimulate involvement. This is also an activity where involvement of the WMNL office and board can create clear added value for the volunteers in the gendergap group.
New: organise a hackathon aimed at increasing participation of women and developing tools in support of the gendergap programme. In 2017, WMNL received a generous donation from a private grantmaker. The donation was earmarked for activities concerning nature and gendergap. We discussed with the gendergap volunteers which activities would have most impact. The conclusion was to organize one or more hackathons, introducing women into hacking and coding, and developing tools serving gendergap activities. The content will be tailored to maximise synergy with the Mediawiki Hackathon 2018 in Barcelona. We will make use of the experiences of WMAT in increasing participation of women in the 2017 Vienna Hackathon.
Diversity: immigration (pilot activity)
New: Building on our first tentative experiences in 2018, we want to develop a programme of activities to increase involvement of recent or established immigrant groups to the Netherlands and improve relevant content
New: We approach groups with a recent or historical migration background to motivate them to become active within the Wikimedia projects, and facilitate relevant content donations.
New: We will reach out to other European chapters and the the editing community of Arabic Wikipedia to explore the possibility of a coordinated project of activities for Syrian refugees.

What could go wrong?
The gender gap project is well-established and can rely on a core group of competent and enthousiastic volunteers. Focussing on content donations is a new element, but WMNL has considerable experience in this field.
The work with immigrant communities is entirely new. WMNL has carried out one activity with refugees and is currently (Q4-2017) setting first steps towards cooperation with the Dutch-Carribean community. Although we do have contacts with experienced partners, this area of work is new to us. It also brings challenges concerning language, social mores and underlying societal tensions

CONTENT
NEDERLAND AND THE WORLD
Situation analysisImages from daily life in Syria, 1985. Donated by the museum of world cultures as part of Nederland and the World Almost all of Wikimedia Nederland’s GLAM partners hold collections or data which are related to - and relevant for - countries in Asia, Latin-America, Oceania and Africa (‘the global south”). Wikimedia communities in other parts of the world may not be aware of these materials or uncertain how to gain access. The GLAM partners are unsure which materials are most relevant for the Wikimedia community and should be digitized or uploaded first. They are keen to donate materials that will be of use to the global editing community and would favour ‘digitizing on demand’. To support exchange between the GLAM partners and the Wikimedia communities WMNL received a grant from the Digital Heritage Netherlands to develop an exchange platform, which is now operational. We are seeing the first exchanges taking place, but have also discovered some structural improvements to be made to the platform.
Initially we developed Nederland en de wereld as a thematic priority on the same lines as project nature and gendergap. In both these projects a group of volunteers is the main driving force. The WMNL office provides logistical support and acts as a liaison to our partners for content donations. For Nederland and the World, this formula did not work. The focus is on generating content donations, which are then used by Wikimedians outside the Netherlands.

Considering the wealth of material in Dutch collections, it will not be a problem to achieve a large amount of uploaded material. Ensuring that this material meets the requirement of emerging editor communities, and finds its way to Wikipedia will be more challenging.
WMNL has well-established partnerships with major GLAM institutions in the Netherlands, such as the National Library, National Archives, Naturalis Museum for Natural History and the Institute for Sound and Vision. Over the past five years, WMNL has tried out various ways of cooperating with GLAM partners. Our experience is that biggest impact on the Wikimedia project is generated through content donations, followed by online editing events, and expert involvement in editing. One-off writing events have p.r.-appeal and are fun for GLAM-partners and volunteers to organize. However, results are disappointing. In 2018, we will move away from investing staff time in organising such events. Instead we will focus on capacity building for GLAM staff and facilitating Wikimedians in Residence- programmes, also through joint fundraising with GLAMs.
In 2017, we started a pilot programme where a Wikipedian in Residence supports several smaller GLAMS in cooperation with Erfgoed Gelderland (Heritage Gelderland - an association of smaller GLAM institutions from the province of Gelderland). This is a successful formula and several other regions have expressed interest in copying it.
We see more public libraries becoming interested in cooperating with the Wikimedia projects, with photo-hunts and hosting local wiki-groups as important themes. However, academic and research libraries are as yet not so involved. The fact the Koninklijke Bibliotheek (National Library) is one of WMNL’s longest standing and most active partners offers opportunities to increase involvement of libraries.
The Wikimedian in Residence programme continues to lay the foundation for longer running partnerships with GLAM institutions. GLAM-Wiki coordinators are appointed at more major GLAMs after residencies have ended.
Contributing to Wikimedia projects becomes common practice in the GLAM community, also involving smaller GLAMs with specialised collections.
GLAMs develop the skills to contribute directly to the Wikimedia-projects, without assistance by volunteers or WMNL. This applies specifically to libraries and librarians, who have the potential to become Wikimedia-ambassadors to their users.
A wider group of volunteers has the necessary skills to process content donations, mass uploads etc.
In 2018, the European Year of Cultural Heritage and the Cultural Capital of Europe lead to improved content and increased involvement by the GLAM sector.

What could go wrong?
GLAM-partnerships are well established and several GLAM partners are now fairly self-supporting when it comes to content uploads. We have, however, experienced in previous years that the number of content donations can fall, because of staff changes and internal processes in GLAM partners.
Many of our existing partners hold materials relevant to the European Year of Cultural Heritage or Friesland/Leeuwarden cultural capital of Europe. We are confident of being able to develop activities.
We have not yet cooperated with the community of the Frisian Wikipedia, so this remains an unknown factor.

EDUCATION

Image uploaded by an intern at Utrecht University LibraryWikimedia Nederland has been organising activities with educational institutions since 2012. These activities can be roughly divided in two groups:
Individual teachers ask their students to write and/or improve Wikipedia articles. These classes are sometimes supported by small-scale image donations to Wikimedia Commons (e.g., Universiteit Utrecht, Universiteit van Amsterdam, Universiteit Maastricht, Grafisch Lyceum Utrecht)
During internships, students write or improve Wikipedia articles and/or facilitate donations to Wikimedia Commons/Wikidata (e.g. ITV Hogeschool voor Tolken en vertalen, Universiteit Utrecht). (Internships are a compulsory part of bachelor programmes)
Analysis of the results so far indicates that results from the first group are disappointing:
Relatively few articles get written and/or improved compared to the amount of energy invested by WMNL and volunteers.
Editor retention among students is virtually zero.
Participation in Wikimedia projects hinges on individual teachers’ interest. If a teacher leaves or a class is not given due to lack of interest, a cooperation may suddenly end.
Results from the second group (the interns) seem more promising; possibly due to higher motivation of participating students, and a longer period of time during which they work with the Wiimedia-projects. (Internships last 3 - 6 months)
Desired change (outcome)
Students know how they can and should use Wikimedia projects (including evaluating the quality of content). This includes Wikimedia Commons and Wikidata as well.
Students know why they should contribute to Wikimedia projects. They know where they can find the necessary information if they decide to contribute.
How could such change be realised?
Outreach: Wikimedia Nederland is a well-known name in the educational field.
Shift focus from supporting individual classes/teachers to supporting/organising classes on academic skills.
What can WMNL do?

WMNL's education activities are not universally successful. The switch from 'classes' to 'interns' seems promissing. It is however a new way of working which will have to be tested in practice. Key factor will be finding enough internprogrammes.

THEMATIC PRIORITIES: NATURE AND HEALTH
Situation analysisImage created during Project Nature photo-huntSince 2014 we offer a thematic focus for our GLAM and Education programmes: topics which over several years function as a centre of attention for content donations, editathons and online activities. Currently, the theme is ‘nature’.
Around the theme ‘nature’, there now is a well established programme of activities. We are coming close to the objective of a self-sustaining processes of content donation by partners and the development of content processing or generating activities, that requires only limited support from WMNL. We are planning to scale down staff support for project nature over 2018.
Starting in 2018, we will explore the feasibility of introducing ‘health’ as a new thematic focus. We will make use of the advantage that one of our board members, a qualified doctor, is a very experienced Wikipedian and active in Project Med.
Desired change (outcome)
The thematic topics nature and health function as a focal point for activities of GLAM and education partners, volunteers and editors, leading to substantial increase in content on Wikimedia projects. Ultimately this results in self-sustaining processes of content donation and content processing requiring only minimal support from WMNL.
How could such change be realised?

What could go wrong?
Project Nature is an established activity in the WMNL workprogramme. There is a Wikimedian in Residence active in the field, and we have partnerships with the Museum of Natural History (Naturalis) and the Netherlands' Botanic Gardens. A potential risk is volunteer fatigue. Some of the volunteers in project nature are also active in other programmes.
Health is a new area of work, which comes with special considerations. Quality control is especially relevant in this area. We have Board and staff members with a professional background in health care, but no network of partners. Key questions will be whether there will be enough volunteers who are interested in becoming involved. In addition, there is the risk of becoming involved in conflicts about content concerning e.g. alternative treatments and the role of 'big pharma'.

COMMUNICATION AND PUBLIC AFFAIRS
Situation analysisThe mission of the Wikimedia movement can only be reached if relevant stakeholders and the public in general are aware of the importance of open knowledge, and have a basic understanding of how the Wikimedia projects and the Wikimedia-affiliates operate. Especially relevant is the understanding and support of decision makers and legislators, who play a role in developing copyright policy.
The most important decisions related to copyright concerning the Netherlands are made in the framework of the EU, but can be influenced by media-attention and awareness raising in the Netherlands. WMNL has been involved in the Free Knowledge Advocacy Group EU from the beginning, not only contributing financially and participating in meetings, but also acting as ‘administrator’ (we collect and disburse the contributions from the participating chapters)
Within the Netherlands, we have over the past year become involved in attempts by Wikimedians to obtain data and images under the Wet hergebruik overheidsinformatie (Dutch national legislation implementing Directive 2003/98/EC on the re-use of public sector information). Awareness of/compliance with this law by public sector institutions is not universal.
A large percentage of the Dutch population knows and uses Wikipedia. However, understanding of how Wikipedia works as a volunteer and crowd-funded project is still limited. Awareness of Wikimedia Nederland as an organisation supporting Wikipedia and the other projects, and able to act as a liaison between the Wikimedia community and external parties is limited overall. It is not a problem that the general public is not aware of Wikimedia Nederland but wider understanding among the GLAM and education sectors about the organisation and its role is relevant.

Decisionmakers and the media in the Netherland and at the EU level are aware of key issues concerning copyright legislation and its potential impact on projects such as Wikipedia

What could go wrong?
Wikimedia Nederland has established routines for communication. The risk is not so much that something will go wrong, but that we will end up in a routine which is not as productive as it could be. With a new staff member taking over communication, we will review and 'shake up' our routines.
The activities aimed at promoting the release of materials under the Wet Hergebruik Overheidsinformatie could lead to conflict/strained relations with public institutions. This could theoretically jeopardise GLAM partnerships.

Wikimedia Nederland wants to operate with a small permanent staff. Currently there are six staff members, equalling 3.8 FTE. Only the executive director works full-time, all other staff are part-time. Wikimedia Nederland is committed to keeping to this level of staff. Only when external funds are raised for specific activities that cannot be carried out by the permanent, will temporary project staff be hired.

There are no major changes in staffing foreseen over the upcoming funding period. However, there have been changes in the course of the current funding period (2017). Two staff members left, which gave us the chance to review the staffing plan which had remained largely unchanged since the office was established. We decided to separate the tasks of communication and community support. We were successful in hiring a community member for community support and event organising (0.5fte) and a communications professional for communications (0.5 fte). We decided to outsource bokkkeeping, which allowed us to hire an experienced office manager (0,5 fte). In total, the number of fte went down from 4 to 3.8 when compared to January 2017.
