In 2018 the growth will slow down a bit; we will concentrate on further improving the quality and efficiency of our projects, building expertise among employees and volunteers and receiving feed-back from a wider community. The program portfolio of the chapter is evolving to harness interesting opportunities, but the overall structure remains the same as in 2017.

Last two years have seen professionalization of project management and consolidation of programs, largely thanks to the Simple APG scheme created to foster developing chapters like us. In 2018 the growth will slow down a bit; we will concentrate on further improving the quality and efficiency of our projects, building expertise among employees and volunteers and receiving feed-back from a wider community. The program portfolio of the chapter is evolving to harness interesting opportunities, but the overall structure remains the same as in 2017. The portfolio includes three programs:

1. Media acquisition program – Czechs love taking pictures and we have long supported Wikimedia Commons photographers in documenting the Czech Republic. The various projects approach this from different angles – and a new project manager who will have been hired by the end of 2018 will be a huge help.
2. Education & institutional collaboration – Wikipedia is increasingly seen as an important player in informal education and we are keen to foster its usage in classrooms and other places. Our "Seniors Write Wikipedia" program is unique in being able to attract new long-term editors. We are also gradually growing our presence in libraries and other GLAM institutions.
3. Wikidata & Tech – This program aims to support the community and improve the skills of Czech Wikidata editors and prepare large-scale data donations by Czech institutions. We also contribute to the development of Wikimedia Commons Mobile App which has started to display nearby unphotographed items after being financially and logistically supported by Wikimedia Czech Republic in 2017.

4. How does your organization know what community members and contributors to online projects need or want? Does your organization conduct needs assessments or consult the contributors and volunteers most involved with its work?

• Wikimedia Czech Republic is still exploring the best ways of assessing community needs. Surveys are routinely conducted among participants of certain types of activities such as courses for senior citizens. Our formal strategic discussions have taken shape of idea conferences (now held ~once a year, while informal consultations take place at village pumps, discussion pages, via e-mail, Facebook, during wiki meetups, etc. These give us useful feedback and information on how we should best use the available resources. Additionally, the Czech community of contributors and Wikimedians was invited to comment on the draft of the Strategic plan for 2017–2020 (now approved). We are also using results from recent New Editor Experiences survey which was organized by Wikimedia Foundation in the Czech Republic and South Korea. The improvement of surveying community is one of the priorities for the board for 2018. We plan to inspire from chapters with more experience, e.g. Wikimedia Norge.

Unpredictability of budget needs for various projects accounts for certain inability to spend all the provided funds (although the situation is expected to be better than in 2016). We expect even further improvement with the APG grant because its flexibility allows organizations to prioritize successful projects during the course of the year and shift funds between items when necessary.

Shared metrics

1. Participants: The number of people who attend your events, programs or activities, either in person or virtually. This definition does not include people organizing activities, social media followers, donors, or others not participating directly.
2. Newly registered: The number of participants that create new accounts on a Wikimedia project. These include users who register up to two weeks before the start of the event.
3. Content pages: A content page is an article on Wikipedia, an item on Wikidata, a content page on Wikisource, an entry on Wiktionary, and a media file on Commons, etc. This metric captures the total number of content pages created or improved across all Wikimedia projects.

Grantee-defined metrics

1. Number of objects (applies to: Media acquisition program) and Bytes added (applies to: Education & institutional collaboration and Wikidata & tech programs): Number of objects is a number of newly documented points of interest, suitable for photographic documentation (listed by photographers in our tracker system^example) – roughly corresponds to a Wikidata item. Bytes added corresponds to number of bytes added to the main namespace of any Wikimedia project, not counting Wikimedia Commons. This metric is very fair in estimating the impact of different types of users – authors of few but extremely long articles as well as prolific writers of a lot of very short articles. We use positive sum to allow compatibility with past data and because we have estimated the amount of content removed (by participants or by other Wikipedians) is rather low.
2. Geographical coverage (applies to Media acquisition program), Survival (Education & institutional collaboration program) and number of active installs (Wikidata & Tech).: Geographical coverage is defined as a minimum number of objects documented for every region (13 regions total, excluding Prague). If the number exceeds a given value for a region, then the goal is met. Survival is a number of editors who made a certain number of edits at a certain time point after their registration. Number of active installs is defined as number of devices using the Wikimedia Commons App at the time of the reporting.

Media acquisition

Progress of the "Czech Villages" project in 2016 - example showing the incredible pace of village documentation. In 2017 many other villages have been already documented too. As the area requiring documentation is constantly shrinking, the estimated amount of objects documented within the scope of this program is decreasing too.

Preparation of the public presentation of Wikimedia projects in Litovel, at the main square. This was one of the parts of Wikiměsto Litovel. For 2018 the proposal counts with another event of this kind.

Getting ready for the Západ Wikiexpedition. 6800 files were made during the event. For 2018 another event of this kind is planned.

Overview

The overall goal of this program is to support the volunteer community of photographers in the Czech Republic and foster the creation, upload and curation of freely licensed content at Wikimedia Commons.

Achievements and experience so far

The Media acquisition program dates back to the beginnings of the chapter and started in 2009 as so-called Mediagrant. The projects defined by this program are working well over years and they helped to provide a considerable amount of multimedia content over the years. For example, the "Czech Villages" initiative has lead to 61,675 uploaded pictures between 2010-2017 and soon there will not be a village lacking at least one picture. The sheer amount of all the photographic activities over the years is reflected in the results of the program: There were 11 photographic workshop so far that helped to share photographic knowledge in order to improve the overall quality of the files, 4 Wikitowns and 2 Wikiexpeditions since 2014.

Projects

All the items described in the Overview section are documented by various projects within the Media acquisition program:

• Mediagrant is a framework which provides travel reimbursement for individual photographers (or in small groups) in order to document various points of interest in the Czech Republic. These points of interest are called "objects" and include towns, villages, settlements, protected areas, bodies of water, etc. The images are uploaded to Wikimedia Commons with proper description and categories then used in other Wikimedia projects, such as Wikipedia. Once the results are provided, WMCZ reimburses the costs. Photographers may also borrow photographic equipment, which is passed from hand to hand or available in our office. Basic goals that should be achieved within this program: 5000 photographs to be taken, 500 various objects ('points of interest') should be documented and 14 people in total will participate on such events.

• WikiTown is a group-oriented week-end workshop aiming at the improvement of photo-documentation of a given town and its surroundings as well as general improvement of the coverage of encyclopedic content via an edit-a-thon in the very town itself. Basic GLAM-related events as well as basic outreach (meetings with the locals, Wikipedia and other projects promotions events) also take place during a WikiTown. The goals they are supposed to achieve are: 500 media files minimum and 50 newly documented objects.

• Photographic workshop is a group-oriented event aiming on photographic documentation of a given area only. Aside of this, the event mostly concentrates on sharing experience, lessons and presentations related to photography and evaluation of the work made. A single photographic workshop takes on average 2 days (usually on a weekend). For 2018 one event is planned with 150 media files to be obtained and 15 objects to be documented.

• Wikiexpedition is an event aimed at obtaining large amounts of pictures by a smaller group of people. An usual Wikiexpedition is motorized, focused on a broader region (up to 150 km in diameter) and has one major goal: To obtain as much relevant and usable pictures from a remote area as possible. A typical wikiexpediton takes 4-8 days. For the upcoming time period 1 Wikiexpedition is planned with 100 new objects to be documented and 1500 media files to be created.

• Multimedia Outreach is focused on contacting institutional and individual media creators outside of the community and negotiate publishing their works under a free license. For an example scientific photos at research institutes, collaboration with projects that produce science videos, contacting city authorities to upload photos of their village, individuals making time-lapse photography, eg from the surroundings of construction or demolition of a significant building, a capture of changes of protected areas in the seasons, etc. Promotion public awareness, which consists of an education and promotion of Wikimedia multimedia projects. Help beginners with taking and uploading pictures are also part of it. These are the projects of the Program manager. The person will undertake various projects of his own within the scope mentioned above.

• EU Advocacy. Wikimedia Czech Republic will provide a modest contribution to the Free Knowledge Advocacy Group in the EU. WM CZ is an active member of this initiative and cooperates with various associations in the Czech Republic when it comes to the promotion of ideas of Free knowledge and Free education. Given the fact that EU Advocacy is related closely to media acquisition (Freedom of panorama, licensing of scanned documents, etc), the intended expenses belong to this program.

Overview

The overall goal of this program is to attract new editors and support them during their first steps on Wikipedia and sister projects. In the same time, we would like to create good conditions and friendly space for educators (teachers and Wikimedia trainers) who are involved in education programs. The new content on Wikipedia is considered as a very welcomed side effect, not as a primary goal.

Achievements and experience so far

Our efforts to collaborate with educational institutions date back to 2011 when a university-oriented ambassador program was started. This was later reinforced with a successful spin-off focusing mostly on senior citizens. Educational institutions (such as schools and libraries) play an important role in our outreach efforts. Our work in this environment is getting more intense every year. Since 2016 it has been supported by our education manager Gabriela Boková who - with cooperation with our chief trainer Vojtěch Veselý - has managed to professionalize and extend our education efforts. The focus has been on scaling up the projects, certifying the education program as a part of the curriculum of the Ministry of Education, redesigning a workshop for librarians to significantly improve its impact and implementing the Programs & Events Dashboard. The professionalization has enabled us to improve the results of the existing projects and start completely new projects (such as workshops for teachers).

Projects

Students Write Wikipedia is a program focusing primarily on cooperation with universities on creating and improving articles related to studied branch. We started in 2011 and almost all universities in Czech Republic have been since involved in the program. Because Wikimedia Czech Republic cannot provide its own resources for every lecture in every class, we will aim for creation of an interactive guide for students. This will be followed by a set of instructions for teachers (such as how to use the Education & Event Dashboard and a description of steps necessary for involvement in the project. Despite all that we will still arrange a certain amount of school workshops in order to keep our touch with the target group. These face-to-face events will help us to understand better the needs of the target group as well as their motivation why they are interested in joining.

  • to make a list of teacher's and student's needs and obstacles to know how WMCZ can support them in the program

Seniors Write Wikipedia is a project started in 2013. The senior program brings more diversity to Czech Wikipedia thanks to the involvement of older people with different experiences. We are also proud of the program is for free so our courses are low-threshold and anyone can start to edit. Since then we have successfully organized more than 40 courses and we have had almost 400 participants from 14 towns and cities. Thanks a methodology prepared for trainers our program grew more and more professional over time. The methodology contains a course curriculum, instructions, tips for lectures and a sophisticated feedback. In WMCZ strategic document for 2018 we are planning to continue running courses for seniors in major cities (Prague, Brno, Ostrava, Plzeň), while a different approach will be taken for regional capitals and smaller towns. In these more remove places, we educate local librarians how to lecture their own courses. For them we have designed a specialized type of course called "How to teach seniors to write Wikipedia". This will help them to understand the basics of Wikipedia editing, to present Wikipedia in their home library and to arrange a course there. Given our resources and experience we have determined that this is the only way for WMCZ how to extend the program and keep it sustainable all over the Czech Republic. Having in mind the growth of our activities within the senior citizens program, Wikimedia Czech Republic has contracted a coordinator for the senior project. The position is funded by the resources WMCZ obtained thanks to its own fundraising activities.

• We have also arranged courses for the senior citizens that are more skilled in Wikipedia editing. These take place on a regular basis in Prague. Over a certain period of time we were able to create a distinct community of senior citizens who edit Wikipedia in Czech regularly. By supporting them more, we intend to help them to became co-trainers and also help other senior citizens. In order to foster this, we would like to arrange a specific WikiTown for senior citizens. WikiTown for seniors is independent of the 'main' WikiTown (mentioned above) but builds upon its key principles. The goal of this two-day event will be to provide better coverage of both pictures for Wikimedia Commons and articles on Wikipedia or other Wikimedia projects. We will also arrange a postcard scanning workshop and obtain other historical materials for scanning.

Teach (with) Wiki is a program focusing on elementary and secondary school students. Since many university students already have their hobbies pretty much settled and it is not that easy to bring them to long-term Wikipedia editing, WMCZ initiated the the Teach (with) Wiki program in 2016, aiming on elementary school students. The goal of the program is to develop critical thinking and digital literacy through activities related to Wikipedia. This will help the students to work with Wikipedia in a different role than just a reader and help us develop ways of engaging the youngest potential contributors – indeed, many of us started editing Wikipedia very early, often at secondary school.

• Wikimedia Czech Republic has seen the Teach with Wiki program successfully running in various elementary and secondary schools during the entire year of 2017. The chapter became an educational institution certificated by Czech Ministry of Education and created a certificated educational program for teachers helping them to present Wikipedia in their classes. The first run of this certified program is expected for spring 2018. Then we will receive feedback that will help us to improve the content of our course. In its second run later in the future the participation on the program will be paid. This will help WMCZ to make at least some of our educational projects to be self-sufficient.
• During 2018, we would like to continue in creating new activities for elementary school students as well as in starting with new out-of-school activities, which will both help us to work with younger children (age 10+). In summer we will arrange the first Czech Wikicamp. This, however, needs to be based on the experience we would like to gather from Wikimedia Armenia, which successfully undertook similar projects earlier. That is why we would like to send one trainer and 1-2 Czech participants to Wikicamp Armenia. At the same time, our Czech trainer can share our know-how with the senior program. After that, we will organize our own Wikicamp for children aged 10-15.

GLAM platform has a strong presence in Wikimedia Czech Republic. For the upcoming year we would like to continue in its development. We have built up a network of GLAM partners, including the National Library of the Czech Republic, the National Technical Library, The Moravian Library, the Prague Zoo and the National Heritage Institute. We are proud of the events arranged with such institutions on regular basis. Several edit-a-thons are already planned for 2018: one in the Scientific Library of Olomouc focusing on history of the region, one in the National Technical Library and another one in the Prague Zoo focused on their animals. The Prague Zoo is also considering hiring a Wikipedian-in-residence and we plan to actively support that with our know-how. The development if our GLAM initiatives will be supported by the new project manager for multimedia (from October 2017) – fostering collaboration with institutions to improve multimedia content.

  • to strengthen our cooperation with at least 2 institutions and design events that will be arranged by both WMCZ and our partners on a regular basis.

Trainings for the Wikimedia community help our volunteers to stay in touch with more complicated issues. In 2017 WMCZ has arranged a copyright-related seminar for a group of 15 people. Aside of that WMCZ also trained 2 new trainers for senior courses (on an individual basis). We want to arrange new workshops and edit-a-thons in order to make our community stronger and more developed. For that we will also be addressing new institutions and offering them cooperation. We also arrange regular meetups (in Prague and Brno) where we talk with community members about their needs and requirements for volunteer involvement.

Overview

The overall goal here is to harness the incredible energy of editors working in Wikidata, creating the first 'database that anyone can edit'. We are also using Wikidata to improve the Wikimedia Commons Android App in a partnership with the app's volunteer developers.

Achievements and experience so far

First efforts with Wikidata in our chapter started two years ago as a part of the Media Acquisition Program (program #1) where we aimed to create a simple map for our photographers with all the points of interest worth capturing for Wikipedia Commons. It later grew into a full program but the stress on map data remains – we have supported the Wikimedia Commons App team in 2017 and organized a pre-hackathon which lead to the "nearby places" feature. Additional activities include trainings for Wikidata editors and Wikidata wannabe-editors and also partnerships with institutions to donate data to Wikidata.

Projects

• Wikidata workshops will take place again in 2018. One is an almost regular event now – a meeting of Czech Wikidata editors in the city of Pardubice in the heart of the country. The plan is organize another day of talks and practical trainings for both beginners and advanced users; it could also be combined with course on handling data donated by an institution. A second workshop is planned in collaboration with the staffers of the National Technical Library - some of whom are Wikidata contributors using advanced Python bots on a regular basis. We plan to work on better integrating the Polythematic Structured Subject Heading System (PSH) of the National Technical Library with Wikidata, among other things. By the end of 2018, major progress will have been made on this goal.
• Collaboration with the National Library of the Czech Republic will focus on integrating another subject heading system, this one called TKDIV and based on bibliographic terminology. A grant proposal has been filed by the staff of the National Library to create ontological relationships between the terms in their database using properties in Wikidata and then import the database into Wikidata; if approved, we will provide support and training for the project organizers.
• Promotion of the Wikimedia Commons mobile app aims to increase the usage of the Wikimedia Commons mobile app worldwide. We will use the network of Wikimedia chapters and various communication channels in the Wikimedia community to spread the word about the app, inform about new developments and incite Wikimedia Commons photographers to install it and use it. A Facebook page or group will be started and curated for the fans of the app. This will provide the volunteer developer team with much-needed logistical support of an institution.
• Further technical development of the Wikimedia Commons app will be funded by our chapter according to decisions made in the developer community. We are part of the decision-making community since 2016 and we were happy to invite many of its members to the prehackathon in Prague in 2017, which concentrated on the mobile app. The technical development was funded in 2016 and 2017 through a successful Individual Engagement Grant which is being renewed until February 2018 with our logistical support. The developer team has decided to accept the offer of Wikimedia Czech Republic to use our grant infrastructure and our status of a Wikimedia affiliate to access the funds for further development after February 2018, until the team finds a more permanent funding solution in collaboration with us. We will take on the role of product managers and coordinate the small team of experienced developers from inside the community. We will hire User:Misaochan who has been the centerpiece of the Wikimedia Commons mobile app community and use a freelancing platform to fund key technical improvements for five more months. These improvements include (but may not be limited to):

The result will be a more user-friendly app with new features which were in many cases directly asked for by the user community. Together with promotional activities, we will increase the number of app users from the present approximately 3000 to at least 4000, an annual increase of 25%.

• Wikimedia Czech Republic wishes to continue with all employees hired until the end of 2017. We will continue with the same FTEs for all staff and contractors. Same holds true for the the project manager for multimedia (staff) and a fundraiser (contractor) who were hired in the last quarter of 2017 (according to our plans). Some increase in FTEs on these positions is projected for 2019. The position of the project manager was developed from a position of the Wikipedian in Brno which is broadened to include a mix of outreach activities aimed at Czech community of volunteer photographers, acquisition of freely licensed media and GLAM collaborations.

• 13,269 USD - The calculation see in the file "operational reserves".
• We did not have any operational reserves in previous years. In the second part of 2017, we built minor operational reserves on our account with finances that are not tied to any project and were not obtained from grants in previous years. But it is not sufficient for the growing number of responsibilities we have. Because of that, we started to build operational reserves for 2018. We have included employee salaries in the operational reserve as follows according to the notice period (3 months or 1 month for contractors). The notice period for renting the office is two months. Then we have to continue in basic services which means accountancy, bank, administration, phone cost for three months too. Reserves are to be used in the critical case of running out of funds.
