Purpose of the report

This form is for organizations receiving Annual Plan Grants to report on their progress after completing the first 6 months of their grants. The time period covered in this form will be the first 6 months of each grant (e.g. 1 January - 30 June of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Description

The training catalogue responds to a need expressed by members and the various types of public that we come across. Its key aim is to help us provide the skills required to use the different Wikimedia projects. The catalogue therefore summarizes the different offers that we can provide for association volunteers, private or public organizations and individuals.

A survey was sent out to all members in late 2014 to find out what were their needs in terms of training. Their answers allowed us to draw out 6 themes:

  1. Editing Wikipedia;
  2. Using Wikimedia Commons;
  3. Discovering Wikimedia projects;
  4. Using Wikipedia in classrooms;
  5. Using Wikisource and the bookscanner;
  6. Train the trainers.
Strengths
  • Wikimédia France has got an agreement from the French ministry of work, which is the legal authorization to train publics.
  • Ten trainings have been organized in the last 6 months.

The training catalogue was based on the needs expressed by the association members, who were also asked for their opinions throughout the production process (design, choice of training themes and proof-reading). A training session is planned for each local group before July 2016, based on the various training sessions presented in the catalogue (a flexible one-day format with a discovery of the Wikimedia projects in the morning, followed by learning to contribute in the afternoon).

Description

At the beginning of the academic year in September 2015, the association and several of the encyclopaedia’s volunteer contributors put a toolkit online. The toolkit is for teachers and others involved in education and may be consulted directly on Wikipedia. Developed as an educational pack, it lists the advantages to be gained for students of an enlightened use of the encyclopaedia (developing a critical mind, collaborative work, documentary research, introduction to copyright, etc.). There are also examples of projects run by higher education and secondary school teachers and help booklets.

Strengths

The creation of the toolkit is part of a wider effort by the association to raise awareness of Wikimedia projects in class, from primary school to university, since agreement was obtained on 9 October 2014 recognizing Wikimedia France as an educational association complementary to state education. Since the educational toolkit was put online, we have already been approached to set up four training sessions for trainee teachers and teacher librarians. The educational kit is therefore part of a strategy to bring Wikimedia projects closer to state school teachers.

When the association started work on designing the educational kit, it seemed natural to upload it on Wikipedia. There was already a toolkit known as “Educational projects” that was not up to date. We therefore chose to contact the portal’s historic contributors (Belgians, Canadians, French, etc.) to get them involved. They brought ideas and the teachers we contacted gave us a great deal of help. The educational pack also has a discussion forum in which it is possible to exchange ideas with volunteer contributors to Wikipedia. Finally, the volunteers from the education working party were also involved.

Description

This summer, the local group in Brest ran an action with a new type of partner: the Brest National Botanical Conservatory.

On Saturday 1st and Sunday 2 August, 10 Breton contributors from Brest, Rennes, Josselin and Concarneau took part in this contribution weekend. The aim was to create or improve ten Wikipedia articles on endangered species and to photograph thirty safeguarded species in the Botanical Conservatory’s four tropical greenhouses. The species were chosen for their scarcity and the level to which they are threatened with extinction. To facilitate their documentary research, the manager of the documentation centre offered the group his expertise and the opportunity to consult a large number of works in the science library.

10 articles were created and are currently being improved, and nearly 250 photos of species were uploaded onto Wikimedia Commons.

  • Clear, shared objectives on the part of the partner: reveal the wealth of wild flora and instil the desire to preserve it, be part of a collaborative and grassroots project, be seen as a resource centre also on the wikis, promote the plant species that are central to the Conservatory’s work;
  • Clear, shared objectives on the part of the Wikimedians: illustrate the articles that lack photos; add to the articles on certain species; use the expertise of local botanist to further an international project; use a convivial event to create a dynamic within the local group in Brest; broaden the number of contributors and welcome new ones;
  • A history of the actions on the Wikimedia projects in Brest that have helped towards the setting-up of the action;
  • A local group referent with two statuses: Brest Council / Wikimedia France referent.

This project, set up on the initiative of Gaëlle Fily, referent for the local group in Brest, follows on from the actions undertaken since 2011 with Brest. In 2011, nearly 1800 photos were put online to illustrate the communes and heritage in the Brest region. In summer 2012, nearly 4000 photos illustrating the “Tonnerres de Brest”, a maritime festival that attracts traditional boats from all over the world, and one of the biggest events in the maritime world. In 2014, with the structuring of Wikimedia France, a local group was formed and mobilized during Francophone Contribution Month around the figure of Victor Segalen and sport. Wikimedia’s integration into actions in Brest and the surrounding region has thus been reinforced by this new action. With regard to online communities, Francophone Wikipedia’s “Portail:botanique” has been involved in the proof-reading of articles, and one article has been put forward for the Good Article label.

A great deal of painstaking work has been carried out over the last two years by the different groups involved in the project: Wikipedians, members of Wikimedia France and the various departments of the National Archive Collections. A total of no less than 923 articles that have been modified on Wikipedia and 5 uploads of bodies of 30 to 60 documents onto Wikimedia Commons.

In 20 months, the documents put online have been viewed indirectly over 30 million times. Alongside these uploads, 4 writing workshops have been organized for the National Archive staff. These contribution training workshops were supervised by volunteer Wikimedians with the aim of helping people become autonomous and continue to offer contributions. The partnership agreement reached its end after two years. As our two organizations were satisfied with the experiment, a new agreement was signed on 3 November 2015 during the inauguration of the “Secret State” exhibition. This new phase in the partnership should enable us to consider contributions to other projects such as Wikidata or Wikisource, which could prove to be the ideal hosts for making documents available that are presented at the “Treasure of written heritage” conferences.

On Wikimedia Commons, new batches of images that have come from the digitization of the Archim base or from temporary exhibitions will be offered to Commonists. Wikimedians will also now be invited to press visits to exhibitions and the National Archives are considering hosting a Wikipedian in residence. In a completely different area, Wikimedia France, the National Archives and the Galeries Lafayette Foundation are currently preparing a two-day event in March 2016 to promote women and art as part of the Art+Feminism project.

Edit-a-thon at the Musée des Beaux Arts de Lyon

Since mid-2013, cooperation between Wikimedia France and the Musée des Beaux-Arts de Lyon has given access to the museum’s documentation, which contains over 50,000 works, and the works on display and an input of technical and editorial knowledge for contributing to the encyclopaedia had been considered.

In November 2015, following long discussions and as part of its “Lyon Renaissance”, “Arts and Humanism” exhibition, the Musée des Beaux-Arts de Lyon ran two edit-a-thons with Lyon Wikipedians. During the two edit-a-thons, which involved 10 volunteers, over 350 images were put online and a large number of articles were created and modified. 6 articles on artists were created and forty others were modified or drafted. The Wiktionary also had fifteen new entries, while twenty others were modified.

Strengths

Various projects were added to during this action: Wikipedia, Wikimedia Commons and Wiktionary. The volunteers made great efforts to publish content before and during the edit-a-thon.

The original feature of the edit-a-thon was that it formed part of the exhibition itself. In a way, visitors to the museum can take part in the exhibition, both inside the museum and later, online, on Wikipedia!

Other edit-a-thons are planned for early 2016 and form part of a lasting partnership thanks to the commitment of the local group in Lyon.

Association members, members of the local group in Lyon, took part in this action, which involved a great deal of work in advance. They had to identify the themes similar to current exhibition and check that they were eligible. A very full project page presenting the milestones, the people involved and the banners to be created was put online on Wikipedia (Projet:Musée des beaux-arts de Lyon) to give the project visibility and arouse interest among Wikipedians.

CREM (Ethnomusicology Research Centre) CNRS–Musée de l‘Homme, the MMSH (Maison mediterranéenne des sciences de l’homme) sound archives and the association organized a contribution day on Wikimedia projects (including Wikimedia Commons). This took place on 23 October 2015 at the Maison mediterranéenne des sciences de l’homme in Aix-en-Provence, as part of the Europeana Sounds programme, and with the financial support of the Nederlands Instituut voor Beeld en Geluid (Netherlands Institute of sound and vision).

Part of the Francophone Commons Festival, the day was also included in the LabexMed digital workshops “Human and social science at the heart of interdisciplinarity for the Mediterranean”.

The action involved 2 volunteers and attracted 17 participants. They put articles online with sound recordings: - either by showing the links in a note; - or by illustrating the Wikipedia articles with sound extracts related to the theme. During the day, a free sound publishing software package, Audacity, was used, once the extracts were identified, to cut them out and link them to the articles.

Strengths

This is the first event dedicated to importing several sound archives onto Wikimedia Commons, and also related to ethnological and sociological themes (studies of migratory movements). The following three MMSH collections were made available to participants to be published online:

  • Remembrance of the Armenians in the Bouches-du-Rhône – 2006-2007 (120 hours of recording);
  • Greeks from Asia Minor taking refuge in Syros - 1997-2001 then 2015 (26 hours of recording);
  • Immigrant Italians in the Saint-Jean and Panier districts in Marseille -1979-1980 (17 hours of recording).

Prior to the event, the Wikimedia France internal “education” and “glam” working parties were asked to identify those sound archives that could or should not be used. Given that the interviews were collected from the sons of immigrants and not from the immigrants themselves, the question was asked as to whether the sound extracts were sources or illustrations.

As a result of good cooperation between the various partners and volunteers who attended the event, the works were put online without problems and the day was a success!

The people who took part in the Armenia, Greece and Italy projects were invited via Wikipedia. Other similar events could be held with cultural establishments that have similar archives.

A MOOC for learning how to contribute to Wikipedia: the WikiMOOC

The WikiMOOC is a MOOC (free online lessons) that aims to explain to the French-speaking learners how Wikipedia works. The idea of a MOOC on Wikipedia was put forward by a Wikipedia editor in October 2014. Fifteen contributors, approximately half of whom are members of Wikimedia France, have been designing the WikiMOOC since June 2015. They meet every week on IRC and coordinate their work directly on Wikipedia. The contributors will have spent nearly a thousand volunteer hours on the project. The association is supporting them from a financial and logistical : the project has been allocated a budget of 10,000 euros and a civic service volunteer is coordinating their efforts.

The WikiMOOC will be entirely broadcast under a CC-BY-SA licence from 22 February 2016, on the “France Université Numérique” platform, supported by the French Ministry of Education, Higher Education and Research. The MOOC consists of five weeks of lessons and requires about 2.5 hours work per week. Its main aims are to raise public awareness as to how Wikipedia works, to recruit new contributors and, above all, to diversify their profile: the WikiMOOC is therefore for all Francophone countries, including Francophone Africa (where two of its designers live).

As it initiated the project, the Wikipedia community was already involved from the outset. It is kept regularly informed of progress via the “Wikipedia Bistro” [the French "Village Pump"]. Some members of Wikimedia France have also joined the project, which the association has communicated about internally.

We are keen to find ways of responding to all requests for training, particularly those from geographical regions where there are no volunteers. To meet the need, we have launched a survey to try and identify volunteers capable of training people on a national level. Also, still with the aim of improving skills, local groups will be given training in good practices related to approaching a partner, running a contribution workshop, etc. This is why we intend to capitalize on the local groups and the referents for these groups.

We are also looking to carry on the “education and Wikipedia in class” theme in order to include teaching time in the use of Wikipedia in class in degree courses. The “Wikiconcours lycéen”, a competition based on adding to articles on Wikipedia, began for the 3rd time in early November 2015 and will reinforce our concern to develop this activity. 70 schools have registered this year and approximately 800 pupils will be involved in contributing (the results will be presented in the impact report)!

Partnerships with cultural institutions continue to diversify, which is allowing Wikimedia France volunteers to innovate in terms of themes (botany, intangible heritage) and event content (contribution days focusing on sound archives).

Actions with partners in the regions are taking off, and this is testimony to the good health and dynamism of the local groups and the improved circulation of information between referents, employees and members. Partnership renewals preceded by evaluations are a good way of measuring the quality of relations between our organization and external stakeholders and offer opportunities to adjust and even explore other objectives.

The edit-a-thons are the events we put in place to impact the quality of Wikimedia projects and our rate of editors’ retention. To achieve these two objectives, we defined a series of processes which we implement before, during and after edit-a-thons. Holding an edit-a-thon is often triggered by an external partner to the movement during a first meeting. They expose us the following observation: some articles on Wikipedia are lacking major, correct information or their corresponding sources. As a result, the partner, who very often is an expert in their field, wishes with our help, to reduce such content gaps. Because of the eligibility rules specific to Wikimedia projects, we systematically coordinate with the communities to ensure the eligibility of articles and thematics of contribution planned for the event.

During the day, we:

  • Train the participants for about one hour at the beginning of the day
  • Enrich the project page on Wikipedia for the event with the user names of the participants and articles created or improved
  • Debrief at the end of the day

Also, we conduct partnerships which include edit-a-thons happening several times a year and involving the same pool of editors. This creates a community of contributors (a kind of core editors team) specialized on a specific theme.

Other types of actions also impact the retention of contributors and content quality (e.g. our WikiMOOC, widely developed in this report). We try to ensure that each edit-a-thon is as impactful as possible by learning from our successes and failures, after every event. We drafted a small guide "How to conduct an edit-a-thon" designed for stakeholders of Wikimedia France and partners. Edit-a-thons are planned for the coming months on several topics such as the social economy, a French department, women in science ... each one of them has a target audience and a set of defined processes, enabling to improve the quality of content and retain new contributors.

Description

Amateur photographers take millions of photos every year. Rather than seeing these photos published on the social networks or remain in folders on personal computers, we wanted to encourage the general public to publish and highlight them on Wikimedia Commons. These photos will then be used to illustrate Wikipedia articles about towns, regions and departments.

Along with the contributors to the Wikipedia project, the “projet:communes de France” on Wikipedia and the “projet:Illustration des communes françaises”, the aim of the “ Wikipedia summer in France’s towns and villages” project was to encourage tourists and local inhabitants to take photos of buildings, landscapes, edifices, statues, streets, local gastronomy, exhibitions, traditional festivals and local know-how, etc. In other words, to photograph anything that adds to the wealth and charm of our regions during the summer holidays (21 July to 21 August). Our mission was not just to mobilize the community and the association members but to make the general public, the target of our action, aware of the opportunities to contribute that are linked to their close environment.

So we went out to the town halls, tourist offices and local associations to make them aware of the importance of spreading knowledge and information about local heritage (telephone calls, mail-shots, sending out posters and flyers, organizing workshops...) and ask them to pass on information about the project to local inhabitants. A company operating in the digital sector also proposed the action to its stakeholders via its application.

An external website has been developed to facilitate contribution for novices: http://etedesvilleswikipedia.fr/. The new contributor is given guidance and support through his first steps. Wikipedians naturally became involved in the action and developed small modules. For example, one of them designed a map of all the communes in France and the needs of each of them in terms of illustration.

16,000 photos were uploaded onto Wikimedia Commons over a 2-month period by over 600 different contributors. Of these, approximately 400 people were contributing to Wikimedia projects for the first time. The action also enabled us to make contact with regional stakeholders (town halls, tourist offices, etc.).

The entire action was proposed to the community with a view to improving it before the official launch, via the discussion pages of the projects concerned and the “Bistro”, a Francophone Wikipedia discussion forum. Over a 2-week period we collected opinions from the community, which was keen to add to the project.

The contributors and association members then proposed other tools: development of models, development of a searchable map put online on the dedicated website, categorization of photos, illustration of articles, distributing posters and flyers in thoroughfares in the regions, etc.

Following the success of the first “Wikipedia summer in the towns” event, we wanted to invite the local authorities, associations, digital facilitation centres, cultural and regional institutions and, obviously, private individuals, to add articles relating to their commune. They will be able to add information linked to their “arrondissement” or district on Wikipedia, on a range of themes listed in a standard plan drawn up by the community. Geography and urban development, history, local culture and heritage, politics and administration: all these themes are linked and adapted to the chosen territory.

Assisted by a search engine specially developed for the project, the user discovers Wikipedia’s evaluation of the article about his town, village or district (the evaluation is generated by an algorithm based on the actual content of an article). Whether the percentage is good or bad, the platform offers the general public a series of games (quizzes, questions/answers with Wikipedia, “Compete against Wikipedia”...) and actions to carry out to add contributions to the articles concerned (themed photo outings, digitization, sound recording, etc.). Wikipedia, Wikimedia Commons, Wikidata, Wikisource and Wikivoyage will thus be fed by contributions from the general public.

Guides will be developed in addition to the tool. For example, for digital facilitation centres, facilitators and instructors will be given suggestions for activities to carry out with their students.

To promote language diversity in France, we are looking to involve speaker communities more in the Wikimedia projects. From early 2016, we are therefore going to offer them a mobile and web version word recording tool to illustrate the Wiktionary and Wikipedia.

We initially had to target local partners, through local associations, universities and local authorities, capable of carrying on the action carried out with the speakers. Nearly 500 language enthusiasts were added to our contact base.

From 21 September to 21 November 2015, a survey of the speakers’ digital practices was sent to the identified local contacts. This questionnaire, produced with the support of the “French Language and Languages of France Commission” attached to the Ministry of Culture and Communication was a success. 237 responses were recorded and analyzed. The survey enabled us to more precisely identify a target audience for the rest of the project. Contact was established with the University of Strasbourg, the University of Lorraine, the Public Office of the Breton language, the Public Office of the Basque language, the Inter-regional Centre for the Development of Occitan (CIRDOC) in Béziers, the University of Perpignan and several other local associations.

As a result of the speakers’ interest in the Wikimedia projects, we were also able to draw up a list of participants in the regional language contribution training seminar organized on 23 January 2016 at the Maison de l'Europe in Paris. The aim for this first training day is once again to train local contacts in contribution so that they may, in turn, become trainers in the Wikimedia projects with the help of local groups. Alongside this first action, a web interface for recording words and expressions in regional languages is currently being developed in partnership with the APLLOD association (Association for the Promotion of Languages via Lexicography and Open Data). The collected sounds will be automatically uploaded onto Commons via two levels of categorization: the first via commune names, the second by language area. Lingua Libre is scheduled to have a beta version for the seminar on 23 January 2016.

Through this action, we have offered a means of expression to language communities who do not feel that they are given enough consideration by the French government. Contribution to Wikimedia projects in a regional language is a response to a need expressed by a part of the population that is keen to promote diverse regional cultures.

In addition, several members of the association are themselves regional language speakers and are carrying out actions on this theme (e.g. recording of Breton by local groups in Brest and Rennes). Their experience has therefore been put to good use on the technical aspects of the Lingua Libre project. Community members are working to develop the interface. A meeting to round off the project will take place in early January. Finally, the volunteers will oversee the training day on 23 January 2016 and help speakers become familiar with the Wikimedia tools.

Externally, several universities (mentioned above), associations, government agencies and the Ministry of Culture are involved in the project. Linguists are taking part in the Lingua Libre programme working party. They will obviously be attending the seminar on 23 January 2016 to learn the basics of contribution and offer their expertise on precise language questions.

Looking ahead

This year, we had planned to facilitate the autonomy and empowerment of local groups and the development of new IRL communities through a range of schemes aimed at helping the groups become established within their local social environment: links with the authorities (and their colossal heritage), the associations (and their human resources), the socio-economic stakeholders (and their means), etc. To achieve this, we set up the “Wikipedia summer in the towns and villages” project and developed the Lingua Libre application. These national projects are designed to adapt to the realities of the regions. For example, “summer in the towns” invites the public to take photos of their local environment; so any French person can photograph his town or village using our tool, as well as tourists during their visit. Local groups and volunteers can also use these schemes to go out and meet stakeholders with a view to developing partnerships. Another example: the Lingua Libre application offers a tool common to a wide range of language communities. Our tools therefore offer everyone a chance to contribute and highlight their distinctive features.

Following the success of these actions, we are currently developing the “Territories of France” action. Others will follow with the overall aim of developing the instinct to contribute to the Wikimedia projects.

We are currently working on new, targeted fun activities to encourage new people to join the movement and contribute. By offering actions that can be easily adapted to the local environment, we are looking to renew the experience of contributing to projects. Also, the new projects that we develop will be in partnership with regional stakeholders: town halls, tourist offices, social centres, digital facilitation centres, associations, etc...

By offering actions that may be carried out with local habitants, we are seeking to increase the number of contributions.

The actions of our membership are scattered in other axes, however, an action is specific to territorial development: the Wikipermanence. It enables editors to meet in real life, together with members and sometimes staff members. The Wikipermanence may take a different form depending on its location or its theme. Its main objective is to reach out to the general public and gather people. In Paris for example, several contributors have already met new contributors during Wikipermanences who answered their questions. In Lille, following the training of PhD students to contribute to Wikipedia, some of them met for a Wikipermanence contributors. This allows to create a bond with them and guide them in their contributions.

In November 2015, Afrique Telecom, Eutelsat and Wikimedia France signed a partnership agreement based on the “Access to Wikipedia in Africa” project, an ambitious action aiming to make French-language Wikipedia accessible free of charge in Sub-Saharan Africa via a network of Wi-Fi hotspots.

Afrique Telecom is deploying solutions using Eutelsat’s satellite resources to cover Sub-Saharan Africa. Its “TamTam” solution consists of delivering the Internet to rural areas via a collective access deployed via a Wi-Fi hotspot. The service will be used to offer free access to the Wikipedia encyclopaedia to thousands of people, initially in Francophone Africa. The initiative aligns with the Wikimedia Foundation strategy to promote free access to educational content throughout the world, including through Wikipedia.

Afrique Telecom has integrated a server into its “TamTam” hotspots to host the Wikipedia content locally, with the help of Xowa (a project to give free offline access to Wikipedia), to make it available to everyone free of charge. The content will be updated regularly via a satellite link provided by Eutelsat.

The “TamTam” deployment aims to equip 4,000 to 8,000 hotspot sites within 2 years. Eutelsat is financing the Wikipedia servers hosted on the first 1,000 hotspots: a springboard for the project, which will be a pilot and enable us to measure the impact of the new service. The Wikimedia movement has chosen the countries of the “South” as a priority in terms of accessibility and content creation on Wikipedia. There is currently a great disparity between the countries of the North and those of the South in terms of the number of readers and contributors to the Wikimedia projects and in terms of content linked to these countries. Within these “Southern” countries, Francophone Africa and the countries that it covers are a priority action area for Wikimedia France, following on from the Afripedia project and within the framework of the actions carried out by WikiFranca.

In 2013, a small group of Wikipedians launched the Wikipedia Library project on Anglophone Wikipedia. The project aims to offer Wikipedians better working conditions by facilitating access to sources. Several solutions have been put in place, the first of which is the provision of access to online databases that normally charge a fee. To achieve this, the Wikimedians approached a number of digital platforms to obtain access which, all together, now represents several thousand documents. Now that the action is well-established in the Anglophone Wikimedia environment, it has been decided to extend it with the opening of local branches. Among the first in this series, the Wikipedia Library opened on the Francophone Wikipedia in July 2015. The launch of the Francophone branch was an opportunity to announce four partnerships with leading Francophone publishers: Cairn, Erudit, L’Harmattan, and Numérique Premium. The next phase is to identify other publishers to whom we can send a partnership request.

Strengths

The project is a French version of an English Wikipedia project and has been led by two volunteer contributors, Sylvain Machefert (Wikimedia France) and Benoit Rochon (Wikimedia Canada). There is great potential for contacting Francophone publishers and the project may be adapted to many Francophone countries. A civic service volunteer at Wikimedia France is also supporting the project and helping to translate valuable resources for approaching future partners.

The “francophones@” list has been used for the project and there is a dedicated project page on Wikipedia. A large number of contributors have suggested publishers.

Wikimedia France is making every effort to participate in changes in the movement and exchange ideas with the people who make up the movement. Between July and December 2015, members, executive board members and employees were in close contact with various entities in the Wikiverse in order to learn about, initiate and transpose a variety of initiatives.

  • In July 2015, 9 Francophone grant-holders attended and took part in the Mexico Wikimania with the support of Wikimedia France. The volunteers, employees and executive board members present gave a total of 5 presentations or workshops, including WikiQueso, a local adaptation of the Wikicheese project, which won the title of “Coolest project of the year".
  • In October and November 2015, following the Wikimedia Conference in Berlin and the Wikimania, a small working group made up of John Andersson (Wikimedia SE), Nikki Zeuner (WMDE) and Anne-Laure Prévost (WMFR), assisted by Cornelius Kibelka (WMDE) built up a number of areas of focus based on two transverse themes: fund-raising and partnerships. A questionnaire was sent out to a dozen chapters to gather information about needs, challenges and opportunities in these areas.
  • In November 2015, taking advantage of the award of the Erasmus prize to Wikipedia for its 15 years’ existence and the incredible progress that contributors have achieved in making knowledge accessible to all, Nathalie Martin, director, Anne-Laure Prévost, responsible for partnerships and institutional relations, and Emeric Vallespi, vice-chairman of the association, travelled to Amsterdam then Utrecht to visit their Dutch counterparts and talk about the challenges encountered by the two organizations: the increasing impact of the programmes, connection to the online and offline communities, issues linked to mobilizing volunteers and fund-raising. A session between Wikimedia UK, Wikimedia DE, Wikimedia NL, Wikimedia AT and Wikimedia FR also took place to discuss the impact for the forthcoming Wikimedia Conference in Berlin in April 2016.
  • 6 francophone Wikimedians travelled to the first international Wikisource conference with the support of the Wikimedia France micro-funding committee.
  • Finally, the Dutch-speaking Wikiconvention was held in Utrecht, providing an opportunity for advice and learning from a faultless organization and from the Dutch experience, with a view to holding the first Francophone Wikiconvention in France in summer 2016.

Looking ahead

International activity is varied and increasingly practical in terms of actions. In the light of the assumptions made concerning plans to redesign the Afripedia project in our request to the FDC, we have taken action in 4 areas:

  • awareness of and access to the Wikimedia projects in Francophone Africa, via the partnership with Afrique Telecom and Eutelsat;
  • the adaptation of existing documents for Francophone countries with a revision of the "Welcome to Wikipedia" booklet currently underway;
  • support for the Francophone communities in the movement with grants available for French-speakers to enable them to take part in the movement’s events,
  • providing training for specific groups, as we did for the International Alliance of Independent Publishers at the end of the last campaign.

For the second half-year of the campaign, there will be a very strong emphasis on the Francophone countries, with work continuing on the Wikipedia Library, the launch of Francophone Contribution Month for the 3rd year running, this time in line with the international calendar for this theme, and the organization of the first Francophone Wikiconvention for summer 2016: some great challenges ahead!

During the month of March, contributors will meet in various locations and invite people to learn about editing Wikipedia and other Wikimedia projects. The Month of French-speaking world editing has three objectives:

  • Improving the Wikimedia projects in French;
  • Allow local contributors to meet one another;
  • Introduce editing Wikipedia and Wikimedia projects to new editors

These workshops, spread over the French-speaking territories around the world, will be organised throughout the whole month and will also try to involve several of our existing partners, to continue creating small communities of contributors which may to contribute afterwards.

In addition to that, the development of the French branch of the Wikipedia library improves the work of contributors in search for references and sources. The partnerships which were conducted unlocked access to sources which are normally not accessible for free. Three leading French-language publishers shared to the community a portion of their available sources. These partnerships are critical to improving the quality of articles.

Description

Support for volunteer photographers is one of the best ways in which Wikimedia France can support the work of the community. It is seen in the organization of photo outings, the loan of professional or semi-professional quality equipment and help in obtaining accreditations. Over the past quarter, 14,260 files supported by Wikimedia France were imported onto Commons by 69 contributors.

The events during which the photos were taken cover every area in which the Wikimedia movement is active. These include the GLAM, with a visit to the Musée des Beaux-arts de Lyon, photographs of the University of Rennes 1 zoology collections, the uploading of its collections by the National Archives and a visit to the Hôtel de Cluny, which led to the renewal of a long-standing partnership and discussions about new actions for the coming year.

Cultural and sporting events have also been involved, with accreditation for two music festivals in Brittany, including the biggest one in France (Les Vieilles Charrues), the Utopiales in Nantes, the international geography festival in the Vosges, Jimmy Wales’ speech at DigiWorld in Montpellier, 5 cycling competitions in the North and in Belgium, a motocross competition in Côte-d'Or and a tennis tournament in Brittany.

Wikimedia events have also been an opportunity to organize photo outings. For example, the people who were given a grant by Wikimedia France to attend Wikimania took photos of the Mexico region, a photo outing took place in Josselin as part of “Summer in the Towns”, and another took place during the Free Operation in Chéméré. There were also the Wikicheese evenings which took place once a month.

Finally, we should mention an innovative project that involves taking photographs of leading figures from the world of politics and industry, with the support of Publicis. In two days, photographs were taken of 11 leading figures, including two CEOs from CAC 40 companies and two ministers, one still in office.

Strengths

The subjects are varied, and so is the geography: the actions described above extend throughout France and beyond (Belgium, Mexico). Photography is an easy way of bringing contributors together to visit a town or museum and progress together, and is therefore a useful way of getting a local group together and getting it involved. By lending professional-quality equipment and helping people to obtain accreditations for various events, the association is helping its contributors to become more involved and to improve the quality of their contributions.

Measures to involve communities offline and online

Most community involvement takes place offline, with the photo outings themselves. However, there is some online activity: the people who produce the photo reports with the equipment provided by the association are asked to write a report on the dedicated discussion list so that the experience acquired can be of use to all volunteer photographers and, over this half-year specifically, the photo group has been involved in producing a guide for photography beginners, intended for participants in the Wiki Loves Africa competition.

Wikimedia France makes part of its office available to the community. Resources to help contributors to learn, create and share are kept here.

The contributor space includes an office with a computer, high-speed internet access, a library, a small photo studio and a book-scanner. In addition to individual use by contributors, three types of action have taken place in the contributor space over the last half-year: the Wikicheese workshops, the filming of the WikiMOOC, both already mentioned above, and Wikidata training workshops. These monthly workshops alternate between two options. For the first option, the workshop is dedicated to Parisian Wikidata contributors to help them progress in mastering the tools used to facilitate publication, such as the new Sparql access point. The other option is dedicated to new contributors: the first workshop in September was aimed at Wikipedians looking to make a start on Wikidata, while the following ones were set aside for the open source software communities. For example, an association that dismantles used electrical equipment to recover the components that are still working wondered whether they could use Wikidata to set up a database of the components included in the recycled appliances. A meeting of the OTRS agents from Wikipedia in French was also planned for 14 and 15 November but had to be cancelled due to the terrorist attacks on the Bataclan and the Stade de France the day before (see picture).

There have been similar contributor spaces in Germany for over a year, so Wikimedia France decided to visit one of the biggest ones to talk about our respective practices and pick up ideas for improvement. The visit took place at the end of October to take advantage of Wikidata’s birthday party in Berlin. The employee and the volunteer responsible for the contributor space in Paris were able to visit the contributor spaces in Cologne, Hamburg and Berlin over 3 days.

One of the key differences between the communities in France and Germany is that there is little volunteer activity in Berlin itself, where the chapter’s offices are located, whereas there is a great deal happening in other cities, particularly in Cologne, where the first contributor space was opened. In France, the Paris group is active and therefore has the advantage of access to our premises; while other local groups are more active, they have not yet asked to have permanent dedicated premises. The Paris premises may be compared with those in Berlin, in that part of the employee team offices is made available. However, in terms of size and use by the community, we are closer to what is available in Cologne or Hamburg, and to reinforce this use, it would appear necessary, when the organization has grown sufficiently to require a change of premises, to opt for a building the offers premises suitable for a contributor space on the ground floor, with the offices upstairs. The contributor space could be organized by the local Paris group, as has been done in Cologne and Hamburg, so that it looks less like a rather cold office and more like a meeting place. The contributor spaces in Cologne and Hamburg are also placed at the disposal of other open source associations such as the OKF and Open Street Map, which is an improvement that we are considering too.

Apart from comparing premises, it was interesting to talk about the actions we are carrying out. This turned out to be particularly helpful as we are looking to organize a WikiConvention in France, in 2016, and the German event is mainly organized by the Cologne contributor group. We also had an opportunity to talk about it with the organizers of the Dutch WikiConvention, who were in Berlin for the Wikidata birthday party. We would also like to examine the possibility of carrying out joint actions, such as an edit-a-thon run simultaneously in several contributor spaces.

Strengths

Our contributor space is apparently used as much by the community as the spaces in Hamburg and Berlin and we are hoping that it will be used even more in the coming period, by the community but also by other open source organizations as mentioned above. The equipment we provide, which enables contributors to use equipment that it is not common to have at home, is a way of attracting visitors, but it would be useful to give the premises greater visibility, for Wikimedia projects and in the outside world.

A schedule is available on Wikipedia for advertising events organized in the contributor space. Those that are open to the public are also advertised in the Agenda du libre, an event advertisement site linked to free culture in France.

As we can see above, our efforts during the half-year have been focused more on direct support for contributors than on the more technical aspect. This should, however, become a more important focus over the coming half-year, with a complete revision of our technical infrastructure, the holding of the OTRS workshop initially planned for mid-November, a Lua workshop (a computer script language used for Wikipedia modules), etc. We are also considering a mini-hackathon dedicated to Wikidata during the spring. More generally, we are thinking about increasing the number of small hackathons for ten to thirty participants, which enable us to make rapid progress on a particular theme. This will help to achieve the objective published in the FDC request to increase the number of Francophone developers in the movement.

In the FDC request, we announced two events per month in the contributor space. While no events took place during July and August, 8 were held during the rest of the period, i.e. an average of two per month. Two Wikidata workshops initially planned in the contributor space finally took place in third places in Paris (La Petite Rockette and l'@nnexe), following a contact with the Électrocycle association. For the rest of the period we are planning to continue this monthly alternation between internal workshops for contributors to Wikimedia projects and workshops in outside locations aimed at the general public or specialist groups.

Concerning the creation of contributor spaces in cities other than Paris: following the visit to the contributor spaces in Germany, we are thinking more about the idea of sharing spaces with other associations and groups from the open source and digital world. This sharing of space would cut costs and allow for contact between the different groups involved, and therefore help new ideas to emerge. Our next step towards this goal is a questionnaire for local group referents to find out what are their exact needs in terms of equipment and premises.

Photo hunts and the development of a dedicated editors’ space are the two main actions that enable to retain contributors and improve the quality of content. Indeed, having a contributors’ space allows learners to be accompanied and reassured in their earlier contributions. It also helps to have a physical location where training can be done and where an expert contributor can meet a newbie in real life. Photo hunts took place in areas were either a territory or a specific thematic lacked illustration on WIkimedia projects. Photo hunts are always organized with a local group of Wikimedians, enabling better reuse of the uploads on Wikimedia Commons.

Description

For the first time in France, a draft bill, the draft bill for a digital Republic, has been submitted for public consultation online. Every Internet user has had an opportunity to propose changes to the government text and vote for or against the proposals. As the text does not provide for the adoption of any kind of freedom of panorama in French law, Wikimedia France has taken the opportunity to lodge an amendment, online, aimed at introducing a clause into the French Intellectual Property Regulations authorizing the freedom of panorama for architecture and sculpture. The defence of freedom of panorama continues in parliament so that our members can, one day, load photos of architecture and sculptures in public spaces onto Wikimedia Commons, add to Wikipedia articles and, finally, contribute to improved dissemination of knowledge.

Our amendment mobilized 3,295 voters and came 8th in the list of proposals voted favourably on the platform. However, the amendment was not included in the text submitted to the Council of State, due in particular to strong pressure from the French cultural industry lobbies. As the Government had agreed to respond to the amendments that were not chosen, the only justification it could come up with for the Wikimedia France amendment was that the issue was to be debated at European level in the future.

The freedom of panorama issue is an obstacle for our community in its efforts to improve the dissemination of knowledge through the loading of photos of works in the public space onto Wikimedia Commons or adding articles to the Wikipedia encyclopaedia. Wikimedia France’s participation in a draft bill responds to this need within the community and continues the work of lodging amendments that has already been carried out by volunteers for other previous draft bills, for example in 2011.

By inviting our community and the public to vote for our text on freedom of panorama on the online draft bill platform (using various means: blog, twitter, Facebook, discussion lists, including international lists, the Wikipedia and Wikimedia village pumps), our proposal was the 8th most favourably voted amendment. The Wikimedia community has made great efforts towards overcoming this day-to-day barrier to adding to Wikimedia projects, and may, this year, win this freedom of panorama.

News of all the subsequent initiatives has been passed on via blog articles, twitter (live tweets during ministerial meetings), Facebook, village pumps and lists. It has also been discussed on the "lobbying" discussion list. This "campaign" was discussed in Brussels at a meeting for volunteers from various European Chapters. More widely, the free culture associations have been involved in our project through the setting-up of our working party, and this has enabled them to inform their communities about the freedom of panorama issue.

Every country has a large number of historic monuments. The aim of the Wiki Loves Monuments competition is to encourage people to take photographs of these monuments and place them under free licence to allow everyone to access them via the Internet. A worldwide competition took place throughout September 2015.

It was the 5th such competition in France. This year, we signed a partnership with Lowepro, which supplied a number of camera bags. The National Centre for French Monuments opened the doors of the Conciergerie to us.

For the association, it was a question of renewing a competition to which members are attached. It meets several aims: adding to Wikimedia projects by importing and re-using media, raising public awareness and promoting our activities in a magical venue at the prize award evening.

Strengths

During September 2015, 12,000 photos were put online by 400 participants. While the number of images put online is falling year by year, this means that more historic monuments are covered. A total of 100,000 images have been put online as a result of the Wiki Loves Monuments competitions in France.

In accordance with our concern to promote the work of our contributors, the prize award evening (which took place in late November, in a historic monument) was open to participants and to donors to the association. We also used the event to highlight the result of another photographic competition – Wiki Loves Earth – which focuses on natural environments in the regions. This second exhibition, which was organized alongside the award ceremony, was a great success, particularly as it was the first time that France had taken part in the competition.

As for the other years, a variety of stakeholders were involved: the Wiki loves Monuments volunteer working party, the jury made up of association members and contributors. 151 of the 400 contributors had set up an account for the first time.

The jury, made up of 3 members, consulted several times and made its decisions using the Wiki Loves X tool, which makes scoring and pooling of selections much easier.

Description

The General Meeting is a statutory requirement to which all French associations must submit once a year: it is the annual meeting between the groups involved in the organization. Above and beyond the legal requirement, we have sought to make the meeting an opportunity for meeting and constructive debate with our communities. This year, we took over the Télécom-Minées Paristech buildings (one of the leading engineering schools in this domain) for two days.

We looked back over the year’s key actions in order to discuss how to progress:

  • Wiki loves earth (see focus5);
  • WikiMooc (see focus1);
  • Wikipedia Summer in the Towns and Villages (see focus2);
  • Languages of France projects (see focus2);
  • Photography (see focus4);
  • Website (see focus6);
  • Micro-Fi and Fundraising (Axe6).

To add a lighter note and give us an opportunity to meet non-member contributors, a WikiCheese evening was organized at NUMA (a digital co-working space) in central Paris. Despite the informal, relaxed atmosphere of the evening, this was when the future local Montpellier group was set up.

On Day 2, Jacqueline Mengin, Vice-Chairman of Fonda (a think-tank for the associative world) gave a talk on participation and commitment. Participants could then choose between attending a debate on participative funding led by an employee and an association member, a meeting of local groups or a meeting to discuss the prioritization of Wikimedia France’s actions.

In our funding request we mentioned four points for focus 5:

  • Competition: During the first six months of the campaign we finalized the Public Domain Remix competition which had begun in May 2015; it must be said that the result is not up to our expectations. We have decided not to renew the event for the next campaign. On the other hand, the Wiki Loves Monuments competition that took place in September was a success yet again. Despite a lower level of participation, with 400 participants and 14,000 photos, the event is still highly popular. 125 people attended the prize award evening that took place at the Conciergerie in Paris in November 2015. The third Wiki Loves Earth competition is planned for the second half-year.
  • Shows: We had initially planned to take part in ten shows throughout the year 2015-2016. Most of these shows are scheduled for the second half-year, i.e. in a few months’ time, which is why we have not yet really met this objective.
  • Membership campaign: Wikimedia France’s employees and volunteers are currently working on a membership campaign for the association. It will be in place for the second half-year.
  • Lobbying: Following on from our involvement in the draft bill for a digital Republic, we intend to keep several documents up-to-date to enable us to intervene more rapidly and effectively in future public debates (a map of the groups involved in the notion of freedom of panorama and commons, a contact list of people, associations and “friendly” MPs for these notions and detailed arguments related to these issues). Our “commons” working party is to be maintained in order to provide a lasting legal definition of commons and thus defend the public domain and free licences. On this matter, we are considering setting up a working party to translate or create educational materials relating to the free licences used in the Wikimedia projects. This idea is reinforced by the lack of information and the reluctance encountered during our discussions with the government concerning the draft bill.

Participation in fairs and the development of photographic competitions aim to recruit new contributors and improve the quality of the Wikimedia projects. Competitions such as Wiki Loves Monuments and Wiki Loves Earth (as well as the operation "Summer of French towns and villages" mentioned in Axis 2) brought together more than 600 contributors who uploaded about 14,000 pictures on Wikimedia Commons. About 10% of these files were reused on other projects. Photography contests are a good way to improve the quality of projects. In the case of Wiki Loves Monuments, we noticed that the number of photographed monuments increased, and thus reduced the gap content. Regarding the retention of contributors, we logically observe that those involved in the photography contest are interested in anything related to images. Through contests whose thematic changes but not the public (amateurs and experienced photographers), we try to capitalize on it and we notice that photographers regularly participate in such competitions.

Description

The association does not currently have a central platform for communicating with partners, the general public, members and journalists. Association volunteers and employees have therefore been setting up a new community website.

We have several aims for the new site:

  • Facilitate contact between people keen to participate in the life of the association and members or employees;
  • Communicate effectively on the actions carried out by association members;
  • Increase the number of donors and the amount of the donations by setting up a more suitable platform.

The site will be presented in 6 tabs:

  • Homepage: the point of entry to the site; here, users will find the latest news about the association and its forthcoming events. There will also be a video presenting the association; this may be replaced from time to time by videos of current events;
  • News: this is the association’s new blog, which will be directly integrated into the website to make all the association’s news more accessible;
  • Participate: this tab is divided into 2 categories. Firstly, local participation, where users can use an interactive map of France to find a group of Wikimedians close to their home. Secondly, theme-based participation, which aims to be a page explaining the association’s different themed groups and their activities;
  • Wikimedia France: here, users will find full information about the association, a presentation with figures and statistics and information about the members of the employee team, the executive board and the scientific committee;
  • Wikimedia Movement: here, users will find information about all the projects supported by the Wikimedia movement, the various international entities and the work of the Wikimedia Foundation within the movement;
  • Contact us: this is a space to be used by partners, donors and the general public in order to contact the people concerned directly.

10 volunteers and 2 employees have worked actively on the design of the association website; 5 meetings were required. Daily e-mail discussions have taken place to produce the specifications to meet the expectations of all the members and partners. We have greeted the arrival of a new volunteer and association member with enthusiasm as a result of the website redesign project.

Description

IDEAS is a non-profit association and a source of confidence for philanthropists. The association has an independent committee that delivers a label certifying that the organization demonstrates a high level of compliance with the Guide to Good Practices, which covers three themes: governance, financial management and effective action.

At the end of the management practice optimization process, which is run with the volunteer advisors, the organization concerned may ask for an external inspection and then apply for an IDEAS label. The label is valid for 3 years and aims to increase donor confidence and promote the sustainable development of the organization.

First of all, we have obtained the label!

We have also achieved three major developments:

  • A risk map, setting out the internal and external risks and the means used to deal with them;
  • An audit committee responsible for ensuring that internal procedures work effectively (pay, governance, human resources, etc.);
  • A computer backup process used to back up the documents stored on our machines.

The label was obtained thanks to the combined efforts of our employees, the “Quality” working party and a volunteer, a member of IDEAS. We worked with three stakeholders for over a year, with discussions at regular intervals.

One person from outside the Wikimedia movement, attached to our “Internal Control” group made up the audit committee, a new body for the association that monitors our processes to ensure that they are working effectively.

Also, as part of this “labelling” approach, we expect to set up new partnerships with labelling / certifying organizations (as was the case in June 2015 with the Wikimedia France audit by the social entrepreneurship chair of a leading business school, ESSEC).

Fundraising should not be the subject of a highlight. It is not an action in itself; at best it is a phase in the day-to-day running of the life of an association.

However, and this year is a fresh illustration, the process is taking up a great deal of the association’s time and expertise in designing and implementing communication strategies. This energy required is not just for organizing a classic fundraising exercise but for coping with the fact that we are two groups involved in communicating and asking for donations. Two groups with very similar names (Wikimedia France/Wikimedia Foundation) and yet incapable of coordinating their activities and agreeing. This year, to avoid a problem that we have encountered in the past, we made contact with the team responsible for fundraising at the Wikimedia Foundation (WMF). The idea was to discuss the difficulties encountered by everyone and work together to find solutions on both sides. The main problem, in France, is a cultural and fiscal one. When a private individual makes a donation to an association, he may deduct part of the amount from his tax. When it receives the donation, the beneficiary organization provides a tax receipt which may be produced if requested by the tax authorities. However, this receipt may only be issued by a French association that complies with certain principles. It turns out that WMFr can produce this type of document; WMF cannot.

The purpose of our discussions with the team responsible for fundraising was therefore to limit the requests for receipts and refunds caused by the lack of clarity over the use and tax status of the donations. This first enterprise failed dismally:

  • The banner, written in French and placed on Francophone Wikipedia in October-November, says nothing about the fact that donations are being made to an American foundation and that therefore a tax receipt cannot be issued;
  • The result was a flood of OTRS tickets, which required many hours of work, concerning a fundraising exercise that we had not initiated;
  • Even worse, some donors felt like they had been cheated and informed us that they would no longer be supporting our actions.

This initial consequence was reinforced by the sending of a number of insensitive e-mails ("XXX – Let’s be brief" or "XXX – Let’s get it over with"), which the team responsible for fundraising had failed to mention at the various coordination meetings.

And you can see why: the loss of credibility, or negative effect on image, is not the only consequence that we have suffered. The e-mails sent by this team were sent to a list of donors which is used by WMFR for its own fundraising.

The result has been twofold:

  • The responses we have received from our donors: "I’ve already given a donation!" (at best);
  • The value of the donations we have received, much lower than what we recorded at the start of our campaign the previous year.

Following the first results, the staff team and executive board took action to try and limit the damage of this over-solicitation of our target. We tried to reach out to new audiences and focused on the functionalities offered by the social networks, trying out campaigns via Facebook and Twitter. We also tried to optimize the sites under our control:

  • A banner appealing for donations was placed on wikipedia.fr, which generates 6,000 visits per day;
  • our blog and the www.wikimedia.fr site also transmitted the appeal and a progress monitor was created.

Description

The external communication tools (Wikimedia France blog, Facebook, Twitter) allow the association to reach out to the general public. Work has begun to optimize these tools in terms of their content and scope. An editorial committee has been set up to oversee all the communication tools and produce an overall multi-channel strategy. The 7-person committee meets every month to produce a flatplan and a defined editorial calendar.

As part of our efforts to improve the content we put online, a survey targeting blog readers was put online for a month to sound out their views concerning the themes covered, the formats proposed and the required interactions. The survey has enabled us to fine-tune the blog’s editorial line and be more consistent in disseminating content. It also showed that readers paid particular attention to themes linked to the association’s latest news, theme-based actions and regional actions with the sharing of knowledge and the free culture movement as the guiding principles. The importance of more accessible, entertaining multimedia formats was also highlighted.

Volunteers are involved at every stage in the process of redesigning the communication tools. The comm@ list is a consultation and mobilization tool for volunteers on these issues. For the blog, volunteers and outside groups (partners, people from the association world) are encouraged to take part in writing posts. Volunteers and, more widely, blog readers have been brought in to help design the survey and analyse the responses.

The aim for this year and this focus is to reinforce our links with the outside world and, as a result, our visibility.

To achieve this, we have already increased our presence on the social networks:

  • As fundraising requires more widespread communication, we have organized Facebook and Twitter campaigns;
  • We organized a teaser on YouTube for the MOOC launch;
  • We also use Live Tweet, or blog posts to support our lobbying actions;
  • Our partners are being gradually included in our communication.

Finally, the plan to offer our community a goodies store should come off soon. The products have been selected (the polo shirts worn by WMFr representatives at Wikimania 2015 are an example): we just need to choose the distributor site.

Strengths Weaknesses

  • Structuring of WMFR allows obtaining approvals and labels.

  • The inability to agree and coordinate with the WMF's fundraising team.

  • Obtaining the Public Utility Recognition (RUP which is the best tax label);
  • The creation of a financial fund for open data.

  • The deficit induced by the image of WMF's fundraising team among the French public, and competition resulting contempt we have been;
  • An open source CRM for which we do not find available developer.

The design of communication tools adds value to our actions and helps reaching new audiences. Through the new design of the website as well as digital & printed communication tools, we try to increase awareness around our actions among people outside the Wikimedia movement, especially when it comes to advertising about edit-a-thons. We also use our partners communication channels to make sure that their own stakeholders are also aware of the actions designed together.
