Purpose of the report

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Global metrics overview - all programs

We understand not all Global Metrics will be relevant for all programs, so feel free to put "0" where necessary. For each program include the following table and

Telling your program stories - all programs

Please tell the story of each of your programs included in your proposal. This is your chance to tell your story by using any additional metrics (beyond global metrics) that are relevant to your context, beyond the global metrics above. You should be reporting against the targets you set at the beginning of the year throughout the year. We have provided a template here below for you to report against your targets, but you are welcome to include this information in another way. Also, if you decided not to do a program that was included in your proposal or added a program not in the proposal, please explain this change. More resources for storytelling are at the end of this form. Here are some ways to tell your story.

  • We encourage you to share your successes and failures and what you are learning. Please also share why are these successes, failures, or learnings are important in your context. Reference learning patterns or other documentation.
  • Make clear connections between your offline activities and online results, as applicable. For example, explain how your education program activities is leading to quality content on Wikipedia.
  • We encourage you to tell your story in different ways by using videos, sound files, images (photos and infographics, e.g.), compelling quotes, and by linking directly to work you produce. You may highlight outcomes, learning, or metrics this way.
  • We encourage you to continue using dashboards, progress bars, and scorecards that you have used to illustrate your progress in the past, and to report consistently over time.
  • You are welcome to use the table below to report on any metrics or measures relevant to your program. These may or may not include the global metrics you put in the overview section above. You can also share your progress in another way if you do not find a table like this useful.

Overview of this quarter

The purpose of this section is to provide a brief overview of this report. Please use no more than 1-2 paragraphs to address the questions outlined below. You will have an opportunity to address these questions in detail elsewhere in this report.

CHANGES: Please describe how you changed your plans and budget based on the FDC allocation approved by the Board in December 2012, and your rationale for these changes. You can then use the changed plans and budget as the basis on which to report back on the first quarter.

  • Plan:

The annual plan has mainly be changed in term of visibility and readability , we grouped together the GLAM, EDUCATION and OFFLINE DISSEMINATION PROGAM in one unique OUTREACH program. The idea behind is to have only 4 programs who actually reflect the priorities of the chapter. Community support is our main program and represent 45% of our total budget (staff time included). GLAM program is mainly composed of the Wikipedian in Residence at the Swiss National Library and the development of the GlamWikitoolset. We are aiming to bring sustainability to GLAM project, even if successful, GLAM projects have most of the time be really time consuming for Wikimedia volunteers and the swiss chapter is willing to provide them tools that will help to decrease their work load. The Education program has been downscaled to a "feasibility/pilot" sub-program. The swiss context is favorable to an autonomous Education program, supported by swiss fundraiser, and fees of introduction courses or conference, 2014 will be the year to test this. The Offline dissemination program has been slightly reduced, but remain a top priority for the next years for Wikimedia CH. The Alps program remain a program in itself even if it's a small one for now. Wikimedia CH is willing to test the feasibility and the impact of such thematic program. The alps thematic has a great potential in Switzerland and may lead to a multiyear plan of activities.

The budget has been reduced by 147'000 CHF, mainly in staff and administrative cost.

HIGHLIGHTS: What were 1–2 important highlights of the past quarter? (These may include successes, challenges, lessons learned.)

  • The last General assembly was attended by 36 members, the biggest attendance in the history of wikimedia CH. All the "new attendents" were Wikipedians; this is a major success as it demonstrates an increased interest of the Wikipedians about the actions of the chapter. It was also a proof that the work to reconnect with the German-speaking community, started by the recruitment of the German community liaison, is starting to be successful.
  • The development of the Swiss-French group of photographers has been really successful during the first quarter, with more events covered, more accreditations obtained and 1 new member participating.

GROWTH: How did your entity grow over the past quarter vs. the previous quarter (e.g., Number of active editors reached/involved/added, number of articles created, number of events held, number of partipants reached through workshops)?

  • As of 31 March 2014, Wikimedia CH has 434 members, which is an increase of about 13% during the first quarter. Thereof, 136 are supportive members and 20 members represent legal entities. 273 are primarily German-speakers, 105 French-speakers, 22 Italian-speakers 34 English speakers and 1 Romansh-speakers. The gender distribution is as follows: 230 male, 57 female. Note that providing information about gender is not mandatory, explaining why the figures do not match with the total number.

Financial summary

The FDC requires information about how your entity received and spent money over the past year. The FDC distributes general funds, so your entity is not required to use funds exactly as outlined in the proposal. While line-item expenses will not be examined, the FDC and movement wants to understand why the entity spent money in the way it did. If variance in budgeted vs. actual is greater than 20%, please provide explanation in more detail. This helps the FDC understand the rationale behind any significant changes. Note that any changes from the Grant proposal, among other things, must be consistent with the WMF mission, must be for charitable purposes as defined in the grant agreement, must be reported to WMF, and must otherwise comply with the grant agreement. The WMF mission is "to empower and engage people around the world to collect and develop educational content under a free license or in the public domain, and to disseminate it effectively and globally."

Community Support

Community Support

The community support is the first priority of the chapter. The first quarter is not rich in metrics about that, but we are seing a pattern of increase of the solicitation by Wikimedians, and we hope to see the results during the following quarters.

What are the objectives of this program? Please include metrics.
  • A Micro-Grants committee will manage the financial support requests
    Scholarships for 4 different events (Wikimania, WikiCon)

  • since January 1st, 328 media files have been uploaded on Commons and tagged as supported by WMCH, 46 are used on 46 different project for a total of 156 use.

New Years Brunch of Wikimedia CH
  • Support for the existing community:
    • Media training: In January Wikimedia CH organized a training for wikimedians about how to interact with the press. 11 volunteers from Switzerland and France, as well as 4 staffs from WMFR and WMCH attend this training animated by Olivier Dessibourg from "Le Temps"
    • Swiss Parlement library partnership: every month the Swiss parlement library send us a list of book they are giving away. since the beginning of this initiative last October, 8 wikipedians benefits of this partnership, including one from France and one from Belgium.
    • Wikimedia New Year's Brunch: We kicked-off the year 2014 with a brunch on January 19 in order to talk about upcoming activities and exchange ideas. #16 volunteers, #1 board and #1 staff member joined, one of the volunteers participated for the first time a WMCH event.
    • Wikimania scholarships: WMCH will grant 10 scholarships to Wikipedians from Switzerland and Wikipedians coming from a country with no chapter or a chapter which does not receive FDC funding.
    • Support for Photographic Group: On one hand, WMCH financially supports travels from a photographic group composed of three volunteers being active on Wikimedia Commons. On the other hand, WMCH lends photographic equipment to this group in order to enable them to take highly qualitative pictures.
    • Support for Wikipedians in European Parliament / Wiki loves Parliaments: Wikimedia CH supported this initiative by advertising the event and making contact to several other European chapters which then decided to support the event by covering the travel costs of their local volunteers. We also did all the evaluation scripts to automatically gather the status before and after the project in terms of language versions of articles and Wikidata statements. From Switzerland, #1 volunteer and #staff participated. #1 staff was taking WikiTV video statements of MEPs.     • Wiki-Dialog: A collaboration of WMDE, WMAT and WMCH: Preparing and launching the project Wiki-Dialog on DE:WP by the end of March in order to collaboratively approach diversity-related issues. The Wiki-Dialog stands for reoccurring online-meetings/workshops, in which experienced Wikipedians exchange their ideas, opinions and potential future plans regarding a specific topic, like f.ex. welcoming-culture or conflict-management on DE:WP.
    • General Assembly & Supporting Program: WMCH held its General Assembly on March 23 2014 which was attended by 36 Wikimedians (thereof 5 board members & 3 staff members). This is an increase of 80% in terms of participants of our General Assembly compared to 2013 (20 attendants, thereof 4 board members and 1 staff). As supporting program, a tour through the Swiss National Museum in Zurich was organized and attended by #13 volunteers, #1 board and #1 staff member.

  • Attract new community members:
    WMCH Brochure.
    • WMCH Brochure: In order to raise awareness, we created a (basic, simple) brochure about WMCH to explain our mission, programs and the different ways on how people can get involved in the association
    • Wikipermanences: the Swiss-french community ask for help to organize Wikipermanence in the french speaking area. We start negociating with different libraries to find palce to host those Wikipermanences. The Wikipermanences will start during Q2 in two cities and during the Q3 in a third city.
  • Support for like-minded organizations:
    • Swiss Foundation Public Domain: In order to support the Swiss Foundation Public Domain in digitizing music records which are old and dirty, a music-record-cleaning-machine was ordered and purchased by WMCH. This will enable the team of Public Domain Project to clean the music records prior to the digitizing process. This is a necessary step to guarantee goood quality of the digitized music records which will be uploaded to Commons. To support the digitization process, WMCH is in touch with a foundation whose mission it is to find "work" for people having Asperger (autism). We succeeded to find one person who will support the digitizing process at the Swiss Foundation Public Domain in the upcoming months. To conclude: The groundwork is done in order to start digitizing in Q2-Q4 2014 and upload the records to commons.
What worked and what did not?
  • On one hand, the New Years Brunch was a nice opportunity to start the year together, as volunteer, board-members and staff-members of WMCH. Having an event at such an early point in the year makes a lot of sense in order to get everybody back on track and inform about upcoming events. Furthermore it's the purpose to establish this brunch on a yearly basis, which was perceived positively by the community. On the other hand we unfortunately did not succeed to have a mix of cross-language community-members and the event was only attended by german-speaking community members due to the location based in Zurich. This is certainly something we would like to improve for the upcoming New Year's Brunch in 2015.
  • The group of swiss-french photographer receive a fix amount of 1500CHF to cover the expenses related to cover events in Switzerland and neighbor country during the first semester of 2014. So far the experience is satisfactory, it allow volunteer to be supported more efficiently and in the meantime it allows us to discuss more openly about the necessary impact for Wikimedia project when using donors funds.

Outreach

During the first quarter we have sow the seeds of the activities that will be run during the next quarters. For the Offline Dissemination program, the major highlight is that all the swiss-german prison provide offline access to Wikipedia, and are interesting in continuing with us.

What are the objectives of this program? Please include metrics.
  • GLAM
    • We will edit and distribute a GLAM brochure
    • Several contacts and meeting in Ticino for sponsorship of the exhibition
    200 libraries in Romandie
    • Providing QRpedia paths to outdoor exhibitions
    1 specific audio guide for blind or visually impaired visitors
    • Organizing 10 for-fee trainings
    • Organizing one Conference and exhibition day in Ticino
  • Education
    • Wikivillage, a contest around Swiss municipalities in partnership with the Lausanne University Library
    • Organizing a Wikipedia Tour to all the Swiss Universities and Universities of Applied Sciences to present Wikimedia projects
    • Participating to "in-class" courses, with Wikipedia as support

  • GLAM
    • Wikimedia CH attend the meetings of the Swiss OpenGLAM Working group of Opendata.ch (4 volunteers, 1 staff)
    • Wikipedians in Residence in the Swiss National Library
      • Having the two WIRs in the NB forces the NB to profoundly challenge and question their processes which were ongoing for years, f.ex. in terms of concluding contracts.
      • The WIRs - together with the NB - are evaluating which digitized collections are going to be featured in Wikimedia Projects. The process of uploading the digitized data to Wikimedia Commons will be supported by the GLAM Wiki Toolset. This "best practice" will then be replicated by the NB for future uploads of NB to Commons. The target: to enable the NB to establish a process which allows the NB to do the upload themselves in the future - without technical support or the support of the WIRs.
      • A huge collection of art data (from 1-page pictures until 1000pages books) exists digitally and is mostly public domain. The two WIR's will elaborate together with the Community which of this data is interesting for Wikimedia Projects (Commons, Wiki Source)
      • The WIRs conducted session for NB employees and visitors to "introduce Wikipedia" (17.3 & 27.3) and "Writing Workshops".

    • Wikimania submissions: Two of our GLAM partners submitted talks for Wikimania: Wikimania Submission of Swiss Federal Archives and Wikimania Submission of the Swiss National Library.
    • Swiss GLAMmies: a project which proposes to advert high quality pictures coming from Swiss GLAMs. Launched a few weeks ago, the "Swiss GLAMmies" project is a WikimediaCH driven project which has for purpose:
      Every few days we choose a picture in the huge collection of pictures about Switzerland we already have on Commons. We tell then a small story (for now in French and German only) around it.
      The result can be seen on Commons of course but also on a few social media:
  • Education
    • University of Applied Science in Winterthur: Presentation of Wikipedia and the Wikimedia Movement to 25 students, 1 professor and the director at the University of Applied Sciences in Winterthur.
  • Offline Dissemination
    • Wikimania submission: We submitted a talk for Wikimania in London about "Wikipedia offline in Swiss Jails": https://wikimania2014.wikimedia.org/wiki/Submissions/Offline_Wikipedia_in_Swiss_Jails
    • Partnerships with Swiss Prisons: Status by end of march: All 17 prisons in the german-speaking part of Switzerland have access to Wikipedia Offline and 1 prison in the french-speaking part. Pilots for two further prisons in the french-speaking part of Switzerland are planned for Q2 with the aim to grant all prisons in Switzerland access to Wikipedia offline by the end of Q4 2014.
What worked and what did not?

In order to grant access to prisoners to Wikipedia Offline, we decided to now collaborate with a centralized institution called the Swiss Institute for Education in Prison, who coordinates educational activities among the majority of Swiss Prisons. Instead of approaching each prison individually like we did last year for the pilot experiment, it's now more efficient to directly coordinate with the "parent institution". Especially for a small organization like us, this has proven to be the most effective way to establish long-term and high impact collaborations.

  • The Wikipedian in Residence were not known at the moment of the FDC proposal, that's why no objectives are linked in our report. At the moment of the FDC proposal submission, we had only the goal of the Wikipedian in Residence "Make Wikipedia a part of the corporate culture of the Swiss National Library"


The Alps

The first quarter was mainly devoted to preliminary work and to close the project of LabisAlps

In this preliminary work there are several contacts with potential partners mainly in Italy to be managed together with Wikimedia Italia.

  • participation of one board member to the governance workshop organized by WMUK
  • The networking strategy is being rethink, recent development shows that joining key associations have a certain cost, for an uncertain outcome.
  • The FDC associated processes:
    • reform of the reporting system has been implemented to late for the Q1, and show only limited good result like the Swiss-French group photo
    • the preparation of the next FDC proposal is under revision, and will start during the Q2. The main point of the reform is to be sure that all the communities covered by Wikimedia CH can express their voice during the plan building.

  • Establishing a Tech-Committee: Wikimedia CH has established a Tech Committee which consists of a team of Wikimedians, one representative of each stakeholder group that is involved in technics: Members (Emmanuel Engelhart), Board (Frédéric Schütz), Staff (Anh Chung) and the CIO (Manuel Schneider). They will discuss technical strategy and matters and will give guidance to the CIO on decision making and prioritization. The committees key roles are to:
    • ensure that WMCH's server capacity, and association websites, are up-to-spec and well maintained, including our fundraising systems
    • assist in the oversight of IT solutions being developed by or with WMCH
    • guide the hiring process of development people.
The Tech Committee has started its work by defining a new process on how IT requests will be handled: All requests that are already defined will be filed in Bugzilla, a website which tracks requests, updates and comments.
What worked and what did not?
  • The fundraising from Swiss companies hasn't been successful as expected for the hackathon. Two main reason for that, we have sent our request too late for most of the swiss big compagnies, and the brand "hackathon" and "wikimedia" are not easy to sell. Anyway, we received several negative answer with positive feedback and invitation to ask again for support before June this year. We learned a lot about the expectation of the swiss fundraiser (type of project they are willing to support), it will help us for the future budget.

A key objective of the funding is to enable the movement as a whole to understand how to achieve shared goals better and faster. An important way of doing this is to identify lessons learned from entities who receive funds, and to share these lessons across the movement. The purpose of this section is to elicit some of these insights, which will be shared throughout the movement. Please answer the following questions in 1–2 paragraphs each.

What were your major accomplishments in the past quarter, and how did you help to achieve movement goals?

  • The Partnerships with Swiss Prisons is our major accomplishment during the first quarter. Today, all the 17 prisons in the german-speaking part of Switzerland have access to Wikipedia Offline and 1 prison in the french-speaking part. But the main point is that we are now connected to the central office who managed the prisons, and we will hopefully be able to distribute wikipedia Offline in all the swiss prisons.

What were your major setbacks in the past quarter (e.g., programs that were not successful)?

  • The lack of success to get significant sponsorship for the Hackathon is for us really disappointing. Hopefully, the feedback received help us to adapt our fundraising strategy, and we aim to be more successful in the future. What was specifically interesting is that some compagnies contacted answered that they are already ready to support us for 2015. Anyway, sponsor request should ideally be submitted 1 year before the event, most of the time it's impossible for a Wikimedia organization that host a wikimedia event like the Hackathon or Wikimania, the movement should move forward and award the organization of those events two years before the event.

What factors (organizational, environmental) enabled your success?

  • Our greatest success come often from project set-up by dedicated volunteers and a good interaction with the staff who enhance the idea of the volunteer. This is the case with the Offline dissemination program and especially the Kiwix in Jail part, but the same pattern is true for the Wikipermanences or for the accreditations obtentions.

What unanticipated challenges did you encounter and how did this affect what you were able to accomplish?

  • Some of our partners are not used to work with volunteers, and even if the staff interface allow meeting during the work hours, partners are not always ready to accept that volunteers are working for wikipedia projects only during their spare time and then will do some preparation steps only when they will required. Bottom line, the work of the chapter is sometimes to make understand to the partners that the planning used will be the one of the volunteers.
  • Creation of a SUL account for the Swiss National library:
    Our wikipedian in Residence made a frustrating experience by creating a unique SUL account for the Swiss National Library. The idea of this account was, and still is, to have an account as a corporate personhood; as a result, pictures and edits are uploaded by the institution and not by individuals. The main goal of this account is to upload content to Commons and provide one single point of contact to the communities on their respective Wikipedias. In our opinion, this is the most natural, efficient and sustainable way for exchange (questions about sources for example) between the institution and the community. The Swiss National Library would then be free to delegate the responsibility of this account to a few specific people depending on its human resources constraints; these people being free to answer to requests, in the name of the institution.
    On the Wikipedia in German, this account has been verified/certified via OTRS. Thus, contributors get the guaranty that they really deal with the Swiss National Library. On the Wikipedia in French, our account has been well accepted, the same on Commons. Less welcoming were the English and Italian speaking Wikipedias: we were blocked, because they forbid multiple user accounts in general. Although both of them have proposed to us an alternative based on a project page and multiple "Swiss National Library individual accounts", we think these workarounds are not convenient and de facto impair long term collaboration with GLAMs. One of the reasons is that a GLAM doesn't feel responsible for such a page. A contrario, if they use an institutional account, they will then have the responsibility for it and will use it also when the WiR program is over or an employee has left. If the community is afraid that institutional/multiple-users accounts are mainly used for promotional purposes, they should elaborate better rules instead of just blindly forbid them. An example/proposal of rules which would work for us follows...
    An account of a corporate personhood would be allowed if:
    1. current and past editors are listed on the institution user page (example),
    2. edits are signed (for example for John Doe: ^JD),
    3. no substantial changes are done in the encyclopedic namespace,
    4. no contributions are made on their own article at all.
    For now, and in our case, the consequence of this problem is that we won't be directly available on the Wikipedia in English and Italian. But, we would really appreciate this experience feedback to help to become clearer about the challenges our communities face. Without abandoning our core rules, we should really think more from a GLAM perspective. All things considered, we are the ones who have the most to lose in making GLAM's life complicated... original post
  • With our CSO on sick leave, we have realized that our organization is highly dependent on a few people, with no backup plan in case of problem. We will consider this issue; it is however difficult to solve with our current staffing level

What changes might you make in executing your initiatives into the next quarter?

  • We have implemented a new reporting system that should help us to better track the events in term of attendance, organizer, and feedback.

WMCH CSO was on long sick leave from january 6 to February 26, some project have been impacted and postponed later in the year. This is especially visible for Education programs in the french part of Switzerland.
