The Wikimedia Foundation should not (a) throw money at non-problems, (b) throw money at insoluble problems, or (c) throw money at unworkable imagined solutions to otherwise soluble problems.[1] Editors should consider this when endorsing proposals for grants.

The foundation should, in particular, refrain from throwing money at an insoluble problem merely to make it look like something is being done about that problem, in order to appease criticism from external media publications who don't realise, or who don't want to realise, that the problem is insoluble.
