Hello USI2020! First off, as you obviously know, this proposal is of great interest to Community Tech, who use preload tmeplates here in the survey! So we a vested interest to improve this :) However I worry we're asking for too many things here. Discussion Tools is under active development, so bugs like phab:T285358 and phab:T269310 should be handled by them in the near-term. Meanwhile, there are workarounds for phab:T299544 (we use them here in the survey). I think what you want, and what we want, is basically a "preload TemplateWizard", where you are prompted with a visual form to fill out the values for a template. The template itself will be translatable (like Template:Community Wishlist Survey/Proposal, so you end up with localized labels. Would that work for you? If so would you mind rewording your proposal to focus on that, or I can do it for you? Otherwise, if you don't mind, please select one of the issues you mention, or we can offer to move this to our Larger suggestions category.
