Expose Citoid to all editors

Problem: Citoid is (by default) only available in the VisualEditor and 2017 wikitext editor.
Proposed solution: Make Wikipedia:RefToolbar/2.0 part of WikiEditor, so that users of the 2010 wikitext editor can have Citoid-like functionality.
Who would benefit: Editors who do not use VisualEditor
