Einleitung

2013 war ein sehr turbulentes Jahr für das Affiliations Committee. Dazu gehörten zahlreiche Hochs und Tiefs, unter anderem die Anerkennung der ersten Nutzergruppen, interne Schwierigkeiten mit Mitgliedern und einer Entscheidung des Board of Trustees der Wikimedia Foundation, die dem Committee zum Ende des Jahres hin seine Kraft und Dynamik genommen hat.

Im Jahr 2013 wurden neun (9) Nutzergruppen anerkannt., des Weiteren drei (3) Chaptersowie zwei (2) Thematische Organisationen. Unglücklichweise entschied das Board of Trustees der Wikimedia Foundation zwei unserer Empfehlungen nicht zu unterstützen (Wikimedia Island und The Wikinewsie Group).

Mitglieder des Committees haben an Treffen in Mailand, und Hong Kong teilgnenommen..

Das Affiliations Committee empfahl die Vergabe eines Start-Up-Grant (in etwa „Gründungszuschuss“).. Außerdem vergab das Committee zwei Stipendien für die Wikimania 2013.

Die wichtigsten Ergebnisse des Jahres sind die Anerkennung der ersten Nutzergruppen und damit der Test des im letzten Jahr vereinbarten Anerkennungsprozesses, die Empfehlung zur Anerkennung der ersten thematischen Organisationen (und der Unterstützung dieser durch das Board of Trustees), sowie der Abschluss zweier sehr lange ausstehenden Anerkennungsprozesse von Wikimedia-Community-Gruppen (Brasilien und Amical).

Das Affiliation Committee hat im Jahr 2013 die Anerkennung von drei Chaptern empfohlen(0 in 2012, aber 9 in 2011). Das Board of Trustees hat 2014 zwei dieser Empfehlungen zugestimmt (1 Chapter wurde im Jahr 2012 anerkannt), was in der Summe 41 anerkannte Chapter zum Ende des Jahres ergibt (39 Ende 2012)

Im zweiten Jahr des neuen Modells der Affiliation hat das Affiliation Committee den fortlaufenden Anerkennungsprozess von 2012 finalisiert und 2013 eine Reihe neuer Anerkennungen begonnen.

Letztendlich hat das Affiliation Committee die Anerkennung von 2 Thematischen Organisationen empfohlen (gegenüber 0 in 2012). Das Board hat eine dieser Empfehlungen akzeptiert womit die Gesamtzahl der anerkannten Thematischen Organisationen am Ende des Jahres auf 1 stieg (gegenüber 0 Ende 2012).

Das beliebteste Modell war das der Benutzergruppen, wo das Affiliation Committee 9 Gruppen bestätigt hat (gegenüber 0 in 2012), auf den verschiedensten Interessengebieten: 2 MediaWiki-Gruppen, 4 mit ausgeprägt geografischem Fokus und 3 auf Sprachen, einem Thema oder einem Schwesterprojekt fokussierte. Benutzergruppen werden direkt vom Affiliation Committee für eine gewisser Zeit anerkannt. 2013 liefen die Anerkennungen von 2 Benutzergruppen aus, ohne verlängert zu werden, womit die Gesamtzahl der Benutzergruppen Ende 2013 bei 7 lag (gegenüber 0 Ende 2012).

Insgesamt war das Jahr geprägt von der praktischen Einführung der neuen Affiliate-Typen, die von den existierenden Chaptern überwiegend gut angenommen wurden. Die Anerkennung von Amical Wikimedia und der brasilianischen Benutzergruppe markieren ein Nachlassen der Spannungen in der Bewegung von der Inkompatibilität des Chapter-Modells mit den Bedürfnissen und Charakteristiken dieser zwei Gruppen herrührten. Mit einem Jahr Erfahrung können wir feststellen, dass die Frage der Akzeptanz der Benutzergruppen in geografischen Gebieten, in denen es bereits ein Chapter gibt, weitere Arbeit, Diskussionen und eine umfassende Klärung der Erwartungen in der Bewegung. Die Erneuerung der neu akzeptierten wird eine Herausforderung für das Jahr 2014.

Im weiteren -- unter Berücksichtigung der November-Entscheidung des Boards -- erwarten wir in 2014 einen fast vollständigen Rückgang der Anerkennung neuer Chapter und Thematischer Organisationen und eine gleichbleibende Anzahl neuer Benutzergruppen wie in 2013. Die Zunahme des Gesamtwachstums der Netzwerks von Offline-Wikimedia-Affiliates wird weitere Investitionen in den Ausbau der Communities in geografischen Gebieten erfordern, die derzeit nicht von aktiven, international sichtbaren Communities von Wikimedia-Freiwilligen abgedeckt sind.

2013 wurde die Kooperation zwischen den Chaptern mit der jährlichen Wikimedia-Konferenz fortgesetzt, die nach langer Zeit in Berlin, diesmal in Mailand stattfand. Die Konferenz hatte Teilnehmer aus Chaptern, WMF, FDC, AffCom wie auch zum ersten Mal eingeladene Teilnehmer von geplanten Thematischen Organisationen und Stipendiaten der WMF. Das Teilnahme des Affiliations Committees führte zu einem Beschluss zur Anerkennung von Amical als Thematischer Organisation bei einer Sitzung mit Vertretern von Amical, AffCom, WMF Board und WMF Legal Team; wie auch der Erstellung eines überarbeiteten Budgets für das Fiskaljahr 2013/2014. Das Committee war kritisiert worden, weil es keine formale Sitzung auf der Konferenz organisiert hatte.

Leider wurde die gute Laune verdorben, als der Versuch, eine Wikimedia Chapters Association zu gründen wieder und wieder Rückschläge erlitt, einschließlich einer Nicht-Befürwortung durch die Wikimedia Foundation und einer Entscheidung auf der Wikimania durch die Mitglieder, die WCA auszusetzen oder aufzulösen.

Andere bemerkenswerte Ereignisse in den WMF-Affiliats-Beziehungen in diesen Jahr waren die zwei Runden des FDX; und die November-Entscheidung des WMF-Boards die nachhaltig die Anerkennung neuer Chapter und Thematischer Organisationen stoppte und zwei Empfehlungen des Affiliations Committees zurückwies.

Dinge, die gut liefen

Die Hauptleistung des Jahres war die erfolgreiche Durchführung unseres Prozesses für Benutzergruppen und Thematische Organisationen, die Lösung eines bereits lange bestehenden schwierigen Falles, und die Fortsetzung der bewährten Praxis aus dem Vorjahr regelmäßige Meetings abzuhalten, ein festgelegtes Budget zu haben und bessere Aktivitätsgrade unter den Mitgliedern.

Neue Prozesse in Aktion

The new thematic organisation and user group processes were supported through the finalisation of the relevant agreements by the WMF Legal team in cooperation with the Affiliations Committee.. The successful recognition of 9 user groups and two thematic organisations have proved that the processes work, although it was recognised that they need to be sped up. A good amount of our annual meeting was devoted to discussing ways to improve the process.

Resolved long-standing recognitions

In 2013 the Committee has managed to resolve two long standing outstanding recognitions.

At the 2013 Wikimedia Conference in Milan, in a meeting between representatives of Amical, the WMF Board and staff, and the Affiliations Committee, an agreement was reached that the Catalan application for chapterhood would be resolved by transforming it as a thematic organisation application under the name Amical Wikimedia, allowing the group to use the Wikimedia logo and name, and receiving formal recognition inside the Wikimedia movement. As a result of the agreement reached in Milan, Amical Wikimedia was eventually approved by the WMF Board of Trustees as the first thematic organisation on 5 June.

Similarly, as a result of a series of meetings at Wikimania with community members from Brasil, as well as WMF staff and contractors working in Brasil, we have reached an agreement with the community on their ambivalent application for chapterhood. Under the agreement, the community would seek recognition and work as a user group for a period of at least a year, and they may continue to work towards founding a formal organisation to be recognised as a chapter in a year's time if that remains the community's wish. As a result of the agreement reached at Wikimania the Wikimedia Community User Group Brasil was recognised as a user group by the Affiliations Committee in December 2013.

Common in the two cases was the concentrated efforts to communicate commitments from both the Affiliations Committee and the groups in question. To this end, it was helpful that multiple members of the Affiliations Committee and the given group were present in both occasions.

The Committe held its annual meeting at the 2013 Wikimania, where we later set up a booth in the Chapters Village and were able to meet with community members from all around the world.

While the meeting's logistics were far from ideal, and the choice of venue has received some scrutiny by community members, overall the mission can be considered a success.

Challenges

The main challenges for the year were disgruntled members and the perceived lack of trust from the WMF Board at the end of the year.

Membership challenges

The reported challenges surrounding activity levels from the previous years have mostly resolved themselves by 2013, so the new year brought its own set of new challenges.

In April, a former member and adviser of the Committee has quit over his disagreement over the Committee not deciding to hold an annual meeting at the Wikimedia Conference in Milan and the projected costs of the meeting at Wikimania. Unfortunately, for some reason, he did not feel comfortable sharing his concerns inside the Committee, resolving instead to using his blog and leaking some yet to be published inside information.

Later in the year the Committee had a chance to test the proposed procedures for removing inactive members when one of our members seemingly decided to cut back on certain Wikimedia activities following his displeasure with a decision made by the FDC. As a courtesy, his membership was not immediately terminated but rather he was considered a suspended member for 3 months, at the end of which he would have had to make a decision whether to continue as a member. As no decision was forthcoming, a literal reading of the policy resulted in his membership not expiring despite the lack of any expressed interest in resuming activities. In the end, the member in question lost his membership under a different clause of the standards of participation.

Despite the above challenges, overall, the activity levels inside the Committee have improved with the successful integration of new members.

WMF Board relations

During a November Board retreat the WMF Board of Trustees have decided to revise the standards of recognition for chapters and thematic organisations requiring them to first be active as user groups for a period of two years. Unfortunately, the decision has marked a serious communication disconnect between the Board and the Affiliations Committee, as it was made without proper prior open consultation with either the Committee or the general Wikimedia movement, and has created a situation where the Committee had serious concerns over the negative effects of the decision.

It should be noted that the Committee was consulted by a staff member on a different proposal beforehand, and it is conceivable the Board took that consultation as a proper consultation with the Committee despite the fact that it did not go through the official liaisons assigned between the Board and the Committee and was concerning a different proposal (that the Committte did not endorse).

All in all, the above events and the level of details available to the Committee at the time have seriously demotivated Committee members at the end of 2013 (the decision was not communicated to the public yet, further frustrating Committee members), destroying much of the trust between the WMF and the Committee and ending the momentum in continuing the improvement of our processes. Restoring the trust, clarifying the communication channels, and rebuilding momentum will be tasks for 2014.

The calendar year of 2013 was covered by the budget for 2012-2013 and 2013-2014.
