The following strong requirements are based on the principles and practices of the Wikimedia movement:

1. Abstract Wikipedia and Wikifunctions will be Wikimedia projects, maintained and operated by the Wikimedia Foundation. This mandates that Abstract Wikipedia and Wikifunctions will follow the founding principles and guidelines of the Wikimedia movement.
2. O software para rodar a Abstract Wikipedia e Wikilambda será desenvolvido sob uma licença Open Source e dependerá apenas de software Open Source.
3. A configuração da Wikipedia abstrata e da Wikilambda deve se misturar à infraestrutura atual da Wikimedia tão facilmente quanto possível. Isso significa que devemos nos ajustar à mesma infraestrutura de implantação, manutenção e operações, tanto quanto possível.

6. Abstract Wikipedia will follow the principles defined by many of the individual Wikipedias: in particular, neutral point of view, verifiability, notability, and no original research (further developed by Community Capacity Development and by the communities for each local wiki).
7. Abstract Wikipedia and Wikifunctions will be fully internationalized, and available and editable in all the languages of the Wikimedia projects. Whether it is fully localized depends on the communities.
8. O objetivo principal é apoiar Wikipedias locais, Wikidata e outros projetos da Wikimedia, nesta ordem. O objetivo secundário é desenvolver nossas próprias comunidades. Os objetivos terciários são apoiar o resto do mundo.
9. As comunidades locais da Wikipedia devem estar no controle de quanto a Wikipedia abstrata as afeta. Se elas não querem ser afetadas por isso, podem ignorá-la totalmente e nada muda para eles.

Os desenvolvedores da Wikipedia abstrata não decidem sobre o conteúdo da Wikipedia abstrata, assim como os desenvolvedores do MediaWiki não decidem sobre o conteúdo da Wikipedia. Ao contrário dos outros projetos da Wikimedia, os desenvolvedores assumirão uma posição ativa na configuração e no início do conjunto inicial de tipos e funções, e na criação das funções necessárias no Wikilambda para a Wikipedia abstrata, e ajudando a iniciar as comunidades de renderizadores de linguagem. Ao contrário de outros projetos, a equipe de desenvolvimento da Wikipedia abstrata e o wiki de funções estarão originalmente mais envolvidos com o projeto, mas pretende entregar tudo isso às comunidades o mais cedo possível.

Os seguintes requisitos são usados como orientações fortes que aplicamos no design e desenvolvimento da Wikipedia abstrata:

1. Wikipedia Abstrata e Wikilambda são um sistema sócio-técnico. Em vez de tentar ser excessivamente inteligentes, contamos com as comunidades da Wikimedia.
2. The first goal of Abstract Wikipedia and Wikifunctions is to serve actual use cases in Wikipedia, not to enable some form of hypothetical perfection in knowledge representation or to represent all of human language.
3. Abstract Wikipedia and Wikifunctions have to balance ease of use and expressiveness. The user interface should not get complicated to merely cover a few exceptional edge cases.
4. What is an exceptional case, and what is not, will be defined by how often they appear in Wikipedia. Instead of anecdotal evidence or hypothetical examples we will analyse Wikipedia and see how frequent specific cases are.
5. Let's be pragmatic. Deployed is better than perfect.
6. Abstract Wikipedia and Wikifunctions will provide a lot of novel data that can support external research, development, and use cases. We want to ensure that it is easily usable.
7. Wikifunctions will provide an API interface to call any of the functions defined in it. But there will be a limit on the computational cost that it will offer.
8. Abstract Wikipedia and Wikifunctions will be editable by humans and by bots alike. But the people running the bots must be aware of their heightened responsibility to not overwhelm the community.
