Here is a draft of the outline and funding request that we used in the United States for a regional conference - Grants:PEG/WM_US-NYC/WikiConference_USA_2014. Blue Rasberry (talk) 13:24, 4 August 2015 (UTC)Reply

SAARC nations ?

[edit]

Can we plan for WikiConference South Asia 2016 (including other SAARC nations as well)? --Muzammil (talk) 05:04, 6 August 2015 (UTC)Reply

Muzammil, As mentioned earlier in the draft page, the plan is to make this event a pilot for conducting the Wikimania 2019 in India. As everyone knows that we have 22 wiki communities in India, we our-self a huge sum of volunteers. We would like to use this option to unite all those communities and make our Indian community more stronger. Yes, We can invite people from SAARC countries as participants but this is going to be the India's Event. Thanks. --Dineshkumar Ponnusamy (talk) 10:19, 6 August 2015 (UTC)Reply
Idea presented by Muzammil seems to be much more broad based which also covers the most part of the populous continent of our planet. Nannadeem (talk) 18:53, 13 May 2016 (UTC)Reply

Ideal Host City

Call for particpation

[edit]

How does one add to the call for particpation, there is nothing there atm. Shirishag75 (talk) 18:04, 8 August 2015 (UTC)Reply

Hi Shirishag75, call for participation is not a priority at the moment. The tab is created to call for participation in presentation in the conference, which will be dealt later after finalizing the city and venue and other preliminary arrangements. -- Bodhisattwa (talk) 19:07, 8 August 2015 (UTC)Reply

Application for WMF grant funding

[edit]

Has anyone applied for a Wikimedia Foundation grant to support this conference? It is time to do so. I see there are other plans for financial support but more support for a better conference and better Wikimedia community participation is helpful.

I would help a little. Has anyone started a draft? Blue Rasberry (talk) 12:12, 2 December 2015 (UTC)Reply

Team

[edit]

Dear Bodhisattwa , When WCI was planned in Facebook chat group after Wikimania 2015, Ravi had added me into the organising team at that time and I was one of initial member. In the previous list I had my name in the organising team, but here I don't see it. All the changes were made by you, Can you please add the name?-- Sailesh Patnaik (Talk2Me|Contribs) 16:41, 23 April 2016 (UTC)Reply

Community endorsement?

[edit]

In the Selection Criteria section, "community endorsement" is listed as a consideration in evaluating scholarship applications. How would this work? Are applicants asked to demonstrate community support for their application? Ijon (talk) 01:29, 12 May 2016 (UTC)Reply

Hi @Ijon: No, It is not required to demonstrate community support for their applications. I will remove this out of the criteria now. Thanks for pointing this out.--Satdeep Gill (talk) 09:11, 30 May 2016 (UTC)Reply

The Important Dates under Scholarships tab probably needs to be modified, as the dates for Final decision and Final list are already over (15th and 20th June 2016). longer tutorial acceptable?

[edit]

I would like to offer a 4-hour tutorial on Wikidata for Absolute Beginners: What is it good for beside interwiki, and why is it Really Super Exciting?. I think it is underutilized in India, and I think it is quite important for our future.

I have delivered versions of this talk several times, including recently with the Tamil community, and I am confident I can truly teach Wikidata from the ground up in around 3 hours. The extra hour is for demonstrating various tools related to Wikidata and discussing the query language.

However, the submission guidelines do not seem to allow for such a session. So before I submit -- *could* I possibly have four (or at the very least three) full hours to deliver my tutorial? If someone from the organizing team confirms it could be considered, I'll submit it. Thanks! Ijon (talk) 11:12, 5 July 2016 (UTC)Reply

Asaf, please submit your proposal for Wikidata session. We realize workshops' duration will depend on the content itself. As someone who attended the workshop you did in Chennai, I look forward to the larger Indian Wikimedian community benefitting from it. I am confirming this on behalf of the organizing team. --Ravi (talk) 11:20, 5 July 2016 (UTC)Reply

Education sessions/track addressing community needs

[edit]

Hello, I spoke with Sailesh at Wikimania about plans for sessions/interventions around Education. He said there was a great deal of interest. I wanted to offer to help plan an Education track or training that would address community needs. Is there an existing discussion where these are identified? Sailesh mentioned something like an Ambassador Training would be a useful session, for people running Education Program(me)s in various Indic language communities. Another idea is an overview of what has happened under the education umbrella in India to date -- things that have gone well, and things that have failed -- and using this as a jumping off point for new approaches, or repeating successful ones. Please let me know if I can offer any help from the WMF education team. Tighe Flanagan (WMF) (talk) 18:15, 6 July 2016 (UTC)Reply

Dear Tighe, I was talking about this with Ravi a few days back. I think there is a need for the WEP session during WCI. --Sailesh Patnaik (Talk|Contribs) 18:37, 6 July 2016 (UTC)Reply
Tighe, on behalf of WCI 2016 organizing committee, I welcome you to attend the conference and conduct a session on WEP. Please submit your proposal here. Many WEP programs are running in the country, and people associated with it are also attending the conference. We will also have many students from the city of Chandigarh participating. So, this will be an excellent opportunity to train and forge new partnerships. I will also send you an official invite through email. --Ravi (talk) 15:43, 8 July 2016 (UTC)Reply
Thank you, Ravi and Sailesh! I would be happy to put together a proposal for an session. It looks like education would fit with the planned Outreach track. I also wonder if it would be possible to organize a panel session that showcases what different local language communities have done in terms of education programming to give an overview and set the context from which to go forward. I imagine I could focus a Wikipedia Education Program session to how it can be used to grow local language content. In the meantime, I will submit draft proposals and develop them collaboratively with any interested users. Please let me know if there are particular people I should ping or involve in the process! Tighe Flanagan (WMF) (talk) 18:42, 8 July 2016 (UTC)Reply
Noting that I have drafted a proposal and welcome any input there or on the discussion page to help improve it! Tighe Flanagan (WMF) (talk) 19:03, 8 July 2016 (UTC)Reply

Submission of proposal for OpenCon Satellite Event

[edit]

I have submitted a proposal for hosting a session: OpenCon Satellite event at WCI. If I can get a confirmation on its acceptance at the earliest (may be before the prescribed date of 25th July 2016), I could register the event with the opencon team. This would help in organising things better.--Kavya Manohar (talk) 16:29, 7 July 2016 (UTC)Reply

Kavya Manohar, please submit your proposal. We plan to confirm selected proposals even before 25th July 2016.--Ravi (talk) 15:46, 8 July 2016 (UTC)Reply
Thank You. I have already submitted it here .

We plan to bring in the virtual participation of global leaders in open access movement. It would be great if we could get a confirmation on the time slot at the earliest for doing the logistics plan. The preferred time slot is the morning session of 6th August. --Kavya Manohar (talk) 17:22, 19 July 2016 (UTC)Reply

Hi. Could someone add the dates to the programs page, please? Does day-four fall on a Monday (8th)? Rehman 11:38, 9 July 2016 (UTC)Reply

Hi Reh, we have updated programs page with dates. More information about programs will be available by last week of July. --Ravi (talk) 13:35, 10 July 2016 (UTC)Reply
Thank you Ravi, much appreciated. Would you be able to say if there is any pre-conference or post-conference events planned? If so, would you know what date? Because I noticed that the programs page once mentioned an "extra" day. This is just to plan my travel to India, and to avoid last minute changes. Special request from Wikimedia Malayalam community

[edit]

Dear Satdeep & other concerned members of WCI Scholarship Committee,

We are very grateful and glad to notice that several of the applicants from the Malayalam Wikimedia community have been granted the travel scholarship to attend the WIkimedia India Conference 2016 to be held in Chandigarh. This gesture is bound to positively boost our morales and rejuvenate our motivation towards contributions to the Wikimedia mission.

However, there are still many applicants, who, earnestly deserve to attend WCI, were not granted the scholarship. We understand that you will be providing a two-way flight travel facility for all of us. We also understand that the high costs of flight travel may have limited your ability to provide scholarships for other members of community, some of them, in our opinion, are equally capable of adding value to the conference.

Hence, it is our submission to you, to seriously consider the following possibility which will help us to participate in the program with a much more elevated interest.

We, the users who are already awarded the travel scholarship, are willing to forsake the two way flight facility and instead avail only one way flight from our hometowns to Chandigarh and to travel back to our destinations by way of Second Class Sleeper Trains which is much less costly. to include those people from our community who are important contributors to the Wikimedia projects in various ways, by making use of the cost thus saved and providing them each with a one way flight ticket.

The additional cost and burden incurred by the scholarship and event management committee by doing this will be merely the food, accommodation and other event incidentals at the venue as well as the nominally cheap second class train tickets for the Malayalam Community team.

These additional people are being selected by community consensus and shortlisted by our own unanimous willingness to accommodate them. In the meanwhile, a discussion and decision formation is happening in the village pump of mlwiki. (See section: ‘Possibility for more active Malayalam community members to participate in Wikimedia Conference 2016’ at https://ml.wikipedia.org/wiki/Village_Pump_News).

We hope to limit the number of such additional people to a maximum of TEN. Please consider this proposal with extreme generosity and good faith as it will help our community in many folds and long term to preserve its well-established unity and strength.

Sincerely,
WCI-2016 Travel Scholarship grantees from Malayalam Community as detailed in the list hereby.

Response from Scholarship Team

[edit]
  • Hi
We commend your solidarity and willingness to stay together as a community for everyone's benefit at WCI 16. For a diverse movement like ours, requests like these indicate the need to evolve a global model for awarding scholarships to bring as many participants from each community.
As much as we would like to bring more contributors from each community, we are also limited by the scope and mandate of a scholarship team. The scholarship team's mandate is to define the scholarship process, invite applications and review it within the best of its resources, in the spirit of honoring diversity and inclusion principles. Once the scholarship process has been made, we cannot transfer or negotiate it for anyone. According to the due process, if there is an additional fund or slot available, it goes to the next applicant on the waiting list.
Hence, we regret to inform that we cannot honor this request. However, we have placed our recommendation to the WCI organizing team to make the conference more affordable to participate. The team will try its best to subsidize (or make free) costs for accommodation, registration, and food during the conference to all active editors wishing to attend. We encourage everyone to submit a proposal, and we can explore the possibility of inviting some speakers based on program team’s recommendation. We also suggest you consider the possibility of other funding sources in the movement. We look forward to meeting you all during WCI 2016.
On behalf of the scholarship team,
Soni (talk) 09:19, 15 July 2016 (UTC)Reply

Reply from Malayalam Wikipedia Team

[edit]
Dear Satdeep, Soni it is extremely agonizing and disappointing that a number of active wikimedians from Malayalam Community have been avoided even after their willing to be constrained to remain within the scholarship funds and accommodating more community members without disrupting the overall scholarship selection process. :( It is quite surprising that the WCI organizers simply sidelined a generous step by the scholarship winners from Malayalam community by being ready to surrender their privilege of a two way flight journey and instead take a cheap second sleeper class train so that the overall costs would be still within the allowable estimate. We are further agrieved that even in the second round selection process (after the dead line for response on 14th of this month) no more person from ml.wiki seems to have been selected.
Even with such prevailing scenario, we are willing to abide by your restrictions. However, we accept your offer regarding the possibility of participating in the conference even by those who were denied scholarships if they could submit befitting presentations, papers or panel discussions. In addition to those already eligible for the scholarships, eight more people from our community will submit their presentations. They are also ready to attend WCI along with our eligible team and meet their traveling expense separately without a scholarship from the WCI funds.
Our community en masse is now gathering together to assist these extra members by contributing funds to this cause through their own humble offerings and ensure that we would still be participating as a whole delegation of the community. You may recall that Malayalam community’s strength has been always vested upon our unity and quest for consensus. We would rather not compromise that for anything else no matter how important or eventful.
Hence, our sincere request to you now is that, you may make provisions for their free accommodation, registration and food expenses and comply the earlier offers regarding that aspect. You may also give freedom to all of us, the already selected applicants, to book our flight or train tickets by ourselves and at our own risk and reimburse the same when we arrive at the venue. This will help us to book ticket along with those non-selected persons and facilitate our journey to be conducted in one batch. In the process, we will ensure that the costs are as minimal as practically possible.
Kindly consider the two requests above and respond with a positive gesture from your side at the earliest as a means to build up solidarity and togetherness among us.
If agreeable to these requests, please confirm of the same at the earliest so that we can proceed with the bookings with the most economical rates from our booking agents or directly from the carriers.

Thank you all.

Support/Endorsement

[edit]

Response from Scholarship Team

[edit]

Hi,

  • It is entirely up to the Programs Team to recommend a list of presenters to be invited considering our budget and the diversity and inclusion policy.
  • The Logistics Team is considering the option of subsidized or free event registration, food, and accommodation for all Wikimedians to make the conference affordable for everyone. You should be hearing from them soon.
  • The Scholarship Team agrees to provide reimbursements for travel expenses to scholarship recipients who have signed the above request. We request all other recipients to book tickets through our travel agent as it helps us streamline the handling of our funds. Reimbursements will be offered based on following terms:
    • Reimbursement will be provided only to the scholarship recipients.
    • Reimbursement will be only for the actual cost of travel. If a recipient travels by air one way and by rail the other way, she wouldn't be entitled to claim two-way airfare.
    • Economy Class airfare and train fare up to 3rd A/C Class can be claimed.
    • Reimbursement will be given only after arriving at the conference. If advance payment is needed, we recommend that tickets be booked through our travel agent.
    • We recommend booking the tickets as soon as possible to avoid escalated price due to last minute booking. Please confirm ticket prices before booking with Manavpreet Kaur to make sure they are within the stipulated budget. All reimbursements including local transport shall not exceed 18,000 INR per recipient.

Selection criteria analysis spreadsheet needed

[edit]

I went through the list of scholarship recipients. You have written that We received 450+ applications among which 209 were shortlisted. Now, we have offered 103 scholarships covering 20 language communities and five different Wikimedia projects. In the same page there are selection criteria mentioned. I know it is a tough job to process so many applications and select some for awarding the scholarships. Nevertheless, since this is a community driven activity, it will be better to make the full process transparent. I would appreciate putting up a complete analysis of the applications, with columns like primary Wikimedia project, contributions, weightage for the contributions, secondary project if any, other parameters considered, total score, etc.--Pavanaja (talk) 09:57, 19 July 2016 (UTC)Reply

Hi,

We have already published the selection process and criteria drafted by the scholarship team, which itself consisted of members from various communities. We also plan to share more details about the methodology, stats, and learnings while we submit our conference report. However, we will not be able to share further details about individual applications as it may compromise the privacy of the applicants, potentially even the reviewers.

Accepted Papers

[edit]

The last date of publication of result (25 July) passed. Can we consider all the papers in unevaluated category as rejected ? When the final result come ? --Ranjithsiji (talk) 02:16, 26 July 2016 (UTC)Reply

Accepted proposals - (no proceedings papers will be published as far as I know) - the proposals status will be known by 26th evening or 27th forenoon - but note that accepted ones may not get the time requested and may have to share time with others within similar subject themed panels. This may allow some non-accepted proposers to contribute as well. Shyamal (talk) 08:53, 26 July 2016 (UTC)Reply
All the accepted proposals are already in the "accepted category". Some more may be accomodated based on time and space availability. But please note that there is no real rejection except for the ones dropped early on for being out of scope. All proposal submitters are encouraged to attend the conference and there are several opportunities to present and discuss ideas and projects outside the main schedule. There will be desks where demos can be made, space to display posters, charts and hold self-organized group meets. Shyamal (talk) 04:06, 27 July 2016 (UTC)Reply
