This tutorial (and all of the tutorials in the Bureaucrat functions category for that matter) is not detailed enough. The tutorial needs to specify where the Bureaucrat can find the User rights management page.--Snaevar (talk) 23:10, 16 June 2012 (UTC)Reply

The first two sentences already mention the special page in a striking redundance: "Below is a tutorial for Special:UserRights tool which the bureaucrat user group has access to. All images is placed in the commons:Category:Bureaucrat tools 101. Filenames is marked through {{LM}}. For creating localized version see template documentation. Filenames should be "File:Orig_name nn.ext", where "nn" is language code. --Kaganer (talk) 21:00, 2 December 2015 (UTC)Reply
