For future conferences

Based on my experience with itWikiCon, which I attended as a volunteer, without a scholarship, having served on WMIT's scholarship committee for the event: I think more clarity is needed when it comes to funds available for scholarships. This event had received grant money from WMF. Then, a chapter committee established who would get the scholarship (chapter money). Recipients were selected based on several criteria: among other things, it was possible for them to explain their level of involvement with the event (were they supposed to present something? moderate something? etc.). Per the link above, after the results were published, though, organizers asked WMF if they could use WMF money for further scholarships, and WMF agreed. Not only I wasn't aware that this could actually happen: actually, we hadn't even run out of chapter money, because we had received fewer requests for scholarships than we had planned for. So, albeit this wasn't planned, obviously, what happened is that the process established by the committee was basically bypassed, and so were its results.

Now, this is different, in my understanding, from what is happening for big events like Wikimania. It is known that there are multiple opportunities to get a scholarship to go there (this is even mentioned in the application process, IIRC). I think that if I got only a partial scholarship from WMF to go to Wikimania, I could just withdraw, apply for a WMIT chapter one, and get a full one if I am lucky. But in no way the chapter committee would assume (or even know, because I could belong to multiple chapters without them knowing, FWIW) that this would be my only shot at going: and certainly they wouldn't allow me to disregard application deadlines.

There are many grant discussion pages. None of them get much conversation alone. The collective effect is that the current system splits similar conversations which ought to be together. Sometime soon, I will merge all talk pages for grants into Grants_talk:Start. Even with many pages merged together I do not anticipate that this one page will get much traffic in the near future.

Small grants available for Wikimedia GLAM projects in the Global South

Wikimedia Sverige has a small grants application open for people in the Global South who are interested in events and other projects with GLAMs. Please do pass this on to people you think would be interested or suitable for a grant. The projects need to be completed by February 29, 2020.

FindingGLAMs can fund events that improve the quality and quantity of data related to galleries, libraries, archives and museums (GLAMs) and other cultural institutions on Wikidata and other Wikimedia projects. This could include, for example, events to train librarians to add information to Wikidata, research events with historical societies to find lists of cultural institutions in your country, transcription projects for Wikisource etc. The focus of the project is making more material available on the Wikimedia platforms rather than creating new material (such as by purchasing scanning equipment and digitizing books).

Funds can not be used to cover the event participants’ time or lost income from other work. Applications to cover trainers’ or organisers' time or lost income from other work have to be filed with and transferred through a local Wikimedia affiliate.

Draft proposals from long ago

@CAlmog (WMF): @DSaroyan (WMF): The "Draft proposals" section on Grants:Conference/Browse_applications lists many proposals that refer to events in the past and thus is very noisy. Would it be possible to clean them up? I don't know if setting status={{Fluxx status|rejected}} would be correct or if there's a better suited status. Proposal: all conference grants must include videography

If a conference budget is over a certain amount, perhaps US$50,000, then it must include at least 5% budget for recorded video to be posted to YouTube and Wikimedia Commons.

I am aware that recording all video of conferences is overly experience, but we are in an era of digital media which values video and Wikimedia practices are not keeping up with this. I regret that so often Wikimedia conferences consume large budgets, make decisions which affect the global movement, and make no attempt to share key talks or lectures.

I would like for grant making conversations to routinely consider including any amount of videography to better familiarize everyone who participates in public speaking about Wikimedia projects with the potential of digital mass media versus in-person, ephemeral presentations. Hi @CKibelka (WMF) @I JethroBT (WMF) Given that local meetings are not covered by the events and conferences fund, I recommend updating the "local, regional and thematic" item to prevent any potential misunderstandings for those applying for a local conference. @Galahad, @I JethroBT (WMF): No, we do fund local conferences, but only in very specific cases; e.g. when the affiliate does not receive a General Support Fund, but the the event has a lot of potential for growth; or when the event actually gathers various communities of a single country (like Nigeria). Such specific exemptions were not applicable in Galahad's case (see my feedback on the talk page of the proposal for Wikimeet Margarita). @User:CKibelka_(WMF): In that regard, it might be helpful to consider updating it, as the current phrasing suggests that any affiliate could request funds for a local conference.
While I prefer that my proposal remains unmentioned, however, I find it valuable to understand that, aside from the political risk and fiscal administration factors, the conference, despite the absence of a general support fund for affiliates, did not demonstrate the necessary growth potential to meet the exceptions, even considering the underrepresentation of the community. I am relieved to see that the community resources team believes that the Venezuelan community currently lacks the potential for growth, making it challenging to consider a virtual alternative for the conference.
