Project scope
[edit]Hong Kong people are suffer from long working hours, according to the survey, most of the Hong Kong people are working over 10 hours a day. For Wikimedia Hong Kong, which is only administered by volunteers, it would be very hard to start some further development or progress. To solve this problem, we would like to request a fund to set up an office in Hong Kong and hire staff, for this office, it will combined two functions: Wikimedia Hong Kong local chapters and Wikimedia Asia, we will hire two staff to follow different projects of Hong Kong and Asia which includes mainland.
This project will also change the personnel structure of Wikimedia Hong Kong, to suit the future development of us. We will hire two staff as the Executive Manager (External/Internal), and also we will appoint one volunteer to be Executive Director. In the future, Wikimedia Hong Kong shall be able to support itself by sponsorships and donations, then we will hire 4 Executive Managers eventually, to get in charge in four commissions in current organization structure.
This is the very important project which is linked to other projects, the process and success of other projects may be extended and affected if this project is rejected, as the volunteers in Wikimedia Hong Kong may not have enough professional knowledge and enough time to finish the project in schedule.
We expect we can support ourselves by sponsorship and donation within 2 years after this project started.

Non-financial requirements
[edit]It will be good if WMF can provide the equipments like Macbook Pro, iMac and printer, as WMF may get some good bargain from Apple or other companies.
Fit to strategy
[edit]Setting up an office in Hong Kong can help the development of Wikimedia Hong Kong and Wikimedia Asia. For Wikimedia Hong Kong, paid staff shall be fully committed and responsible for the projects and events in Hong Kong; it can be helpful for the further development of Wikimedia Hong Kong and make it become more active than now. For Wikimedia Asia initiative, it can provide a hub for all the Asian chapters to work together, and also provide a team that looks for donations and sponsorships regularly.
Other benefits
[edit]The office can also help to development in Mainland China, which will include in Wikimedia Asia project.
Measures of success
[edit]We hope the amount of sponsorship and donation to Wikimedia Hong Kong can be increase 50%. We hope we host 2 small events every season and 1 large event per year.
